Description

This position oversees activities of treatment plant operators and maintenance personnel in daily operations, maintenance, repair, and expansion of water/wastewater treatment facilities, to include, storage tanks, booster stations, water supply wells, wastewater lift stations. Employee may perform these activities or assign through subordinates. Additional job duties include monitoring and controlling expenses for the division, monitoring compliance guidelines, and preparing/submitting timely reports as required by regulatory agencies (ADEM, EPA).  Employee must be able to use reasonable judgement within the guidelines, policies/procedures, and regulations of the City of Florence and Water/Wastewater department when making decisions to resolve problems in the absence of the Manager. This position reports directly to the Manager, Water/Wastewater Department.
  1. Confers with Manager, technical personnel, and personnel of other utilities to coordinate section activities, keeps Manager informed of all activities of treatment plant sections.
  2. Ensures that treatment plants are staffed with trained personnel, plans/schedules job assignments for operators/maintenance personnel.
  3. Refers complex situations to the Manager
  4. Coordinates with the Manager in developing performance standards for job classifications in each section of the Water/Wastewater treatment plant division.
  5. Conducts interviews and recommends applicants for hire, evaluates personnel performance appraisals in the treatment plant sections, applies discipline per policies/procedures when necessary, plans, assigns, and directs work, addresses complaints and problem resolution.
  6. Evaluates new developments for improvements in organization, procedures, equipment, materials, tools, etc., and makes recommendations on purchases.
  7. Inspects work in process ensuring that specifications/safety standards are maintained, confirms that requirements of regulatory agencies are met and all required reports and other data are submitted timely.
  8. Directs/coordinates work with outside contractors.
  9. Certifies that operational procedures and other pertinent information is documented.
  10. Monitors labor (regular/overtime) to warrant they are held to a minimum.
  11. Available for emergency standby after hours/weekends; and, responsible for coordinating emergency situations (as they arise), to include scheduling equipment and personnel for prompt restoration of treatment plants, wells, and storage tanks.
  12. Cooperates/Coordinates with other City of Florence departments and sections of the Water/Wastewater Department.
  13. Maintains an effective professional working relationship with the Manager, all department employees, and all employees in the City of Florence.
  14. Attends educational seminars, conferences, or other educational functions as required to improve/maintain supervisory and management skills.
  15. Performs other duties as assigned by the Manager within the scope of the job.
  1. Associates Degree; or equivalent education/training from a 2-year college/institute or technical school in Water/Wastewater Management, Treatment Plant Management, or related field; or,
  2. Four (4) to six (6) practical working experience in water/wastewater, treatment plants, or similar occupation.  An equivalent combination of education and work experience may be considered.
  3. Minimum of 3 years’ or more supervisory experience.
  4. State of Alabama IV certifications in water/wastewater is required (Water Grade IV, and Wastewater Grade IV).
  5. Proficient on computer, SCADA System software, wastewater treatment plant software, Microsoft Office software.
  6. Valid driver’s license.
  1. Must be able to analyze and interpret general business periodicals, professional journals, technical procedures, government regulations; and, prepare reports, business correspondence, and procedure manuals.
  2. Must be able to effectively present information to managers, customers, and general public; and, respond to questions.
  3. Must be able to define problems, collect data, establish facts, and provide valid conclusions.
  4. Ability to monitor/understand changing codes, regulations, and policy.
  5. Must be able to make judgmental decision in emergency situations in the absence of the Manager.
  6. Must be able to calculate numbers/amounts, such as, proportions, percentages, area circumference, and volume. Ability to apply concepts of algebra and geometry.
  7. Ability to comprehend and apply basic principles of biology and chemistry.
  8. Proficient in the use of personal computer, tablet, using Microsoft Office software, Excel, Etc., SCADA software, and wastewater treatment plant software.
  9. Ability to use basic office equipment.
Supervision:
This is a supervisory position that works independently with no direct supervision. The position supervises up to 2 subordinate supervisors, who supervise 6 maintenance workers. This position may also directly supervise up to 18 non-supervisory employees. This position reports directly to the Manager of the Water/Wastewater Department.

Physical Demands (with or without accommodations):
  1. Sit/stand for long periods of time, bend, stoop, climb (stairs/ladders), lift up to 50 lbs.
  2. Average mental pressure, stress, or strain, on occasion above average.
  3. Requires an average degree of dexterity and coordination.
  4. May be required to work in adverse weather conditions (extreme heat/cold) dust, dirt, fumes, smells, etc.
  5. Subject to call-outs in emergency situations after hours and possibly week-ends.
Equipment/Tools Used:
Wastewater treatment plan equipment, biosolids processing equipment, on-site lab equipment, chlorine processing equipment (regulators, injectors, switch over valves), basic office equipment.
