Description
Under general supervision performs work of moderate difficulty in supervising several crews consisting of semi-skilled and skilled workers and equipment operators engaged in maintaining and installing water distribution lines and appurtenances; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
- Receives work orders, assigns, schedules and supervises work of crews engaged in the installation, maintenance, repair, relocation or replacement of water-lines, fire hydrants, valves, fittings and other appurtenances
- Supervises work crews involved in the installation of water services of various sizes
- Instructs workers on repair methods and procedures and determines where excavations are to be made.
- Lays out work and assigns specific tasks to work crews
- Coordinates work of non-city and other city division crews working for Water Distribution
- Inspects work in progress and upon completion to insure compliance with Division standards
- Supervises crews engaged in thawing frozen services
- Determines proper valves to effect watermain shutdown and notifies customers; answers a variety of inquiries and complaints
- Contacts citizens and tactfully informs them of their responsibility for making waterline repairs when problems occur on the citizen's property
- Locates or oversees the locating of waterlines and appurtenances either visually, with locators, or through water atlas sheets and determines responsibility for correcting the problem
- Determines location, approach and procedures to be followed in making water-line repairs;
- Inspects maintenance and repair work to assure conformance with instructions, proper methods and procedures
- Prepares work reports of all manhours spent, equipment and materials used on each project
- Assures that overnight excavations are covered or barricaded
- Enforces safe work practices and division work rules
- Drives city-assigned vehicle in performance of work duties (supervision of crews at and inspection of work sites, locating of waterlines and appurtenances, meeting with citizens to answer questions and resolve complaints, etc.)
- Requisitions, issues and maintains records of materials, tools and supplies used in maintenance and repair operations
- Makes recommendations for new equipment, assists in writing equipment specifications and checks out equipment received for conformance to specifications
- Supervises the maintenance of tools and equipment; resolves personnel problems and recommends disciplinary action when needed.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
- Municipal water distribution system network
- Water distribution system tools, materials and supplies used in work
- The occupational hazards and safety precautions of water distribution system maintenance and repair work
- Excavation work
- The union agreement and divisional work rules
- City street locations
- Supervisory techniques
- Recordkeeping procedures.
- Planning, assigning and supervising work of subordinate employees
- Establishing and maintaining effective working relationships with employees and the public
- Verbal and written communication
- Reading drawings, plans and specifications
- Analyzing problems and determining appropriate solutions
- Graduation from high school or General Educational Development (GED) Tests equivalency and;
- Three (3) years experience in the maintenance and repair of water distribution, utilities, or related operation.
- Must possess a Class II Water Distribution license issued by the Ohio Environmental Protection Agency or Water Supply II from the Ohio Environmental Protection Agency.
- Must possess a valid Driver’s License.
