DISTINGUISHING CHARACTERISTICS OF WORK

This position is responsible for assisting the Aquatics Administrator in the overall administration, management, and oversight of all aquatic facilities and programs within the Aquatics Division, including aquatic centers, community pools, splash pads, and water parks. The Deputy Aquatics Administrator serves as the second-level administrator of the Aquatics Division and works under the general direction of the Aquatics Administrator. The position assists in directing division operations, supervising assigned personnel, developing and implementing policies and procedures, and ensuring compliance with applicable safety, operational, and regulatory standards. The position exercises considerable independent judgment in carrying out assigned responsibilities and may act on behalf of the Aquatics Administrator when designated or in their absence.

ESSENTIAL EXAMPLES OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Deputy Aquatics Administrator. There may be other essential functions, not listed below, necessary to accomplish the tasks of the Aquatics Division as assigned by the Aquatics Administrator.

  • Assists the Aquatics Administrator in the overall administration, supervision, and operation of City aquatic facilities, including aquatic centers, community pools, splash pads, and water parks.
  • Provides leadership, direction, and oversight to the Pool Captain, Assistant Pool Captain, and other assigned personnel.
  • Assists the Aquatics Administrator in developing and implementing division-wide goals, objectives, policies, procedures, operational standards, and strategic initiatives.
  • Oversees the day-to-day operational readiness, staffing, safety, and general operating conditions of assigned City aquatic facilities and reports significant deficiencies or concerns to the Aquatics Administrator.
  • Conducts routine facility inspections and monitors corrective actions to ensure assigned aquatic facilities remain operationally and inspection-ready and that identified deficiencies are addressed in a timely manner.
  • Monitors required employee certifications, licenses, and training records and reports deficiencies or expiration issues to appropriate supervisory personnel.
  • Reviews significant operational incidents, safety concerns, and emergencies and assists with required documentation, corrective actions, and follow-up.
  • Monitors facility water-quality practices, chemical logs, and related operational records and coordinates corrective action when deficiencies are identified.
  • Monitors and ensures compliance with applicable local, state, and federal laws, regulations, policies, and standards governing aquatic facility operations, public safety, staffing, and required certifications.
  • Assists with the preparation, administration, and monitoring of the Aquatics Division budget and operational expenditures within authorized limits.
  • Coordinates and evaluates aquatic programming, including lifeguard training, water safety programs, instructional programs, recreational activities, special events, wellness initiatives, and community aquatics programs.
  • Assists with recruitment, selection, onboarding, scheduling, training, supervision, and evaluation of Aquatics Division personnel.
  • Provides guidance to supervisory staff to ensure appropriate staffing levels, operational efficiency, employee performance, customer service, and adherence to established safety standards.
  • Coordinates preventive maintenance, facility repairs, equipment needs, and improvement projects with appropriate City departments, vendors, and contractors.
  • Conducts facility inspections and evaluates operational procedures to identify safety concerns, maintenance needs, and opportunities for improvement.
  • Responds to and assists in resolving complex customer concerns, personnel matters, operational issues, incidents, and emergencies in a timely and professional manner.
  • Prepares and reviews reports, performance evaluations, operational data, program statistics, and other information to support administrative decisions and program enhancements.
  • Assists the Aquatics Administrator with long-range planning and recommendations regarding facilities, programs, staffing, equipment, and operational needs.
  • Represents the Aquatics Division at meetings, events, and departmental activities as assigned by the Aquatics Administrator.
  • Serves as Acting Aquatics Administrator when designated or in the Administrator’s absence.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of safety practices, procedures, regulations, and industry standards governing public swimming pools and aquatic facilities.
  • Knowledge of the principles, methods, and practices associated with aquatic programming, water safety, recreational activities, and special events.
  • Knowledge of the operation and maintenance requirements of municipal pools and aquatic facilities.
  • Knowledge of supervisory and administrative principles and practices.
  • Ability to assist in planning, directing, coordinating, and evaluating the operations of multiple aquatic facilities and programs.
  • Ability to effectively supervise, delegate, train, evaluate, and provide direction to employees and subordinate supervisory personnel.
  • Ability to analyze operational issues and develop appropriate recommendations and solutions.
  • Ability to respond effectively and appropriately during aquatic emergencies and other critical incidents.
  • Ability to prepare reports, correspondence, operational procedures, and administrative recommendations.
  • Ability to operate a computer using Microsoft Office products, including Word, Outlook, Excel, PowerPoint, and applicable organizational software.
  • Ability to establish and maintain effective and cooperative working relationships with employees, City officials, other departments, contractors, community organizations, and members of the public.
  • Ability to instruct and oversee aquatic programs and lifeguard training.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to deal effectively and professionally with the public.

PHYSICAL AND ENVIRONMENTAL DEMANDS

  • Must have the use of sensory skills in order to effectively communicate and interact with employees and the public through telephone and personal contact.
  • Physical capability to effectively use and operate various items of office-related equipment, including personal computers and copiers.
  • Work involves both indoor and outdoor environments and may include exposure to inclement weather conditions.
  • Work involves sitting and standing for extended periods.
  • Work involves frequent typing, walking, bending, lifting, and stooping for short periods.
  • Must be able to lift and/or carry weights of up to 50 pounds.
  • Must be able to swim at a level meeting or exceeding established American Red Cross standards.

MINIMUM TRAINING AND EXPERIENCE

  • Bachelor’s degree in Recreation, Physical Education, Sports Management, Public Administration or any other related field.
  • A minimum of four (4) years of progressively responsible experience in aquatic operations, recreation management, aquatic facility management, or a related field; including supervisory or management experience.
  • Current certifications in American Red Cross CPR for the Professional Rescuer, Lifeguard/First Aid, AED Administration, and Oxygen Administration.
  • Certification as an Aquatic Facility Operator (AFO) and/or Certified Pool Operator (CPO).
  • Lifeguard Instructor certification required or must be obtained within one (1) year of hire.
  • A combination of education and experience may be considered.
