Job Summary:
The Training Operations & Compliance Specialist provides critical administrative, systems-focused, and procedural support to the Training and Development Department within a highly regulated government contractor environment. This role goes beyond basic coordination, leveraging a strong background in Learning Management System (LMS) administration, procedure implementation, document auditing, and operational compliance tracking.
The successful candidate will manage complex training workflows, facilitate new hire onboarding certifications, assist in executing massive block-training logistics, and align internal procedures with Corrective Action Management (CAMs) closures and regulatory assessments.
Roles & Responsibilities
1. LMS Administration & Records Management
- System Processing: Execute routine and critical updates to courses, curricula, and user training profiles within enterprise LMS/HCM platforms (e.g., Workday, Learning Nucleus).
- User Support: Guide end-users through internal and external training software to resolve access issues and ensure timely completion of mandatory modules.
- Records Auditing: Create, process, and audit physical and digital training records, including course attendance rosters, employee transcripts, completion certificates, and required reading logs.
- LMS Reporting: Generate and analyze compliance reports regarding course completions, curriculum compliance, and reading assignment tracking for program management.
2. Training Documentation & Compliance
- Procedure Maintenance: Maintain and systematically overhaul training program documentation (procedures, forms, and instructional guides) to align with contractual changes, system updates, and Corrective Action Management (CAMs) closures.
- Implementation Workflows: Execute precise procedure implementation workflows—including revising, superseding, and integrating site procedures (such as UCOR/SRA procedures)—to maintain organizational compliance.
- Quality & Assessment Support: Conduct and document management assessments in support of recurring internal program audits (such as the Triennial Training Assessment).
3. Onboarding & High-Volume Event Coordination
- Onboarding Administration: Coordinate the onboarding of new hires by establishing training accounts, assigning initial mandatory courses, and aligning coursework with role-specific hazards (e.g., Dosimetry, Respiratory Protection, and Labor Relations).
- Event Logistics: Assist with the planning, coordination, and execution of high-volume training programs (e.g., annual block training events), facilitating delivery for hundreds of personnel within accelerated schedules.
- Program Coverage: Serve as a backup Coordinator for qualification tracking systems, ensuring continuous compliance and regulatory adherence in the absence of primary staff.
Requirements and Education:
- Minimum Education: Bachelor’s Degree in Business Administration, HR Management, Marketing, or a related business/operational field.
- Academic Distinction: A strong academic background (e.g., graduating with honors/cum laude) indicating strong organizational and cognitive capabilities is highly preferred.
- Certifications: Microsoft Office Specialist (MOS) certification in Excel, Word, and PowerPoint is preferred.
- Professional Experience: 1–3 years of professional experience in training coordination, technical office administration, operations scheduling, or program support.
- Regulated Industry Exposure: Experience working within or supporting operations for a regulated industry (such as government contracting, utilities, or hazardous materials operations) is highly desirable.
- System Experience: Practical experience interacting with an enterprise Learning Management System (LMS) or Human Capital Management (HCM) platform.
- Ad-Hoc Program Training: Experience or demonstrated capability to qualify in specialized compliance roles, such as Apparent Cause Analyst, Training Point of Contact (TPOC), or operational Assessor/Issue Evaluator.
Preferred Requirements and Education:
- Detail-Oriented Recordkeeping: High level of accuracy in data entry, document control, and record auditing.
- Multi-Project Coordination: Proven ability to coordinate daily schedules, material staging, and logistics across multiple active timelines or field crews.
- Customer & User Support: Excellent interpersonal skills with the patience to troubleshoot technology issues for end-users of varying technical fluencies.
- Written Communication: Strong writing skills for drafting and updating standard operating procedures, audit assessments, and formal reports.
