Corporate Federal Program Manager

Onsite Sterling/Reston, VA

We currently have a Program Management position open to support several key Federal programs from our Sterling, Virginia office. The Program Manager will be responsible for directing and managing a portfolio of VMSI Federal projects to ensure high-quality delivery of services, on time and on budget.

In this role, you will be responsible for the oversight and management control of the projects and will manage all project planning, costing, integration, performance and monitoring of assigned government solutions contracts and contract vehicles and build organizational capabilities.

The Program Manager will maintain oversight of direct labor costs and indirect costs associated with overhead and non-labor expenses. Additionally, the Program Manager will ensure adherence to deliverables schedules, budgets, and contract requirements and facilitate effective communication across the organization and manage the team on project. This position will interface with VMSI HQ, VMSI customers and VMSI onsite client facing employees.

POSITION RESPONSIBILITIES:

  • Responsible for the overall management of VMSI Federal client contract deliverables and ensuring that the business requirements, technical solutions, and schedules on the projects are defined and implemented in a timely manner and exceed customer expectations.
  • Primary interface with client facing employee staff, Contracting Officers, Contracting Officer Representatives, and teaming partners.
  • Planning, organizing, and managing small- to large-sized projects/programs for successful completion and performance consistent with contractual requirements.
  • Assist in the creation and maintenance of Program Management Office (PMO) and project-specific processes, templates, and documents.
  • Establish, maintain, and track project schedules and budgets to ensure compliance with contract requirements and corporate financial objectives.
  • Engage extensively with clients and staff in multiple remote locations to ensure flawless customer service and client and employee satisfaction.
  • Manage project timekeeping, reporting, and submission of required deliverables.
  • Coordinate with the Director of Recruiting to maintain full staffing levels on assigned projects and assist with vetting, interviewing, and coordinating client approval of new candidates.
  • Assist in acquiring follow-on business associated with assigned projects and for supporting new business through participation in proposal development, to include writing/editing content, assisting in establishing win themes, and contributing to bid/no-bid decisions for responses to solicitations.
  • Travel to client locations across the country to build strong working relationships and rapport (up to 20% travel).
  • Perform other management and administrative duties as assigned.
  • Create, maintain and update Work Breakdown Structures (WBS), Project Plans, Risk Plans, Employee Engagement Outreach Plan, Quality Plans and management of the scope, schedule, and cost of projects.
  • Oversee the production of and provide assistance with and overall approval of Monthly Activity Reports for all customers within client portfolio.
  • Participate in capture management efforts including proposal writing, teaming meetings, meetings with potential government customers, etc.
  • Use tools and templates for the management of scope, change control, schedule, risk and issue management, communications, quality, and governance.
  • Proactively seek opportunities for contract growth on all contracts within assigned portfolio.

SKILLS & EXPERIENCE REQUIRED:

Required:

  • 5 to 8 years’ experience managing a portfolio of government – Professional Services type contracts.
  • Ability to multi-task and handle a wide range of challenging project/program management responsibilities in a dynamic, fast-paced environment, with excellent attention to detail.
  • Strong leadership qualities, to include a sense of vision, ability to motivate and inspire others, high levels of initiative and personal responsibility, a positive attitude, and professional confidence.
  • Ability to work as a member of a team and solve complex problems, utilize conflict resolution techniques, and assert influence in continual process improvement.
  • A flexible, adaptive, highly interactive, customer-focused, and results-oriented personality.
  • Strong experience and capabilities within MS Word, Excel & PowerPoint.
  • Excellent verbal and written communication skills.
  • Leadership experience with staff oversight to achieve optimal services and outcomes.

Pluses:

  • Exposure to writing and assisting with responses to Requests for Proposals (RFP) and Requests for Information (RFI).
  • Experience in recruiting, interviewing, and vetting top talent candidates to best support contractual requirements.

Salary Range: The salary for this position is between $120,000 – $175,000. Factors affecting pay within this range may include geography, skills, education, experience, and other qualifications of the successful candidate.
