POSITION SUMMARY
The Accountant will support the fiscal operations of the Health Department. They will provide technical and specialized assistance in grant accounting, fiscal monitoring, and budget development and forecasting. They will be responsible for following complex accounting principles, theories, and concepts, and will develop and maintain proper internal controls and accounting procedures in several financial areas.  Work is performed under the direction of the Finance Director and Health Officer.

EXAMPLES OF WORK PERFORMED: The following duties are typical of this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.

Grant & Funding Management

  • Oversee, manage, and monitor all grants and related financial activities
  • Implement and monitor county accounting policies and procedures
  • Provide analysis and timely reporting to program management
  • Collaborate with Health Department leadership to optimize funding streams and allowable uses

Budgeting and Forecasting

  • Support the creation of the Health Department’s annual budget and assist with ongoing fiscal monitoring and forecasting

Financial Reporting & Analysis

  • Prepare monthly, quarterly, annual, and ad-hoc financial reports
  • Analyze accounts for accuracy, research discrepancies, and compile data to produce clear, actionable insights for internal teams and external agencies
  • Provide financial insights to management.
  • Analyze payroll reports and maintain costing allocations.

Accounts Payable, Receivable, and General Accounting

  • Monitor, prepare, and assist with accounts payable and receivable functions. Respond to inquiries and maintain organized financial files and documentation.

Compliance, Audit, & Internal Controls

  • Maintain strong internal controls and follow accounting procedures and policies.
  • Assist with the Single audit, including documentation preparation, review, and adherence to procedures
  • Reconcile accounts to ensure current financial information.

QUALIFICATIONS

A bachelor’s degree in Accounting, or a bachelor’s in Business with an accounting emphasis; or an equivalent combination of education and work experience. Experience with grant accounting, budgeting, and reconciliation is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to perform upper-level data and budget analysis and implement decisions based on data.
  • Knowledge of financial management principles, practices, and procedures and financial analysis techniques.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) principles.
  • Ability to interpret and apply Federal, State, and local laws, rules, and regulations as required.
  • Intermediate Excel skills
  • Excellent communication and interpersonal skills with all stakeholders, both orally and in writing; includes preparing and maintaining financial statements and reports.
  • Ability to effectively communicate financial information to non-financial stakeholders.
  • Ability to exercise independent judgment by applying facts and knowledge to resolve problems.
  • Ability to take initiative and anticipate potential issues to create proactive solutions.
  • Ability to perform moderately complex mathematical calculations rapidly and accurately.
  • Ability to find errors by backtracking logically through an accounting process.
  • Ability to appropriately prioritize duties based on emergent situations and be responsive to the greatest need.
  • Ability to work independently and meet strict timelines.
  • Must be detail oriented and able to work with a high level of accuracy.
  • Ability to work in a team-oriented and service-oriented work environment.
  • Ability to contribute to a positive work environment and a strong organizational culture.

COMPENSATION

Starting salary of $65,748.80 + Marathon County benefits  

PHYSICAL REQUIRMENTS

Low Physical Requirements - Job involves minimal physical exertion or movement. This job typically requires prolonged sitting, limited walking, or minor lifting. Job tasks may require working with a computer or in an office setting with occasional movement
