Engineering Project Coordinator
 Pay: $45.68 - $59.23 per hour, DOQ
 Full-Time, Non-Exempt, Benefit Eligible


The City of Eagan is seeking an experienced Engineering Project Coordinator to lead the delivery of complex public infrastructure and private development projects from concept through construction and final closeout. This is a highly visible role for a seasoned civil engineering professional who enjoys balancing technical problem-solving, project coordination, construction oversight, and community service. 
You’ll work alongside contractors, consultants, developers, utilities, regulatory agencies, City staff, property owners, and the public to deliver projects safely, efficiently, and in accordance with approved scope, schedule, budget, and applicable standards.

As a technical resource within the Engineering Division, you’ll have the opportunity to exercise independent judgment, guide project teams, resolve challenging construction issues, and help shape how the City plans, builds, maintains, and documents its infrastructure.

Project Development, Design & Plan Review:
  • Leads and coordinates preparation and review of feasibility reports, project scopes, alternatives, cost estimates, schedules, plans, specifications, special provisions, and record plans for complex public infrastructure projects.
  • Prepares and provides advanced design assistance for streets, sanitary sewer, storm sewer and drainage systems, stormwater ponds, watermain, parking lots, sidewalks, trails, and related public improvements using computer aided design (CAD) software and accepted engineering practices.
  • Reviews consultant-prepared and in-house construction plans, specifications, quantities, estimates, and record plans for completeness, constructability, consistency, and compliance with City standards and project requirements.
  • Coordinates multidisciplinary reviews of private development, redevelopment, commercial building permit, and outside-agency plans and specifications for compliance with City codes, standards, permits, and development agreements.
  • Evaluates alternative construction materials, methods, phasing, and design solutions and recommends approaches based on cost, performance, constructability, maintenance, and applicable standards.
  • Identifies right-of-way, easement, permitting, utility, environmental, and agency coordination needs during project development and works with appropriate parties to address them.
  • Performs and reviews engineering calculations, quantities, cost estimates, legal descriptions, easement exhibits, and other technical documents within the scope of the position.


Construction & Contract Management:
  • Coordinates construction and contract administration from preconstruction through final acceptance and closeout, ensuring work remains within approved scope, schedule, budget, plans, specifications, contracts, regulations, laws, and ordinances.
  • Conducts preconstruction, progress, coordination, and closeout meetings; establishes expectations; documents decisions; assigns follow-up actions; and communicates project status and risks.
  • Directs, coordinates, and monitors inspection, surveying, materials testing, and consultant field services for City and development-related projects.
  • Interprets plans and contract requirements, evaluates field conditions, resolves construction issues within delegated authority, and elevates significant technical, financial, legal, or policy matters to the Assistant City Engineer or City Engineer.
  • Reviews contractor schedules, shop drawings, submittals, requests for information, testing reports, and other construction documentation and coordinates timely responses.
  • Measures, verifies, and documents construction quantities; reviews and recommends contractor pay estimates, consultant invoices, payment vouchers, final quantities, and project closeout documentation.
  • Identifies and manages changes in scope, quantities, schedule, and budget; negotiates, prepares, and reviews change orders and supporting documentation and makes recommendations for approval.
  • Coordinates material testing and sampling in accordance with the MnDOT Schedule of Materials Control, project specifications, and applicable City, State, and Federal requirements.
  • Coordinates completion of developer contractual commitments, punch-list corrections, warranty obligations, and acceptance requirements for public improvements associated with private development.


Project Coordination:
  • Serves as the primary technical and construction liaison among contractors, consultants, developers, utilities, City departments, regulatory agencies, property owners, businesses, and the public for assigned projects.
  • Develops and maintains project schedules, budgets, documentation, action-item lists, and status reports; anticipates risks and coordinates corrective actions to keep work progressing.
  • Coordinates construction activities with MnDOT, Dakota County, Metropolitan Council, neighboring communities, watershed organizations, utilities, and other agencies where responsibilities or work overlap.
  • Coordinates private utility relocations and utility conflict resolution, including schedules, field locations, documentation, and communication with affected parties.
  • Coordinates preparation of final assessment rolls, project cost information, and supporting reports for City improvement projects.
  • Prepares documentation and reporting for Municipal State Aid, Federal Aid, grants, permits, and other funding or regulatory programs applicable to assigned projects.
  • Keeps the City Engineer, Assistant City Engineer, and Engineering Division staff informed of project progress, emerging issues, decisions, and matters requiring management direction.


Surveying & Field Services:
  • Supervises, performs, and reviews surveying activities and calculations, including preliminary surveys, topographic surveys, construction staking, pond monitoring, level work, and as-built surveys.
  • Reviews surveys, plats, as-builts, legal descriptions, and easement documents for consistency with project and City requirements.
  • Verifies and reviews accessibility compliance of pedestrian facilities within the City right-of-way and coordinates resolution of deficiencies.


Public Involvement, Permitting & Communications:
  • Develops and maintains positive, effective working relationships with residents, businesses, contractors, consultants, developers, agencies, and City staff.
  • Communicates proactively with construction-impacted property owners and businesses regarding project status, schedules, access, disruptions, restoration, and other anticipated impacts.
  • Responds to public inquiries and concerns involving construction, drainage, right-of-way, permits, as-built information, and infrastructure; researches issues and recommends or coordinates corrective action.
  • Drafts and reviews public notices, letters, reports, meeting materials, and other technical or project communications.


Records, Systems & Administration:
  • Ensures complete, accurate, and timely project documentation, including daily reports, construction diaries, meeting records, correspondence, quantities, estimates, submittals, change documentation, photographs, and closeout records.
  • Coordinates preparation and maintenance of accurate record plans and infrastructure records and supports updates to the City’s Geographic Information System (GIS).
  • Maintains and improves City construction details, CAD templates, technical standards, inspection procedures, and project documentation practices.
  • Provides advanced technical assistance to other Public Works divisions, City departments, contractors, consultants, and the public regarding City standards, construction practices, benchmarks, records, and infrastructure.
  • Remains current on applicable specifications, regulations, codes, construction practices, technology, legislation, policies, and generally accepted engineering standards.
  • Performs other duties and assumes other responsibilities as apparent or assigned.


Technical Leadership:
  • Coordinates and monitors the work of Engineering Technicians, Construction Inspectors, seasonal Engineering Interns, and consultant field personnel assigned to projects.
  • Assigns and delegates project tasks within delegated authority, establishes priorities, monitors workload and quality, and provides technical direction and feedback.
  • Assists with training and development of inspection, technical, and administrative staff in design, construction inspection, surveying, contract administration, documentation, and customer service practices.
  • Promotes consistent application of City standards, sound judgment, collaboration, safety, accountability, and responsive service throughout project delivery.
  • Graduate from an accredited Two-year vocational/technical school in Civil Engineering Technology, or a closely related field.
  • 10 years of progressively responsible experience related to the construction, inspection, and contract administration of public infrastructure improvements.
  • Five (5) years of progressively responsible experience related to the design and plan preparation of public infrastructure improvements.
  • Demonstrated experience coordinating complex municipal construction projects, consultant or contractor activities, project budgets and schedules, and public or stakeholder communications.
  • Physical ability to perform construction inspection work.
  • A valid driver’s license.
  • Civil engineering experience related to commercial and residential site development.
  • Five years of experience as an Engineering Technician for a Minnesota community of 20,000 or larger.
  • Advanced proficiency in AutoCAD Civil 3D and experience with ESRI Geographic Information System (GIS) applications, including ArcGIS Pro.
  • Proficiency with Microsoft Office applications and electronic project documentation systems, including RT Vision or similar software.
  • MnDOT Technical Certification in Bituminous, Concrete, Erosion Control, Grading and Base, or ability to obtain required certifications within one year.
  • Experience in the design, inspection, documentation, and contract administration of Municipal State Aid or federally funded projects.
  • Experience providing technical direction, coordinating staff or consultant work, training employees, and monitoring work quality.
