Project Background

The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led by FHI 360, is a critical addition to the U.S. government’s (USG) Global Health Security (GHS) response with its focus on improving disease detection, surveillance, data collection, analysis, and reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting systems and driving them to meet international quality and safety standards, the United States will help achieve the goal of halting outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services.

Position Summary

Health Information Systems Officer will provide technical support to the implementation of STRIDES in Cameroon. S/He will support the STRIDES Cameroon Project in strengthening health data management, analysis, reporting, and digital health information systems. The position will contribute to improving data quality, data use, and evidence-based decision-making through effective management of health information systems, analytics, and monitoring and evaluation support.

Accountabilities:

Data Management and Analysis

• Collect, clean, validate, and analyze data from multiple sources, including electronic data systems, surveys, assessments and routine program reports.

• Support the development of dashboards, data visualization tools, and automated reporting systems.

• Produce regular analytical reports and provide actionable insights to support program performance.

• Support data triangulation and interpretation for decision-making.

Health Information Systems Strengthening

• Support the implementation, optimization, and maintenance of health information systems and digital health platforms.

• Provide technical assistance for DHIS2, COHIS, CAHIS and other health information systems.

• Facilitate system integration, troubleshooting, and adherence to national data standards and governance requirements.

• Support interoperability and digital health initiatives.

Monitoring, Evaluation, and Learning

• Assist in tracking project indicators.

• Support assessments, surveys, evaluations, and routine data review processes.

• Contribute to the development and implementation of monitoring and evaluation frameworks and reporting tools.

Data Quality Assurance

• Support the planning and implementation of routine data quality assessments and verification exercises.

• Support the development and implementation of data quality improvement plans.

Capacity Building and Technical Support

• Train and mentor health workers, as well as workers of the other ministries involved in the One health approach on data management, analysis, and health information systems.

• Develop training materials, standard operating procedures, and user guides.

• Facilitate data review meetings and promote a culture of data use.

Reporting and Knowledge Management

• Prepare technical reports, presentations, briefs, and data summaries.

• Document lessons learned, best practices, and project achievements.

• Maintain organized data repositories and support knowledge-sharing initiatives.

Applied Knowledge & Skills:

• Proficiency in Microsoft Excel, Power BI, Tableau, SQL, R, and/or Python.

• Strong knowledge of DHIS2, electronic medical records, and digital health systems.

• Experience in monitoring and evaluation, indicator tracking, and data quality assessments.

• Strong analytical and problem-solving skills.

• Excellent communication, presentation, and stakeholder engagement skills.

• Attention to detail and commitment to data quality.

• Ability to work independently and collaboratively in a multidisciplinary environment.

• High level of integrity and confidentiality.

• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

Education:

• Bachelor's degree in Public Health, Health Informatics, Statistics, Epidemiology, Data Science, Computer Science, Information Systems, or a related field. Master's degree in a relevant field is an advantage.

Experience:

• Minimum of 5 years of experience in health data management, monitoring and evaluation, health informatics, or health information systems.

• Experience supporting donor-funded health programs and working with Ministry of Health stakeholders.

• Experience with DHIS2, digital health systems, and data quality improvement initiatives.

• Experience in digital data collection using Kobo Toolbox and/or similar tools.

• Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

Typical Physical Demands:

• Typical office environment.

• Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

• Ability to sit and stand for extended periods of time.

• Ability to lift/move up to 2.5kg.

Technology to be Used:

• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• 10% - 25%

The expected hiring salary range for this role is  XAF  11,500,000 - 15,000,000 for annual gross salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
