Description
Position Summary
Key Responsibilities
- Provide senior-level budgetary and financial management expertise to technical integration, project management, and systems engineering activities for space and ground systems.
- Navigate complex IC/DoD organizational and budget processes, translating them into clear, actionable program and budget information for leadership review.
- Analyze resource apportionment to meet validated and emerging requirements, recommending optimal allocation strategies and execution plans.
- Support source selection processes, including reviewing acquisition strategies, conducting tests of reasonableness and realism, and developing probable cost assessments.
- Prepare reports and estimates of future funding needs based on strategic priorities, mission requirements, and evolving budget allocations.
- Review and validate funding requests and proposals for completeness, accuracy, compliance, and merit, helping prevent fraud, waste, and abuse.
- Develop and maintain executable budget spend plans, contract funds status reporting, and financial models that inform EAC evaluations and program performance assessments.
Required Qualifications
- Bachelor’s degree in Finance, Business, Economics, Engineering, or a related field; 18+ years of directly relevant experience may be considered in lieu of a degree.
- 12+ years of experience directly supporting acquisition programs in the IC or DoD.
- Comprehensive, end-to-end understanding of the IC acquisition process, including:
- Intelligence Program Budget Submission (IBPS),
- Unfunded requirement management and resolution,
- Source selection processes (tests of reasonableness & realism, probable cost creation),
- Ongoing contract budget and execution management (e.g., CFSR evaluation, contract closeout),
- Financial modeling for proposal and EAC assessments (expert-level spreadsheet usage).
- Direct, recent (within the past 5 years) experience supporting Major Systems Acquisition-level projects and delivering decision-quality budget and resource analyses to senior leaders.
- Demonstrated ability to work collaboratively with analysts, program managers, SMEs, and staff officials to assess program performance and recommend budget and execution alternatives.
- Strong analytical, communication, and judgment skills, with a track record of defending budget recommendations using data-driven evidence.
- Active TS//SCI clearance with current CI Polygraph, or eligibility and willingness to obtain and maintain this level of clearance.
Preferred Qualifications
- Experience with OCONUS contracting and termination liabilities.
- Familiarity with NGA, NSG, NIP/MIP structures, and PPBE processes.
- Prior experience supporting congressional budget planning activities and enterprise-level resource prioritization.
- Professional certifications in acquisition or financial management (e.g., DAWIA Business/Financial Management, CFA, CDFM) are highly desirable.
- Experience identifying complementary or duplicative expenditures across agencies and recommending efficiencies.
