Eversource supports work-life balance by offering hybrid schedules for certain roles. Eligibility is based on job responsibilities, operational needs, nature of work and team dynamics. Current guidelines require employees to work at least three days in the office, including Tuesdays and Wednesdays, with the third day set by the employee and supervisor based on department needs. These guidelines apply to roles approved for remote work and are subject to change, based on managerial discretion and work performance. All applicants must be able to work up to five days in the office if needed (for example: emergencies, training, or other business needs) or should the policy change.Role and Scope of Position:
The Single Pole Administration (SPA) Manager will be responsible for the direction and oversight of Third-Party Attachment activities and Double Pole processes across MA within the Eversource territory. Incumbent will supervise and lead a team that will provide efficient communication, work coordination and cooperation among the Pole Attachers from outside companies (“third party attachers”) to place communication facilities on Company owned poles. Incumbent will be responsible for leading a team to implement, maintain, and continuously improve the Single Pole Administration processes while assuring compliance with various state specific Dockets. Incumbent will be responsible for developing and leading standardization of processes across all three states in support of the Third-Party Attachment activities and Double Pole processes.
Multiple locations possible throughout MA.
Essential Functions:
- Supervises and manages the coordination of activities between internal and external stake holders, Eversource engineering & construction forces, other attachers and joint owner, both external parties, for successful execution of single pole administration.
- Supervises and manages requests for third party attachments. This includes qualifying companies and processing of licensing fees.
- Works with outside companies to resolve any conflicts impeding completion of make-ready work, attachment problems and billing/fee issues. Responds to requests for service from these companies, making determinations on priorities to assure the DPU time frames for service are met. Considers any public or employee safety concerns and then include proactive measures to facilitate remediation of these issues. Resolves issues of whether make ready work is billable or non-billable based upon the DPU regulations and Company construction standards.
- Engage in productive and positive negotiations with outside companies as necessary to resolve agreement issues.
- Oversees the coordination of the shifting of equipment on poles and remove double poles in an expedient manner and provides reporting to DPU as needed.
- Manages billing and payment of application fees, recurring rental fees, Joint Line Billing, and Make Ready/true up fees.
- Performs duties associated with system administration, such as user administrator functions and data quality checks pertaining to Single Pole attachments records system.
- Manages the preparation of documents and reports for DPU as needed to report on performance of response to single pole administration.
- Manages, tracks and reviews cost of program versus revenue generated through fees to assure rates are adequate. Recommend changes as appropriate.
- Oversees the reporting, tracking, retrieval and analysis of a number of defined requirements such as: amount of pole attachment applications, number of delinquencies, the delinquency rate and annual costs.
- Liaison between the Third-Party Attachment System users and the Information Technology department.
- Provides oversight to other program related administration (i.e. MassDOT)
- Actively participates in cross-functional initiatives, collaborating with team members to achieve and measure program success.
- Stay abreast of current and emerging Third-Party Attachment trends, best practices and technologies and provide insight to the organization
- Oversees development of area staff. Responsible for developing a mindset of ownership and employee accountability for outcomes and consistent level of productivity and quality of work. Manages, selects, coaches and develops staff.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- Thorough knowledge of electric distribution systems and equipment.
- Requires extensive knowledge of Third Party and Distribution activities within the electric utility industry.
- Knowledge of local, state and national codes, regulations and policies, governing the construction of electric systems.
- Ability to communicate and work effectively with all levels of the organization and with counterparts in outside organizations.
- Ability to think and act strategically in a fast- paced environment with frequently shifting and/or conflicting priorities.

Education:
- Bachelor’s degree in business administration, engineering, accounting, related discipline or equivalent experience
Experience:
- Minimum of ten (10) to twelve (12) years of related experience is required.
- A minimum of five (5) years of experience in distribution or transmission engineering and operations is preferred.
- Supervisory and leadership experience is required.
- Experience in the area of Energy Delivery including distribution engineering, joint utility work, interaction with telephone and other utilities, program management or administration, interacting with outside customers/companies involving billing, meeting customer’s scheduling requirements and regulatory commitments.
Licenses & Certifications:
- Valid driver’s license required
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
