SUMMARY:
The Senior Associate Director assists in directing the management and implementation of the Trachoma Control Program (TCP), including staff, budget preparation, policy formation, and engagement in the development strategy. Working in close collaboration with the Director, this role generally serves as deputy director for overall program management, management of trachoma country staff, and Carter Center institutional management functions, including process improvement, integration, strategic planning, and management. Able to make commitments regarding programmatic activities with other organizations and departments. The position may conduct applied program related research and innovation projects, manage program publications, and hold expert meetings.
This position will report to the Director, Trachoma Control Program. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required. This position will require periodic travel to Europe, Ethiopia, Niger, South Sudan, Sudan, and possibly other countries that may be added, including sub-Saharan countries, and re-entry into the United States.
KEY RESPONSIBILITIES:
- Assists in developing short- and long-term program goals and objectives by analyzing program strengths, weaknesses, opportunities, and constraints and making recommendations to the Director.
- Plans, administers, and monitors program budgets, including capital equipment, operations, and personnel; review expenses, investigate variances, and take corrective action to control expenses.
- Designs and implements program/project activities in support of program goals, objectives, and mission; provide leadership on selected projects, including activities in endemic countries.
- Investigates opportunities toward expansion and global program assistance to meet global elimination goals and take initiative on developing innovative projects.
- Represents the Trachoma Control Program/Director internally and externally with dignitaries, organizations, donors, and guests; promotes collaboration with other Carter Center programs and departments.
- Prepares and makes technical presentations at scientific forums and institutional meetings; writes, reviews, and edits briefings, publicity materials, specialized reports, confidential correspondence, and written inquiries.
- Provides supervision of administrative, financial, operational, and programmatic areas, including Associate Directors, Program Associates, and additional staff, as assigned.
- Ensures program compliance with organizational policies and procedures and develop efficient procedures for implementing program activities.
- Maintains professional growth and development of self and program staff by identifying training programs, professional organizations, activities, and resources to promote leading-edge expertise.
- Performs related responsibilities as required.
MINIMUM QUALIFICATIONS:
- Master's degree in a field related to the program and seven years of professional experience related to the program and previous supervisory and program/project management experience, or equivalent combination of experience, education, and training.
PREFERRED QUALIFICATIONS:
- Minimum seven years of professional program related experience in program management, public health, or Trachoma Control.
- Managerial experience including staff supervision and project-based budgeting.
- Strong writing and communication skills.
- Familiarity with how national governments, academia, and NGOs collaborate and coordinate towards goal setting and achievement.
- Strong experience in fundraising, donor relations, report writing and grant as well as sub grant management.
- Intermediate to advance French writing and communication skills.
- Logistical and procurement acumen and previous management.
NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. All non-exempt employees must reside within the state of Georgia.
