Description

Leads the Harbormaster’s team in execution of the waterside responsibilities. Supervises part-time staff. Together with the Shoreside Operations Supervisor, acts as the lead first line supervisor for seasonal employees, providing progressive discipline, direction, schedules and commendations. Trains staff in CPR/First Aid, Naloxone, Stop the Bleed, incident response, and boat operation. Prepares and maintains training materials. Establishes standards for care of equipment, inspections, and emergency operations. Manages and directs every aspect of enforcement to include state and federal boating law, Title 15 of the City’s Code of Ordinances, and applicable criminal law articles. Serves as the Harbormaster’s subject matter expert for United States Coast Guard’s Code of Federal Regulations, Rules of the Road, and tactical boat operations. Handles complex customer service issues Acts on behalf of the Harbormaster as required. 
  • Responsible for routine, water-oriented operations, public relations, issuing and processing violations and for serving as Deputy Harbormaster when the Deputy Harbormaster is absent. 

  • Serves as Harbormaster when both the Harbormaster and Deputy are absent. 

  • Maintains consistent standards of supervision, especially by working evenings and weekends. 

  • Issues and processes warnings and citations for violations of Title 15 of the City Code.

  • Investigates and charges persons that commit crimes such as abandonment of vessels and littering in City waterways. 

  • Has excellent public speaking skills and can testify in court using clear and factual language. 

  • Supervises maintenance of all water related supplies, equipment and facilities. 

  • Trains staff in CPR/First Aid, incident response, boat operation.

  • Maintains training records.

  • Ensures staff are trained to respond to incidents according to their knowledge skills and abilities with attention to the Harbormaster’s mission and priorities.

  • Trains seasonal employees in boat operation procedures. 

  • Supervises operation of dock by placing visiting vessels where they best fit so as to maximize space and profits and customer satisfaction. 

  • Maintains scheduling for charter dock. 

  • Teaches and maintains customer service techniques with seasonal employees;

  • Supervises all employees deposit and collection; Consolidates daily work sheet and bank deposit daily; 

  • Responds to citizens' questions about departmental policies and procedures;

  • Oversee the communication between the office, patrol boat, pump out boat, incoming vessels and employees with VHF radio, public works radio, and telephones;

  • Helps to plan and execute special events;

  • Plans and executes practical training exercises;

  • Completes vessel verification tasks and keeps training records;

  • Trains staff in CPR, First Aid, incident response, and boat operations, and patrol procedures.

  • Assists the Deputy Harbormaster to maintain fleet of patrol vessels.

  • Trains staff to complete preventative maintenance Trains employees in navigation and seamanship and vessel operations. 

  • Enforces state and federal boating law 

  • Investigates environmental crimes including vessel abandonment, littering and illegal discharge.

  • Places charges when needed. 

  • Impounds, tows and stores abandoned boats in accordance with state law 

  • Responds to complaints involving debris, harborline violations, noise, etc. 

  • Prepares for and testify in court 

  • Protect life, property, the environment and evidence during the early stages of an emergency when first on the scene at a water-related incident, until such time that fire or police or more highly trained personnel arrive.

  • Creates incident action plans.

  • Liaison with state and federal agencies.

  • Meet with OEM and AFD to plan which entity is responsible for each task.

  • Manages a team of 30 Part Time Employees -Select candidates for hire, complete onboarding paperwork, manage employees work product and document insufficiencies, use progressive discipline when necessary and retrain or terminate employees as needed. 

  • Full operations are from 7 am to 9 pm, 7 days a week, during the boating season–May through October

  • Required to work major holidays (4th of July, New Years etc.) and extended shifts. 

  • Assists with maintenance of a fleet of patrol vessels–supervise and train staff in preventative maintenance 

  • Trains employees in navigation and seamanship and vessel operations 

  • Trains employees: CPR, First Aid, Narcan, Stop-the-Bleed 

  • Trains employees: Incident response and scene management 

  • Assists with the maintenance of 76 transient moorings

  • Supervises and collects docking fees for transient vessels 

  • Gives public presentations at City Council, special committees, public forums 

  • Solves complex customer service issues–similar in nature to complaints at a busy hotel. 

  • Subject to random drug screens per DOT requirements 

  • Enforces City ordinances 

  • Enforces state and federal boating law 

  • Investigates environmental crimes including abandoned boats, littering and illegal discharge. 

  • Place charges when needed. 

  • Responds to complaints involving debris, harbor line violations, noise complaints 

  • Leads, plans and performs nighttime patrols, especially during Boat Shows 

  • Prepare for and testify in court

  • Train employees to write concise, chronological reports that document violations, enforcement efforts, and incidents. 

  • Attends Port Warden’s Meetings as needed and provide input on permit requests that involve waterways. 

  • Attends public outreach and work to gain consensus on waterway improvement projects. 

  • Plans for tropical storms, floods and hurricanes.

  • Inform the public about how to minimize danger to life and property. 

  • Tows barges from West to Severn River and return for New Years and 4th of July. 

  • Create incident action plans.

  • Liaison with state and federal agencies.

  • Meets with the Office of Emergency Management and Annapolis Fire Department to plan which entity is responsible for each task. 

  • Installs buoys to create exclusionary zones, temporary channels for orderly management of vessel traffic. 

  • Enforces exclusionary zones

  • Communicate on 2-5 radio frequencies to coordinate efforts between multiple entities 

  • Takes VIPs out as requested. -Meet with the press as needed. 

  • Required to work during the following special events: 4th of July Fireworks, Blue Angels/USNA Commissioning Week, New Years Eve Fireworks, Parade of Lights, Tug-of-war, Singer Songwriter Festival, and other major special events that may arise. 

Knowledge, Skills and Abilities:

Good knowledge of practices concerning the operation of a harbor facility; 

Good knowledge of Federal, State and City laws, regulations and procedures; 

Ability to collect and account for fees; knowledge of the use of tide and current tables and effect of weather conditions; 

Ability to supervise the work of others; 

Ability to keep records and make reports. 

Comprehensive knowledge of office terminology, procedures and equipment and of business arithmetic and English;

Good knowledge of bookkeeping; 

Ability to follow complex oral and written instructions; 

Ability to get along well with others; 

Ability to plan and supervise the work of others; 

Ability to present ideas effectively either orally or in writing;

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor’s degree. Alternatively, equivalent experience in the maritime industry may be considered in lieu of a degree, with at least 3 years of relevant experience. Five years of progressive responsible experience in the public safety sector and/or the Maritime industry.


Special Qualifications:

  • Proficiency in Small Boat Operations certification or equivalent.

  • First Aid/CPR certification required, or the ability to become certified within 6 months of hire.
  • First Aid/CPR instructor certification required, or the ability to become certified within 9 months of hire.
  • Possession of a valid Merchant Mariner Credential (MMC) with relevant endorsements, or ability to obtain credential within one year of hire.

PHYSICAL/MENTAL DEMANDS:

The physical demands of this position are considered to be: Heavy (50 to 100 pounds)

Lifted/carried or force exerted occasionally; (25 to 50 pounds) lifted/carried or force exerted frequently). 


PHYSICAL REQUIREMENTS INCLUDE 

Dynamic standing required while operating a vessel, standing watch, patrolling docks, clearing debris, inspecting equipment. Walking and standing on uneven, slick and moving surfaces required while towing, inspecting, operating vessels. 

Ability to operate various types of motorboats; ability to withstand working outside in all extreme weather conditions; ability to operate a vehicle; ability to operate standard office equipment including copier, computer, fax machine, etc.; ability to reach into file drawers in standard four-drawer filing cabinets.

Hearing ability: sufficient to hold conversation with other individuals in person and over the telephone and radio.

Speaking ability: sufficient to communicate effectively with other individuals in person and over the telephone and radio.

Climbing and balancing when moving from boat to dock or boat to boat.

Ability to multitask, divide attention and stay abreast of technological advances.

Freedom from mental disorders which would interfere with duties as described.


WORK ENVIRONMENT

Exposure to extreme temperatures: Exposed to high and low temperatures while operating vessels year round. Exposed to normal Mid- Atlantic seasonal changes and temperatures to include frequent temperatures in the 90s (°F) to ice conditions below 28 (°F). 

Vibration: Vibration occurs when using power equipment such as power tools, or while operating or riding on boats.

Light: Duties may be performed at night or during times of decreased visibility. 

Noise: Exposed to loud noises from boat engines, wind and power tools.
