Offshore Safety Director

We are supporting an established national organisation with a strategic mandate to oversee the safety and regulatory framework of Greece's offshore energy sector. This is a unique opportunity to lead the country's Competent Authority for offshore safety and play a key role in shaping national policy, regulatory oversight and the safe development of offshore energy activities.

 

Client is seeking an accomplished senior leader to head its Offshore Safety General Directorate and Competent Authority, overseeing the Regulations & Compliance and Inspections Directorates.

The role is accountable for the effective application of the national and European regulatory framework governing the safety of offshore hydrocarbon operations, including Law 4409/2016.

The General Manager will set strategic direction for offshore safety policy, supervise regulatory compliance and inspection activity, advise the Ministry of Environment and Energy on regulatory initiatives, and represent the Authority at national, European and international level. The role operates under the oversight of the Board Health, Safety & Environment Committee.

• Provide strategic leadership to the Competent Authority and to the Regulations & Compliance and Inspections Directorates.
• Ensure effective implementation of Law 4409/2016 and the applicable national and European framework for offshore hydrocarbon safety.
• Lead the preparation and approval of regulations, guidance and internal policies for the safety of offshore installations.
• Oversee inspections, compliance reviews and reports relating to safety and working conditions at offshore installations.
• Maintain governance of technical and regulatory assessments of safety risks, incidents and emergency-related matters.
• Submit recommendations to the Ministry of Environment and Energy for the issuance or revision of safety regulations.
• Act as client's Regulatory Director and represent the Competent Authority before national, European and international bodies.
• Build effective cooperation with public bodies, industry stakeholders and European institutions, while ensuring appropriate Board Committee oversight.

Must have:

• Degree in Engineering, Geology, Environmental Sciences or another relevant technical discipline.
• Minimum 15 years of professional experience, including at least 5 years in a leadership role relevant to offshore health & safety, regulatory compliance or technical inspection.
• Demonstrated knowledge of Law 4409/2016 and the relevant European framework for offshore safety.
• Direct experience in HSE policy and procedures, regulatory compliance, inspections or technical assurance, and the management of safety incidents or emergency-related matters.
• Excellent written and spoken Greek (to be discussed in case we reach out non Greek -speaking) and English (C2 level).
• Proven ability to lead multiple functions, make sound decisions under pressure and manage complex technical risk.

Strongly preferred:

• Postgraduate degree in a relevant field, such as offshore safety, environmental policy or risk management.
• Previous experience in a public authority, regulator or other institutional environment.
• Experience of engagement with European or international bodies, including offshore safety or maritime-related fora.
• Exposure to regulatory drafting, policy recommendations and cooperation with offshore operators, inspection bodies or technical assurance organizations.
