JOB SUMMARY:  

The Program Supervisor plays an essential part in planning, coordinating, implementing, and evaluating workforce development programs and services. This position not only guides and supervises the team, which includes Career Coaches, Program Specialists, and other staff, but also ensures that everyone is working toward quality outcomes and effective service delivery. A major focus of the role is leading outreach efforts and supporting work-based learning initiatives, which help connect participants to valuable opportunities. The Program Supervisor also takes charge of managing operational aspects of the programs, including managing program budgets, ensuring programs are effective, compliant, and continuously improving, and is instrumental in building and maintaining strong relationships with employers, partners, and internal teams.

ESSENTIAL JOB FUNCTIONS:

  • Coordinate and facilitate outreach events to promote workforce programs and services to the public, community organizations, and employers.
  • Plan, coordinate, and manage the operation of assigned programs, ensuring achievement of goals, objectives, and compliance with federal, state, and local guidelines.
  • Lead and support One-Stop service delivery activities, including work-based learning and On-The-Job Training (OJT) programs.
  • Maintain and strengthen relationships with employers and business partners; ensure accurate and up-to-date maintenance of business contract databases.
  • Collaborate with program teams and business services to develop and maximize work-based learning and employment opportunities for customers.
  • Directly manage assigned Career Coaches, Program Specialists, and other assigned staff.
  • Monitor and evaluate the performance of assigned staff, provide leadership, coaching and performance oversight to assigned staff and provide individuals with professional and personal growth. 
  • Ensure employees have knowledge of and comply with departmental goals, objectives, budget, established performance standards, policies, and procedures. 
  • Support onboarding, training and professional development of Program staff.
  • Assist the Director of Programs with performance monitoring and continuous improvement initiatives. 
  • Monitor and manage program budgets and resources efficiently.
  • Collect, analyze, and report program data; use outcomes to drive decision-making and program improvements.
  • Evaluate program effectiveness, investigate trends, and recommend and implement modifications to enhance service delivery.
  • Review and update procedures, training guides, and program materials to ensure relevance and compliance.
  • Promote equitable access and inclusive practices in all program activities.
  • Ensure seamless customer flow and high-quality service delivery in collaboration with other coordinators and directors.
  • Respond to and resolve customer inquiries and complaints in a timely and professional manner.
  • Apply independent judgment and discretion in decision-making, adhering to organizational policies and federal guidelines.
  • Maintain effective working relationships with internal and external stakeholders.
  • Support grant and contract compliance as required.
  • Leverage technology to enhance program delivery, data tracking, and communication.
  • Participate in special projects and initiatives as assigned.
  • Travel between offices and to local businesses as needed.
  • Adapt to changing goals, priorities, and needs in a dynamic environment.
  • Other duties as assigned.


Requirements

MINIMUM EDUCATION AND TRAINING:

  • Bachelors Degree in Business, Public Administration, Social Science, or related field from an accredited college or university, or equivalent combination of education and experience. 
  • Minimum of three (3) years of experience in workforce development, employment, and training services with a minimum of one (1) year in a management capacity, preferred. 
  • Experience in prioritizing projects, meeting deadlines, and initiating follow-through with meticulous attention to detail and high-level accuracy both individually and in a team setting. Welfare Transition, SNAP E&T, or WIOA program experience highly preferred.
  • Florida Certified Workforce Professional 1 Certification preferred.

JOB SPECIFICATIONS:

  • Valid Florida Driver’s License.
  • Skill in written, research and verbal communications.
  • Knowledge of Hillsborough and Pinellas Counties community-based organizations and employer organizations.
  • Knowledge of workforce program performance indicators and public administration principles.
  • Skilled in project management, strategic planning, and resource allocation.
  • Proficient in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.), Employ Florida, OSST, CONNECT, and other workforce systems.
  • Ability to analyze and synthesize data, develop presentations, and perform comparative analysis.
  • Demonstrated leadership and team management abilities.
  • Ability to represent the organization externally and collaborate with stakeholders.
  • Ability to prioritize, plan, and execute work efficiently in a fast-paced, outcome-driven environment.
  • Knowledge of federal grant regulations and contract management.
  • Ability to monitor and control resources and maintain effective working relationships.


Physical Requirements:

  • Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Crouching. Bending the body downward and forward by bending leg and spine.
  • Reaching. Extending hand(s) and arm(s) in any direction.
  • Standing. Particularly for sustained periods of time.
  • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Pushing. Using upper extremities to press against something with steady force to thrust forward, downward, or outward.
  • Pulling. Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.
  • Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
  • Ability to see, hear, and speak.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
