Starting Salary: $70,012.80 - $90,001.60 Annually
*This position is eligible for a hybrid working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
The Colorado Energy Office seeks a strategic and service-oriented Human Resources Manager to help the Energy Office meet its mission through high employee engagement, satisfaction and retention. This position will assist in all aspects of the hiring process, supporting managers in writing job descriptions, compensation analysis, interview logistics, and new employee onboarding, as well as supporting employee offboarding and team transitions. This role has a collaborative partnership with the Governor’s Office payroll team supporting day-to-day data entry, and investigation as needed to support accuracy between the payroll officers and budgeting team. The HR Manager will also help manage performance management, consult with management/supervisors to resolve personnel issues, lead personnel records management, and lead training and professional development. They will be the main internal contact for benefits and leave cases, as well as be actively involved in supporting a healthy and fun culture at work. Duties & Responsibilities
HR Administration
Facilitate hiring process and support hiring managers with drafting job descriptions in compliance with the State of Colorado and hiring best practices
Partner with hiring managers during recruitment to streamline process management, foster collaboration across HR and Operations, and coordinate interview scheduling, candidate selection, and onboarding workflows.
Support position posting and candidate application review in NeoGov, as well as cross posting to selected job boards increasing the diversity and qualified applicants within the candidate pool
Onboard all new staff, including new hire data entry, providing internal agency orientation, scheduling of the Governor’s Office orientation, and PERA presentation.
Participating in statewide working groups (EDI, HR, etc)
Collaborating with others in the GOV Office HR Unit on a variety of projects as determined by the Governor’s Office HRD and CEO’s Deputy Director; ie. training.
Manage all data and documents for personnel actions throughout the employment lifecycle for the Governor’s Office recordkeeping and the Colorado Energy Office internal recordkeeping for Operations. This requires routine meetings and collaboration with the Governor's Office payroll team.
Support oversight of exit tasks related to offboarding of employees, including but not limited to: administrative closing, Google drive document review, exit interview, payroll/benefits close & distribution, supervisor re-assignment, agency transfer tasks as applicable
Provides data entry support or direct oversight of Personnel Action Form (PAF) entry in the Central Personnel Payroll System (CPPS) and/or COMPAS, associated migration tasks between payroll systems, and also supports troubleshooting processes in conjunction with the Governor’s Office payroll team.
Act as CEO lead for HR or payroll related projects, i.e. State Payroll Modernization Project (COMPAS).
Support EDI initiatives as related to the State of Colorado and as maintained by the Statewide Equity Office (SEO).
Taking an active role in Equity, Diversity, and Inclusion group and involves EDI working group members as appropriate in Hiring and Onboarding processes
Performance Management Facilitation
Facilitate all project tasks, milestones, and regular check-ins to ensure agency staff complete performance management plans in compliance with Office of the Governor and/or state statute.
Manage the annual template review and distribution, deliver agency-wide training, issue process reminders, and serve as the primary resource for staff inquiries
Support professional development through opportunity dissemination and team and individual planning
Oversee the 360-degree peer feedback process, including managing requests, coordinating distribution, and synthesizing response data
Perform audit reporting annually to facilitate process improvement
Support Performance Improvement Plan process as necessary
Benefits Administration
Provide benefits administration and support for CEO staff
Support all agency open enrollment tasks
Act as agency Benefit Administrator and liaison for communications with the State of Colorado’s Employee Benefits Unit team, and all necessary agency support
Operations Support
Develop, implement, and review internal agency policies in collaboration with Leadership and Operations
Ensuring employee onboarding/offboarding processes are complete including access, orientation, etc.
Coordinating office wide trainings on annual or as needed basis including CORA, document retention, contract management, Salesforce, EDI, other as necessary
Maintain internal Intranet resources and staff lists
Creation of Personnel Action Forms (PAFs) following offer letter and yearly to match budget
Other related duties as assigned
Minimum Requirements
An associates’ or bachelor's degree in public administration, public policy, business, higher education administration, social sciences, behavioral sciences, human resources, human relations, or a directly related field from an accredited institution.
Three (3) to five (5) years of full-time professional work experience in people experience/human resources
Professional level work expertise in employee relations and advising leaders on complex performance and conduct situations
In person presence in our downtown Denver office at least once a week on an assigned day, additional in office presence as needed for job duties or as directed by office policy
Friendly, professional manner and can-do, customer service orientation
Passionate commitment to clean energy and climate action
Strong critical thinking, problem recognition/avoidance/resolution skills
Attention to detail, professional written and verbal communication skills, and familiarity with modern workplace software programs and tools
Proven time management skills
Ability to manage information with utmost concern for confidentiality
Preferred Qualifications
Experience with State personnel systems (CPPS, HRDW, BenefitSolver, etc.)
HR Certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)
Experience with Google Suite (Gmail, Google Calendar, Google Docs, Google Spreadsheets)
Experience with licensed software such as Zoom, Envoy, Microsoft Team
