Description

The Supply Chain Advisor supports the Senior Technical Advisors in strengthening the availability and management of HIV and malaria commodities across Cameroon’s public health supply chain. Reporting to the Senior Technical Advisor, the position provides technical assistance to improve forecasting, quantification, supply planning, inventory management, distribution, and use of logistics data for HIV and malaria medicines, laboratory products, and related health commodities. 

 

The Supply Chain Advisor acts as the primary deputy to the Senior Technical Advisor, providing strategic leadership in their absence and ensuring continuity of technical operations. He/she is expected to take full ownership of key workstreams and proactively drive high-level technical discussions with national stakeholders. 

 

The Supply Chain Advisor works with national and regional stakeholders, including the National AIDS Control Committee (NACC), the National Malaria Control Program (NMCP), the Directorate of Pharmacy, Medicines and Laboratories (DPML), the National Essential Medicines Procurement Center (CENAME), regional public health and pharmaceutical authorities, laboratories, health facilities, and implementing partners. S/he proactively identifies systemic bottlenecks in the national supply chain and proposes/leads the implementation of strategic solutions beyond routine data review 

 

The position supports coordination, data review, identification of supply risks, and implementation of practical measures to prevent stockouts and disruptions. The Advisor also contributes to guidance, training, supportive supervision, and other capacity-strengthening activities under the direction of the Senior Technical Advisor. 

MAIN DUTIES AND RESPONSIBILITIES

Forecasting, Quantification, and Supply Planning  ​- 35%

  • Support national and regional forecasting, quantification, and supply planning for HIV and malaria diagnostic and therapeutic products including antiretroviral medicines, HIV test kits, laboratory commodities, and other relevant health products. 

  • Compile and review consumption, stock, service delivery, pipeline, and program data to inform commodity requirements and supply plans. 

  • Assist the Senior Technical Advisor and national counterparts in preparing annual quantification exercises, quarterly supply plan updates, and routine commodity reviews. 

  • Identify supply gaps, overstock, impending expiry, delayed deliveries, and other risks affecting product availability. 

  • Recommend practical actions to address identified supply risks and support follow-up with responsible stakeholders. 

  • Use approved forecasting and quantification tools and contribute to accurate entry, review, and updating of relevant national or global systems. 

Supply Chain Coordination and Implementation Support  - 30%

  • Support the Senior Technical Advisor in coordinating with NACC, NMCP, DPML, CENAME, regional authorities, laboratories, health facilities, donors, and implementing partners. 

  • Contribute to technical working groups, coordination meetings, and workshops related to HIV and malaria commodity forecasting, supply planning, procurement, and distribution. 

  • Follow up on agreed actions, supply chain decisions, and responsibilities arising from coordination meetings and technical discussions. 

  • Support efforts to strengthen coordination between national, regional, district, and facility levels to improve commodity availability. 

  • Work with relevant counterparts to address operational bottlenecks affecting stock management, distribution, reporting, or product availability. 

  • Provide technical inputs to activity planning, implementation updates, and project deliverables under the direction of the Senior Technical Advisor. 

Logistics Data Review and Supply Chain Reporting  - 20%

  • Review logistics and commodity data for completeness, consistency, timeliness, and accuracy in collaboration with responsible stakeholders. 

  • Analyze stock levels, consumption patterns, reporting rates, supply gaps, and other information relevant to HIV and malaria commodity management. 

  • Prepare summaries, dashboards, presentations, and technical inputs to support evidence-based supply chain decisions. 

  • Support data validation exercises, routine data reviews, and follow-up on discrepancies or reporting gaps. 

  • Contribute to project reports, technical updates, and documentation related to HIV and malaria commodity availability and supply chain performance. 

  • Maintain organized records of supply plans, technical analyses, meeting decisions, and agreed follow-up actions. 

Capacity Strengthening and Technical Assistance  ​- 15%

  • Support development and implementation of standard operating procedures, guidelines, job aids, and training materials for HIV and malaria commodity management. 

  • Provide coaching, mentoring, and practical technical assistance to national, regional, district, and facility-level counterparts. 

  • Participate in supportive supervision, field visits, and supply chain improvement activities in coordination with the Senior Technical Advisor. 

  • Help strengthen counterpart capacity in quantification, supply planning, inventory management, logistics reporting, and use of data. 
  • Document recurring challenges, good practices, and lessons learned and recommend practical improvements. 
  • Perform other duties consistent with the position as assigned by the Senior Technical Advisor. 

QUALIFICATIONS

Education

Required: Bachelor’s degree in pharmacy, public health, supply chain management, logistics, or a related health or management field. 

Preferred: Master’s degree or relevant professional qualification in pharmacy, public health, supply chain management, or a related field. 

Required minimum experience

  • At least six years of relevant experience in health commodity supply chain management, including experience in forecasting, quantification, supply planning, inventory management, or logistics data analysis. 

  • Experience supporting HIV and/or Malaria programs. 

  • Experience working with Cameroon’s health system, government counterparts, or donor-funded projects is preferred. 

  • At least 2–3 years of experience in a leadership or supervisory role within a complex public health program or project. 

  • Demonstrated experience in advocacy or representing a project/organization at the national level. 

Knowledge and Skills

  • Strong knowledge of health supply chain functions, including forecasting, quantification, supply planning, procurement coordination, inventory management, and distribution. 

  • Knowledge of HIV medicines, laboratory commodities, and related public health supply chain requirements. 

  • Knowledge of Malaria medicines, LLINs, Malaria RDT, and related public health supply chain requirements. 

  • Experience using logistics management information systems, commodity data, and analytical tools to inform supply planning and decisions. 

  • Proficiency in Microsoft Excel and forecasting or quantification tools such as QAT, PipeLine, Quantimed, or comparable applications. 

  • Ability to identify supply risks, analyze stock and consumption data, and recommend corrective actions. 

  • Strong coordination, facilitation, communication, and capacity-building skills. 

  • Professional proficiency in both French and English.
