Senior Facilities Engineer
Purpose & Accountabilities
The purpose of this position is to provide senior engineering leadership to assigned terminals, integrating Asset Management, Asset Integrity, Process Safety, Project Delivery and Operational Engineering activities to ensure safe, reliable, compliant and cost-effective operation of Storage & Handling assets in alignment with the Asset Management System (AMS), Shell DGAME (Distribution Asset Management Excellence) requirements, Group Standards and applicable Performance Framework.
The Senior Facilities Engineer acts as the primary Engineering Focal Point for Terminal Operations and HSSE teams, providing technical leadership and engineering assurance across the asset lifecycle. The role is accountable for driving asset integrity, maintenance and inspection execution, operational reliability, process safety performance and effective project execution while ensuring compliance with company standards and regulatory requirements.
The role requires a strong Electrical & Instrumentation (E&I) engineering background, combined with proven capability to lead multidisciplinary engineering activities across electrical, instrumentation, mechanical and civil disciplines. The successful candidate will provide technical leadership in support of terminal operations, asset integrity, contractor management, reliability improvement and project delivery.
For the assigned terminals, the Senior Facilities Engineer will:
Asset Management & Asset Integrity
- Lead execution, sustainment and continuous improvement of the Asset Management System (AMS) across assigned terminals.
- Embed, sustain and improve DGAME requirements, supporting DGAME User Tools (DUTs) and local operating procedures.
- Develop and maintain Asset Master Plans as the foundation for inspection, maintenance, integrity and investment programs.
- Act as the focal point for Asset Integrity Management, ensuring the long-term integrity, reliability and availability of terminal assets.
- Ensure compliance of terminal assets with applicable Group Standards, Technical Authority requirements, Performance Framework and regulatory requirements.
- Drive integrity and reliability improvements through effective inspection, maintenance and risk management strategies.
- Ensure Safety Critical Equipment (SCE) and operational barriers are identified, maintained and managed throughout their lifecycle.
- Support reliability improvement initiatives and continuous improvement programs across assigned terminals.
- Support terminal teams in strengthening asset lifecycle management and long-term asset sustainability.
Process Safety & HSSE
- Provide engineering leadership in Process Safety Management and Major Accident Hazard prevention.
- Ensure engineering risks are identified, assessed and mitigated through appropriate engineering controls and safeguards.
- Support and contribute to engineering risk management activities including HAZOP, LOPA, SIL assessments, Management of Change (MOC) and barrier management processes.
- Support delivery of HSSE objectives with particular focus on process safety, operational integrity and construction safety performance.
- Promote compliance with Life Saving Rules, construction safety requirements and applicable HSSE standards.
- Support incident investigations, root cause analyses and implementation of corrective and preventive actions.
- Ensure engineering decisions and modifications maintain the integrity of critical process safety barriers.
Engineering Leadership & Operational Support
- Act as the Engineering Focal Point for Terminal Operations and HSSE teams.
- Provide engineering assurance and technical leadership for operational, maintenance, integrity and project-related decisions.
- Serve as the key engineering advisor to terminal leadership teams on asset-related risks, integrity and reliability matters.
- Provide technical leadership and engineering assurance for Electrical & Instrumentation systems critical to terminal operations, business continuity and process safety.
- Foster strong collaboration between Engineering, Operations and HSSE functions.
- Support Terminal in Control and FLBM (Front Line Barrier Management) agendas to strengthen operational discipline and asset management capabilities.
- Ensure Technical Authority support is effectively applied to meet business and assurance requirements.
- Promote engineering excellence and continuous improvement across assigned terminals.
Inspection, Maintenance & Reliability
- Ensure safe and cost-effective delivery of inspection and maintenance programs.
- Coordinate with Reliability & Integrity teams and Regional Engineering Service teams to meet integrity and reliability objectives.
- Support development and execution of maintenance strategies that maximize asset performance and lifecycle value.
- Lead investigations into equipment failures, reliability issues and recurring operational problems.
- Ensure Quality Assurance and Quality Control processes are applied effectively across engineering, maintenance and integrity activities.
- Support implementation of reliability improvement methodologies and performance monitoring tools.
Projects & Construction Management
- Provide engineering leadership and assurance for capital and integrity-driven projects.
- Support project development, engineering design reviews, construction, commissioning and start-up activities.
- Ensure projects are delivered safely, within approved budgets, on schedule and in compliance with company standards and regulatory requirements.
- Provide engineering oversight during construction activities and support construction safety management.
- Review and challenge engineering deliverables prepared by contractors, consultants and engineering service providers.
- Support project governance processes under the overall Project Management framework.
- Ensure engineering solutions are aligned with asset integrity, operational and process safety requirements.
Contractor & Contract Management
- Manage engineering service providers, maintenance contractors and external consultants.
- Ensure competent contractor resources are available and deployed effectively.
- Monitor contractor performance against safety, quality, cost and schedule expectations.
- Support contractor selection, scope development, tender evaluations and contract execution activities.
- Drive contractor HSSE performance and compliance with engineering and operational requirements.
- Build and maintain effective working relationships with contractors, vendors and engineering partners.
Compliance & Assurance
- Support the Compliance & Assurance Program, including Asset Management System Reviews and relevant assurance activities.
- Ensure timely closure of audit findings, assurance actions and improvement plans.
- Maintain engineering documentation, integrity records and compliance requirements in accordance with company standards.
- Support assurance reviews, engineering governance processes and performance improvement initiatives.

Additional Comments
For the terminals under direct responsibility, the successful candidate will be involved in all aspects of Engineering, including projects, inspection, maintenance, reliability, asset integrity and process safety activities, and will represent the Engineering function to terminal management teams and operational stakeholders.
The candidate must effectively interface with local terminal teams and the wider regional and global support organization across multiple cultures and geographical boundaries.
This position requires strong communication, stakeholder engagement and change management capabilities, together with a commitment to continuous improvement, operational discipline and engineering excellence.
The successful candidate will be expected to ensure effective integration across Operations, HSSE, Asset Integrity, Reliability, Project Delivery and Technical Authority workstreams while supporting the long-term sustainability and performance of terminal assets.
Skills & Requirements
Essential
- Native Turkish speaker with strong verbal and written English communication skills.
- Bachelor's Degree in Electrical Engineering, Instrumentation Engineering or another relevant Engineering discipline.
- Minimum 10 years of relevant experience in Oil & Gas, Terminal Operations, Petrochemical, Energy or Industrial Facilities.
- Proven experience in terminal operations, storage and handling facilities, oil & gas, petrochemical or other industrial environments.
- Strong Electrical & Instrumentation (E&I) engineering background, considered a critical requirement for this role.
- Demonstrated experience with electrical distribution systems, instrumentation and control systems, automation systems and safety-critical equipment.
- Proven experience in Asset Management Systems (AMS), Asset Integrity Management and reliability improvement programs.
- Strong understanding of Process Safety Management, engineering risk management and HSSE requirements.
- Demonstrated experience leading multidisciplinary engineering activities across electrical, instrumentation, mechanical and civil disciplines.
- Proven experience in project engineering, project delivery, construction activities and commissioning.
- Strong contractor and contract management experience.
