The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.


The Consumer Services – Life and Health work unit exists to regulate the insurance industry trade practices and address consumer inquiries and complaints. In this context, “consumer” includes attorneys, health care providers, legislators, service providers, special interest and civic groups, company employees, and the general public.


Position: SFA 4125


The Insurance Analyst position exists to provide support to the Life and Health Consumer Services section, which enforces Colorado insurance statutes and regulations by acting as an ombudsman for Colorado consumers who have experienced problems with specific insurers where alleged law violations have occurred.


Duties include, but are not limited to:


  • Reviewing  policy contracts, insurer communication, and Colorado insurance law, regulations, and bulletins;

  • Educating consumers, producers, providers, and others through telephone conversations, face-to-face discussions, and community meetings;

  • Investigating written complaints filed by Colorado consumers involving all types of life and health insurance including, but not limited to life insurance, annuities, preneed funeral contracts and all types of health insurance product complaints;

  • Assisting in the development of consumer education materials, including identification of common issues and preparation of general and specific targeted information;

  • Directing, counseling, and/or providing guidance to insurance companies and consumers by determining, if any, the applicable Colorado statutes, Division regulations and/or bulletins for specific questions presented;

  • Using applicable Colorado statutes, Division regulations and/or bulletins to determine what steps need to be taken to assist the consumer or to get the covered expenses or benefits paid promptly.

MINIMUM QUALIFICATIONS (MQs):


There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience


Option 1: Experience


  • Six (6) years of full-time professional* experience working in the insurance industry set in a government environment, public sector, or private sector, which must include at least one (1) of the following: 

    • Reviewing rates, policy forms, and/or filings to ensure compliance with laws and regulations;

    • Educating consumers, producers, providers, and others through email, telephone, and face-to-face discussions about insurance product lines, rates, and/or claims;

    • Reviewing, researching, and/or resolving complaints pertaining to the commercial (private) health and life insurance industry;

    • Handling claims, policy services, compliance, and/or member services.


Option 2: A Combination of Education AND Experience 


  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in accounting, business administration, economics, English, insurance and risk management, one of the healthcare disciplines (i.e., public health, healthcare administration, etc.), public administration, or a field of study related to the work assignment; AND

  • Four (4) years of full-time professional* experience working in the insurance industry set in a government environment, public sector, or private sector, which must include at least one (1) of the following: 

    • Reviewing rates, policy forms, and/or filings to ensure compliance with laws and regulations;

    • Educating consumers, producers, providers, and others through email, telephone, and face-to-face discussions about insurance product lines, rates, and/or claims;

    • Reviewing, researching, and/or resolving complaints pertaining to the commercial (private) health and life insurance industry;

    • Handling claims, policy services, compliance, and/or member services.

  • Certification, registration, or licensure as a Certified Insurance Examiner (CIE), Accredited Insurance Examiner (AIE), Certified Insurance Consumer Service Representative (CICSR), and/or another designation related to the work assigned will count for one (1) year of the requirement.


OR


  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, economics, English, insurance and risk management, one of the healthcare disciplines (i.e., public health, healthcare administration, etc.), public administration, or a field of study related to the work assignment; AND

  • Two (2) years of full-time professional* experience working in the insurance industry set in a government environment, public sector, or private sector, which must include at least one (1) of the following: 

    • Reviewing rates, policy forms, and/or filings to ensure compliance with laws and regulations;

    • Educating consumers, producers, providers, and others through email, telephone, and face-to-face discussions about insurance product lines, rates, and/or claims;

    • Reviewing, researching, and/or resolving complaints pertaining to the commercial (private) health and life insurance industry;

    • Handling claims, policy services, compliance, and/or member services.

SUBSTITUTIONS:


  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.



*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 


Preferred Qualifications:


  • Demonstrated experience working in a state government position conducting research and analyzing insurance policy contracts; 

  • Demonstrated professional* experience investigating complex insurance matters that involve diverse stakeholders;

  • Demonstrated professional* experience reading, interpreting, and communicating Colorado insurance statutes, regulations, and policies;

  • Demonstrated professional* direct customer service experience by working in a call center and/or member services;

  • Demonstrated professional* experience working in the property and casualty insurance industry;

  • Demonstrated experience liaising between insurance carriers and consumers;

  • Demonstrated experience working with consumers through direct contact (via phone, email, or in person).
