ORGANIZATIONAL CONTEXT :

This position is based in the Sudan Country Office (SDCO). The Senior Doctor reports technically to the HQ Staff Health Advisor/Chief Medical Officer (CMO)/Regional Medical Officer (RMO) and administratively to the WFP Clinics Coordinator, Sudan CO.

JOB PURPOSE:

The Senior Doctor primarily delivers clinical services, including primary healthcare and emergency medical care, to WFP staff, personnel from other UN agencies, and eligible dependents. In parallel, the role provides continuous technical and clinical advice and support to the WFP Clinics Coordinator for the establishment, operation, and ongoing improvement of WFP Clinics in Sudan, ensuring that services are aligned with professional standards and organizational requirements.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
 

Clinical Services and Technical Oversight
 

  • Provide technical oversight to ensure evidence-based patient care in line with professional standards and ethical practices across all WFP Clinics.
  • Deliver clinical consultations, including primary and emergency care, to WFP staff, other UN agency personnel, and eligible dependents.
  • Conduct medical examinations, including entry, periodic, exit, and driver’s fitness assessments, as well as other administrative medical requirements.
  • Provide technical advice on patient referrals and case management, including appropriate follow-up in coordination with the CMO and UN medical counterparts.
  • Contribute to clinical coordination processes, including peer reviews and case discussions with WFP and UN doctors.

Ongoing Technical Support to Clinic Systems and Operations

  • Provide continuous technical input and guidance to support clinic systems and operations, including medical supply chains, procurement planning, referral networks, and partnerships with local medical facilities.
  • Provide technical advice to ensure that clinics remain adequately equipped and stocked in line with medical standards and operational needs.
  • Support recruitment processes for medical and support personnel by providing technical input, as required.

Health Information and Systems

  • Provide technical input into clinical and epidemiological data analysis to support decision-making and service improvement.
  • Support the tracking and reporting of clinic utilization data in coordination with the WFP Clinics Coordinator.
  • Provide technical guidance for the establishment and maintenance of patient data systems for medical records, bookings, and insurance purposes.

Health Promotion and Staff Wellbeing

  • Provide technical input into health promotion and disease prevention initiatives, including awareness campaigns on healthy lifestyles and communicable diseases.
  • Support the delivery of health briefings and training sessions for staff and eligible dependents, as required.

Medical Confidentiality and Compliance

  • Ensure, through technical oversight, that patient confidentiality and data protection standards are strictly upheld.
  • Support adherence by WFP Clinics personnel to electronic medical records protocols and confidentiality requirements.
  • Advise on appropriate and limited sharing of patient information for medical evacuations, emergency care, or referrals.

Emergency and Advisory Functions

  • Provide clinical inputs for medical evacuations and medical travel in coordination with the CMO and UN medical services.
  • Liaise with Staff Counsellors for cases requiring psychosocial support.
  • Support oversight of service delivery through periodic visits to clinic locations, including Darfur, as required.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Advanced university degree (Doctorate, Master or equivalent) in Medicine or demonstrably equivalent studies from a recognized institution. Registration as a General Practitioner in the country of origin is required.

ACLS certificate required. Additional training or certification in emergency cases management will be an advantage.

PHTLS certificate and a minimum of 4 years of experience in emergency care requirements.

Experience:

Minimum five (5) years of progressively responsible professional post graduate experience relevant to the field is required. Experience in a hardship location under very difficult and insecure environments is an asset.

Knowledge & Skills:

  • Specialist expertise in the assessment of medical health needs and the assessment of risk.
  • Demonstrated skills to create a trusted environment in which patients can talk confidentially.
  • Ability to manage medical emergency situations with limited resources.
  • Excellent clinical knowledge and skills.
  • Excellent communication skills (oral, written and presentation).
  • Analytical ability
  • Ability to communicate effectively with people of both genders and diverse national and cultural backgrounds.
  • Skills in designing and delivering training/information sessions on several subjects and ability to adapt those to different audiences.
  • Time management

Language:

Fluency (level C) in English and Arabic language
