Position Overview
Conceras is seeking an experienced Registered Communications Distribution Designer (RCDD) to provide project-based consulting support for telecommunications infrastructure initiatives supporting U.S. Government facilities, including potential overseas diplomatic missions.
This is a 1099 independent consultant opportunity, with work assigned on a project-by-project and as-needed basis. The ideal consultant will bring a combination of telecommunications design expertise, field experience, and technical documentation capabilities and will be comfortable supporting both engineering/design efforts and field activities as project requirements dictate.
Travel within the continental United States (CONUS) and internationally (OCONUS) may be required depending on project needs.

This opportunity is structured as a 1099 independent consultant engagement rather than a full-time employee position. The frequency, duration, location, and scope of assignments will vary based on project requirements and client needs.
Consultants should be adaptable and capable of supporting a range of responsibilities, from telecommunications engineering and design to site surveys, testing, technical documentation, and field leadership.

Key Responsibilities
Design & Engineering
- Develop telecommunications cabling system designs, including structured cabling systems (STCS) for copper, coaxial, and fiber-optic infrastructure.
- Produce design documentation, CAD drawings, diagrams, and floor plans for telecommunications systems.
- Prepare test plans, certified test reports, and installation documentation.
- Develop scopes of work, bills of materials (BOMs), and technical proposal content.
- Review construction documents and technical requirements to support system design and installation planning.
- Conduct on-site surveys and assessments to support telecommunications system design and installation planning.
- Perform inspection and testing of cable plants, including:
- Copper (Cat 3, 5e, 6, 6A, 7, and 8; UTP/STP)
- Coaxial (RG-6/11, HDMI)
- Optical fiber (single-mode and multimode)
- Perform power testing, including UPS and standby systems, when required by the project.
- Serve as a site manager, technical lead, or subject-matter expert when assigned.
- Translate site conditions and survey findings into actionable design solutions and technical documentation.
- Manage or support telecommunications infrastructure design and installation projects.
- Coordinate testing, installation, inspection, and documentation activities.
- Support task order development, RFIs, technical responses, and proposal inputs as needed.
- Ensure work complies with applicable government standards, technical requirements, and security protocols.
- Support project mobilization and execution within required timelines.
- Prepare and submit documentation related to meetings, site visits, surveys, testing, and project status.
- Communicate effectively with Conceras team members, project partners, and government stakeholders.
- Coordinate with engineering, project management, installation, and other technical personnel as required.
- Provide timely and accurate technical input throughout assigned engagements.
- Active BICSI RCDD certification.
- Active Top Secret security clearance.
- Minimum of 5 years of relevant experience within the past 7 years involving:
- Telecommunications cabling design, testing, and installation.
- Development of test plans and certified test reports.
- Management or technical oversight of cable plant projects involving copper, coaxial, and fiber systems.
- Demonstrated experience with:
- Telecommunications and IT infrastructure design.
- Technical proposal writing and documentation.
- Scope of work development.
- Bill of materials (BOM) development.
- Ability to conduct site surveys and translate findings into practical design and installation solutions.
- Strong knowledge of structured cabling standards, industry best practices, and applicable telecommunications requirements.
- Ability to work independently and effectively in a project-based consulting environment.
- Proficiency in AutoCAD or similar design software.
- Experience supporting U.S. Government or Department of State projects.
- Prior experience working in secure environments.
- Experience supporting overseas facilities, including embassies and consulates.
- Project management, site management, or technical leadership experience.
- Familiarity with government telecommunications infrastructure and documentation requirements.
- Active Top Secret clearance is required.
- Ability to maintain the required security clearance throughout the duration of assigned engagements.
- Ability to comply with project-specific security and access requirements.
- Familiarity with applicable government security standards and guidance, including:
- National Industrial Security Program requirements.
- Department of State security guidelines, including applicable Foreign Affairs Manual (FAM) requirements.
- Work will be performed on a project-based and as-needed basis.
- Assignments may include remote design/documentation support as well as work at government, contractor, or other project sites.
- CONUS and/or OCONUS travel may be required depending on the specific assignment.
- Work may be performed in secure or controlled-access environments.
