Organizational Context and Scope
Established in 1951, the Client is a Related Organization of the United Nations and, as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. The Client is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments, migrants and host communities.
Over the years, the Client has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues, and serving as a key source of advice on migration policy, research, data and practice. Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.
The Client supports the Government of Pakistan in the implementation of cross-border programming supporting Afghan migrants and refugees and contributes towards promoting peaceful coexistence with host communities. In line with the strategic Comprehensive Action Plan for Afghanistan and Neighbouring Countries (2021–2024), the Client supports the most vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs and reduce protection risks for people on the move, in parallel to anticipatory action to mitigate the crisis impact, save lives and livelihoods, and enable societies to transition and recover towards sustainable development.
Under the overall supervision of the WASH & SNFI Programme Manager and under the direct supervision of the Senior WASH Team Coordinator, the successful candidate will help coordinate and contribute to the implementation of Water, Sanitation and Hygiene (WASH) activities in compliance with the Client's and donors' rules and regulations to support high-quality programme implementation.
Responsibilities and Accountabilities
- Carry out technical assessments and analyze the data collected towards the implementation of projects in the water, sanitation and hygiene to respond to the needs of the communities.
- Assist in designing WASH project interventions and prepare cost estimates for water, sanitation and related hygiene interventions.
- Design and lead the technical components of the WASH programme, including the different modalities of implementation (cash, vouchers, in-kind, etc.) and integration of the relevant cross cutting themes (e.g. Gender, Environment, AAP, etc.) and oversee compliance, ensuring the quality of implementation of the required activities for the successful completion of the different project activities in line with donor requirements and Client rules and regulations.
- Prepare and/or review technical specifications, BoQs, drawings of the WASH infrastructure planned to be implemented as necessary in order to guarantee quality of the output and alignment to donor requirements.
- Ensure that materials are used in accordance with BoQ and instructions from the supervisor, keeping records and coordinating with the logistic officer for request and delivery to implementation sites.
- Implement basic WASH infrastructure projects.
- Regularly monitor all basic infrastructure, WASH projects in progress and provide weekly updated summary to the National Officer WASH.
- Support rapid needs assessment, beneficiaries identification and distribution of hygiene and other NFI kits, including post-distribution monitoring.
- Prepare daily field reports, analyze the reports and discuss matters that need attention with supervisor.
- Bring to the attention any works which are not meeting timelines or where quality standards are not being met.
- Ensure that projects are completed to a satisfactory standard before final payment is authorized.
- Assess technically the progress of the project(s) under supervision to ensure that compliance of outputs to planned targets is achieved.
- Any other duties as may be assigned.
Required Qualifications and Experience
EDUCATION
- Master's Degree in Civil Engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, Geology, Water and Sanitation or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
EXPERIENCE
- Experience in the implementation of WASH activities in developing countries, preferable in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage;
- Experience in the design and implementation of WASH infrastructure, including contract management.
- Experience in the implementation of activities that include the promotion of hygiene.
SKILLS
- Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational
Skills - Knowledge of computer assisted design and modeling software such AutoCAD, QGIS and Epanet.
- Ability to work with limited supervision.
- Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the
- broader community to advance country office or regional objectives

English, French, and Spanish
REQUIRED
For this position, fluency in English and working knowledge of Pashto is required (oral and written).
DESIRABLE
Fluency in Pashtu is highly desirable
Working knowledge of Urdu is highly desirable
