Note: The negotiable starting salary offer for this position will be between $205,896.74 - $214,959.73, commensurate with education and experience.

Current Assignment
BART’s Office of the Chief Information Officer (OCIO) is seeking a Manager of Operational Technology Network Programs to lead network engineering programs supporting BART’s critical technology and operational infrastructure. This position provides management-level leadership and serves as a senior technical subject matter expert for reliable, secure, and effective network services.
The Manager provides strategic oversight of network engineering programs from planning and requirements through design, implementation, testing, deployment, and ongoing support. Responsibilities include developing plans, coordinating resources and schedules, managing budgets, monitoring performance, evaluating emerging technologies, and identifying and mitigating program risks.
The Manager serves as a technical authority on complex network engineering matters and provides guidance on system integration, testing, validation, documentation, and performance improvement. The position works closely with Technology, Engineering, Operations, Maintenance, Information Technology, and external consultants, contractors, and vendors to coordinate multidisciplinary efforts and deliver critical programs.
The position may require travel to BART facilities, including data center and wayside environments, and occasional work during nights, weekends, holidays, or emergencies to support critical operations.
The most qualified candidates for this position will have highly developed competencies in the following areas, which will be reinforced with related work experience and will be clearly articulated during the selection process:
- Advanced knowledge of network engineering, including switching, routing, network infrastructure, and operational technology environments.
- Experience leading complex network engineering programs, including planning, budgeting, implementation, performance monitoring, and
continuous improvement. - Strong understanding of systems engineering, including requirements, integration, testing, validation, and technical documentation.
- Proven ability to analyze complex engineering issues, assess risks, and develop solutions that improve reliability and performance.
- Experience leading multidisciplinary teams and coordinating with internal stakeholders, consultants, contractors, vendors, and senior management.
- Strong technical-writing, communication, decision-making, stakeholder coordination, and leadership skills.

- Administers program oversight by directing and overseeing the implementation and management of network engineering programs; ensures alignment with organizational goals and objectives.
- Develops and executes strategic plans for assigned engineering initiatives, including resource allocation, budgeting, and timeline management.
- Serves as a subject matter expert in network engineering; provides guidance and support to staff on complex technical issues and best practices.
- Collaborates with internal and external stakeholders to identify requirements, address concerns, and ensure successful program delivery.
- Establishes and monitors performance metrics for network engineering programs to assess effectiveness and drives continuous improvement.
- Ensures assigned programs comply with relevant regulations, standards, and organizational policies; and conducts regular audits and assessments.
- Identifies potential risks associated with assigned network engineering projects and develops mitigation strategies to minimize impact on organizational operations.
- Manages the budget for network engineering programs, tracks expenditures, and ensures cost-effective use of resources.
- Prepares and presents regular reports on program status, challenges, and accomplishments to senior management and stakeholders; maintains comprehensive documentation of program activities.
- Travels to work sites to ensure proper functionality of engineering infrastructure, hardware, and/or equipment.
Bachelor’s degree in network engineering, electrical or electronics engineering, cyber security, or a related field.
Experience:
The equivalent of five (5) years of full-time professional computer systems engineering project experience, which must have included at least two (2) years of experience administering a function in an expert-level role or higher.
Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for- year basis.
Other Requirements:
- Must be able to obtain a valid California driver’s license whenever feasible to do so and have a satisfactory driving record, at the District’s discretion.
- Must be willing to work various shifts, weekends, holidays, and overtime.
