Description

Management Sciences for Health (MSH) is seeking a Technical Advisor, eHealth for a potential one-year Health System strengthening project in Ukraine, funded by the US Government.

This position is subject to project award and funding. 

The Technical Advisor, eHealth is a hands-on project delivery and technical coordination role supporting Project's portfolio of national digital health and medicines-management initiatives under the supervision of the Senior Technical Advisor, eHealth.

The position independently manages assigned activities across the software development life cycle (SDLC), converts program and Government of Ukraine priorities into clear delivery plans and technical requirements, coordinates multidisciplinary teams and contractors, and ensures that deliverables are complete, accurate, traceable, and ready for acceptance.

MAIN DUTIES AND RESPONSIBILITIES

eHealth Project and Portfolio Delivery

  • Independently manage assigned eHealth activities from initiation through implementation and operational handover, maintaining scope, work plans, schedules, milestones, owners, resources, dependencies, risks, issues, decisions, and action logs.
  • Coordinate multidisciplinary teams and keep deliverables moving across parallel workstreams; identify slippage or capacity gaps early and agree corrective actions.
  • Support pilots, stakeholder readiness, rollout, stabilization, and completion of agreed outcomes.

Requirements, SDLC and Quality Assurance

  • Lead or coordinate discovery and requirements definition; prepare or review concepts, MVP scope, business and functional requirements, non-functional requirements, user stories, acceptance criteria, backlogs, and implementation roadmaps.
  • Review architecture, integrations and APIs, data flows, UI/UX, security, environments, test documentation, release plans, deployment readiness, and support arrangements.
  • Coordinate QA and UAT, maintain traceability from requirement to test and acceptance, and verify resolution of defects and stakeholder comments.

Stakeholder, Vendor and Consultant Coordination

  • Coordinate working-level engagement with Government of Ukraine institutions, project teams, implementing partners, vendors, consultants, and technical specialists.
  • Prepare and facilitate meetings; document decisions, responsibilities, deadlines, and next steps; follow up consistently and escalate unresolved blockers.
  • Support scopes of work, terms of reference, technical evaluation and deliverable acceptance; monitor contractor and consultant performance against scope, quality, and timelines.

Technical Analysis and Solution Support

  • Analyse current-state processes and systems, technical options, architecture, data and integration approaches, provider proposals, international practice, costs, dependencies, risks, and sustainability.
  • Prepare concise, evidence-based recommendations and implementation scenarios for management and stakeholders.
  • Provide technical coordination for prioritized systems such as NMVS, eStock, MedData, national registers, NHSU BI/data products, formulary/pricing tools, and other eHealth solutions.

Planning, Reporting and Knowledge Management

  • Contribute to work plans, portfolio status reporting, annual and final reports, technical briefs, presentations, talking points, case studies, and lessons learned.
  • Review technical and consultant outputs for clarity, completeness, evidence, source links, annexes, terminology, consistency of figures and dates, outcomes, next steps, and alignment with project objectives.
  • Maintain an organized and current record of approved requirements, deliverables, decisions, and implementation evidence.

QUALIFICATIONS

REQUIRED EDUCATION

Required:

  • Bachelor's degree in computer science, information systems, software engineering, public health informatics, project management, business analysis, or another relevant field.

Preferred:

  • Master's degree or recognized professional certification in project management, product management, business analysis, health informatics, or a related discipline.

REQUIRED EXPERIENCE

Required:

  • At least 5 years of progressively responsible experience in IT project management, digital-product delivery, business analysis, or a closely related field, including at least 3 years managing complex software initiatives across the SDLC.
  • Demonstrated experience coordinating cross-functional technical teams, external vendors or consultants, and senior stakeholders while managing several parallel priorities.
  • Practical experience preparing and reviewing project plans, requirements, technical documentation, test and acceptance materials, status reports, and delivery evidence.

Preferred:

  • Experience delivering national-scale, public-sector, eHealth, pharmaceutical, medicines-management, registry, data/BI, or systems-integration projects in Ukraine.
  • Experience working with Government of Ukraine institutions, international technical-assistance projects, and donor-funded programs.
  • Experience with procurement-related technical documentation, contractor oversight, pilots, production rollouts, and operational handover.

KNOWLEDGE AND SKILLS

  • Strong practical understanding of the SDLC: discovery, requirements, solution design, development, quality assurance, user acceptance testing, release, deployment, operations, and change management.
  • Strong project-management skills, including work breakdown, scheduling, backlog and priority management, RAID management, resource coordination, change control, progress tracking, and acceptance management.
  • Ability to produce and review clear business, functional, non-functional, integration, API, data, security, test, release, and operational requirements at a level sufficient to challenge and guide technical teams.
  • Working knowledge of software architecture and delivery concepts, including APIs, databases, data pipelines, authentication and authorization, information security, environments, CI/CD, cloud and containerized infrastructure, and BI/analytics solutions.
  • Practical command of Agile, Scrum, Kanban, Waterfall, and hybrid delivery approaches, with the judgment to select the appropriate level of process and documentation.
  • Exceptional attention to detail and document quality, including traceability, consistency of dates and figures, evidence and source validation, version control, completeness of annexes and links, and precise terminology.
  • Strong analytical and problem-solving skills; ability to identify root causes, compare options, formulate recommendations, and escalate material risks early.
  • Strong facilitation, negotiation, and stakeholder-management skills, including the ability to communicate technical matters clearly to non-technical audiences and work constructively in a politically sensitive environment.
  • Ability to work autonomously, organize several parallel workstreams, follow through on commitments, and maintain delivery discipline under changing priorities and tight deadlines.
  • Advanced user of Microsoft Office and Google Workspace; confident use of project and documentation tools such as Jira, Confluence, or equivalent platforms.
  • Fluency in spoken and written Ukrainian and at least upper-intermediate English (B2), including the ability to prepare professional technical documents and presentations in English.
