The City of Kingman is seeking an individual for an Evidence Tech position that can work in a high-paced environment that is detail orientated.  If you are interested in a career in forensic science or criminal justice, then this position is for you! 


As an Evidence Technician (Entry Level), your core responsibilities involve performing semi-skilled to skilled technical crime scene investigations. This includes identifying, collecting, preserving, photographing, and processing physical evidence—such as comparing fingerprints—and managing crime scene photography from development to court exhibits. You will maintain meticulous evidence records, inventory, and chain-of-custody documentation, and provide related courtroom testimony. Operating under Federal and State laws, policies, and procedures, you will work under the direct supervision of a Police Sergeant or higher, receiving daily guidance and instruction from journey-level Evidence Technician II staff. Because of the department's operational needs, this position requires working varied shifts, including nights, weekends, and holidays, alongside mandatory overtime and call-in availability throughout the year.

Highly coachable, you welcome close supervision and feedback from senior staff while learning the full scope of evidence processing and handling. You are deeply committed to your professional development, showing readiness to actively pursue continuous learning, required licenses, and additional certifications. Ultimately, you are motivated to progress within the classification, demonstrating the proficiency needed to advance from an entry-level role to a journey-level Evidence Technician II based on the City's established criteria.


EDUCATION AND EXPERIENCE: 

Evidence Tech I Level: 

  • High school diploma or GED supplemented by college level coursework in evidence collections and handling, Crime scene investigations; crime scene technology,  forensic science, chemistry, law and legal, courtroom procedures and the criminal justice system.
  • Two to three (2-3) years experience in property accountability, warehousing, inventory control, law enforcement work or related field and/or.  
  • Three (3) years of progressively responsible customer service and related technical experience in working with the public to gather, provide, or present information.
  • Advanced photographic experience or training preferred.
  • Any combination of experience and training which demonstrates the knowledge and experience to perform the work. 

Evidence Tech II Level: 
  • Education equivalent to the completion of high school supplemented by college or university coursework in criminology, administration of justice, police science, forensic photography, or a closely related field. (Two years of additional qualifying experience may be substituted for the required education).
  • Associate’s degree in Forensics, Criminalistics, Chemistry or related field desired.
  • Two (2) years of experience equivalent to an Evidence Technician I classification with the City of Kingman performing duties including the collecting, preserving, and photographing of physical evidence at crime scenes including classification and comparison of fingerprint evidence and overseeing and safeguarding evidence storage and preservation of evidence. 
  • Any combination of experience and training which demonstrates the knowledge and experience to perform the work.

SPECIAL REQUIREMENTS:
  • Valid Arizona Driver’s License; 
  • Possess or ability to obtain TOC Level A Certification within six (6) months of hire; 
  • Willingness and ability to obtain International Association for Identification (I.A.I) Certification in such subjects as Forensic Art, Bloodstain Pattern  Analysis,   Crime Scene,  Footwear, Latent Print,  Forensic Photography, Tenprint, Forensic Vide. 
  • Must be willing to work weekends, holiday, nights, and rotating shifts and is subject to on-call/call out as required with standby pay. 
  • Ability to pass an extensive law enforcement background investigation.
Crime Scene Investigation and Processing (50%): You will lead and assist in inspecting, photographing, and processing complex crime scenes—including homicides, assaults, burglaries, and post-blast sites—to identify, collect, and preserve physical and trace evidence like fingerprints, DNA, blood, and fibers. This hands-on work involves determining proper investigative methodology, executing specialized chemical extractions, casting impressions (footwear, tires, tools), attending autopsies to photograph injuries and fingerprint the deceased, and precisely measuring and diagramming scenes. Additionally, you will operate and maintain advanced photographic and lab equipment, prepare chemical compounds using safety-compliant personal protective equipment, and present professional, accurate testimony in court regarding your findings.
Evidence Intake, Tracking, and Chain-of-Custody (25%): Managing the meticulous intake and safekeeping of property and evidence is critical to maintaining absolute legal integrity. You will receive, verify, tag, package, and document all evidence items in strict accordance with state laws, local ordinances, and departmental standards. Using the police department's computer tracking system, you will log items, safeguard the strict chain-of-custody, transport evidence securely to and from crime laboratories and off-site locations, and conduct periodic inventory audits while handling money submissions and ensuring proper safety protocols around hazardous or contaminated materials.
Property Disposition, Auctions, and Disposal (15%): Beyond intake, you will oversee the lawful disposition, release, and final destruction of property and evidence. This includes reviewing criminal history background checks to safely authorize firearm releases, returning property to rightful owners or courts, and processing narcotics, vehicles, and bicycles. You will also coordinate public and online auctions for eligible items, meticulously maintaining accurate accounting and written records of all property transfers, releases, and legal destruction procedures.
General Operations, Administration, and Work Contact (10%): Day-to-day operations require frequent, professional interaction with other law enforcement agencies, the criminal justice system, and the general public, often involving material that is confidential or sensitive in nature. You will handle peripheral administrative tasks—such as ordering and maintaining daily operational supplies for officers and detectives, serving on employee committees, and taking on special assignments or related duties as requested. Strict adherence to safety policies, dependable punctuality, complete confidentiality, accurate report writing, and flexible scheduling (including early mornings, evenings, weekends, holidays, mandatory overtime, and emergency recalls) are essential to ensuring operational continuity.Commitment to Safety and Wellness
