Training Program for System Tester
A. DEFINITION:
This standard specifies qualifications, conditions, supervision, training, etc., applicable solely to the training program for System Tester. This agreement cancels and supersedes previous System Tester training programs.
B. EDUCATION REQUIREMENTS:
To be considered for the training program, an applicant must have one of the following:
- Course requirements from an A.B.E.T. (Accreditation Board for Engineering and Technology) accredited college with an Associate in Applied Science Degree in Electrical or Electronics Technology. Must have a grade of C or higher for each course;
OR
- A two-year Associate Degree in Electrical or Electronic Technology or related field from a recognized technical learning institution (Ranken, or equivalent company approved, etc.). Coursework must include AC/DC, microprocessors, digital logic, PLC with a grade of C or higher in all coursework.
Prior to being accepted into the training program, the applicant must also meet the following requirements:
- Complete and pass the E.E.I. Technical Aptitude Test.
- Applicants who did not receive their degree from an A.B.E.T. accredited institution must complete and pass an AC/DC equivalency test with a grade of 50% or higher.
- Complete the Ameren Missouri Schematic/Wiring Print course with a grade of C or higher or an equivalency test with a grade of 75% or higher.
- Pass a five workday evaluation consisting of technical learning objectives and a written test. A grade of 80 percent or higher must be achieved.
- Must possess and maintain a valid Missouri "E" or Illinois "D" driver's license.
Upon completion of the Program, a Trainee must be able to satisfactorily complete all the instruction and testing required for unescorted access to the Callaway Energy Center to become a System Tester. Failure to secure unescorted access will result in disqualification from the System Tester position.
C. TERM OF TRAINING:

Credit, if any, for prior experience in the program shall be determined by agreement between the Company and the Union.
D. SUPERVISION OF TRAINING:
The individual schedule of each Trainee shall be arranged so as to ensure covering all the phases of the craft in as logical order as possible.
A System Relay Services Union advisor shall serve in an advisory capacity to the apprentices for matters related to this training program. The advisor selected by the Union shall be discussed with local management prior to assignment.
The Company shall appoint a Company advisor. The advisor shall be responsible for the maintenance of records showing the individual Trainee's progress in the development of skills.
These records shall pertain to:
a. Department related job instructions
b. Hands-on instruction
c. Summary of Trainee's daily assignment hours
d. Bi-monthly evaluation reports
These records shall be tabulated bi-monthly by the Company advisor and submitted to the Union advisor for review. The Company advisor shall conduct evaluation meetings during and after each training section for each Trainee.
This meeting is to be attended by the Trainee, the Company advisor, the Union advisor, and the department superintendent or his designee. This process may be conducted more frequently if participating parties deem it necessary.
Absences because of sick leave, jury duty, personal business, etc., shall be considered as included in the term of training, unless such absence becomes extended and prevents the Trainee from maintaining scheduled progress.
Extensions in the term of training because of failure to maintain scheduled progress shall be granted only upon receipt of evidence confirming the fact that such failure is due to extended personal illness or unusual personal or family hardship.
E. CONDITIONS OF TRAINING:
1. The scope of work to be performed, the elements of the craft to be learned in each section of training, the related school instruction, and the manner in which the Trainee shall work are attached as an appendix and are considered a part of these standards.
It is recognized that outlines of scopes of work cannot be followed exactly in all cases. In some of the working divisions, the amount of work available under a specific type of work assignment may not be of sufficient volume to keep the Trainee engaged for the time specified. In such instances, the Trainee shall spend additional time on the work assignment most prevalent in their section.
2. By the end of the training program, Trainees must complete a polyphase course with a grade of a C or higher unless an approved equivalent has been completed. [Note: This class is after-hours and may be conducted at a junior college or internally].
3. Trainee is not eligible for overtime assignments that will interfere with department related job instructions or hands-on instruction.
Department related job and hands-on instructions missed because of absences during a section will be handled on a case-by-case basis between the Company advisor, Union advisor and the Trainee.
4. Known department related job and hands-on instruction schedules will be posted prior to vacation selections each year. Trainee shall select vacations so as not to interfere with the schedule.
New Trainee will reschedule vacations if previous selections conflict with the schedule. This does not preclude the granting of emergency vacation.
5. Trainees are expected to obey all safety rules and regulations.
F. COMPLETION OF TRAINING:
During the term of training in the department, the Trainee must demonstrate a professional and conscientious attitude characterized by: safety awareness, good attendance, willingness to learn and accept instruction, ability to get along with others, and interest in advancement of the craft.
During the term of training, department related job and hands-on instructions may include quizzes and tests. Quizzes and tests will be graded and reviewed with the Trainee. These documents will become part of the Trainee's permanent record but will not be used to calculate the Trainee's grade for the training period
At the end of each section an exam will be administered. A grade of 80 percent or higher must be attained or the Trainee will be disqualified. The construction section will have two exams, one given approximately at 8-12 weeks and the other at the end.
Trainees will be given one opportunity to pass each test. Failure on these exams will result in disqualification. However, if a Trainee fails the final section exam with a score of 70 percent or better, they will be given one opportunity to retest the final section exam. If disqualified, after one year a Trainee may re-enter and repeat the program one time, if a vacancy exists.
Upon satisfactory completion of the training program, each Trainee shall be classified as a System Tester and shall receive from the Company a Certificate of Completion.
G. MISCELLANEOUS:
Practices covering Company furnished tools used by System Tester will apply to Trainees while in this program.
Matters not covered in this Supplementary Agreement shall be administered in accordance with the Labor Agreement.
It is agreed that in the Promotional Series the Trainee classification is a step in the line of promotion, but not a step in the event of demotion.
