Description

Harpy Technologies is seeking a dynamic, proactive, and self-starting Document Review Specialist to join our team. The Document Review Specialist will report to the Senior PMO Analyst/EPA Manager.
Compensation for this position ranges from $60.000 - $90,000 and is based on geographical location, qualifications, and experience..
Responsibilities.
- The Environmental Research and Potentially Responsible Party (PRP) Search Specialist will provide remote investigative, research, and documentation support for EPA-related civil enforcement and Superfund matters.
- The position is centered on the ability to locate, interpret, organize, and synthesize information from a wide range of sources, including property records, corporate materials, historical documents, public databases, correspondence, contracts, transactional records, and other source materials relevant to PRP search efforts.
- The specialist will support title searches, CERCLA Section 104(e) information request preparation, liability research, information gathering, records collection, corporate research, and documentation review.
- Success in this role requires strong critical thinking, persistence, sound judgment, and the resourcefulness to determine what information is needed next, where it may be found, and how it fits into the broader investigative record.
- The individual will compile evidence, identify gaps, prepare clear written summaries and reports, communicate findings to project stakeholders, and support the development of organized records and GIS-related data sets as needed.
- Prior EPA experience is beneficial but not required where the candidate demonstrates strong research aptitude, attention to detail, and the ability to learn complex regulatory and investigative processes.
Requirements
- Required qualifications include demonstrated experience conducting detailed research, gathering and evaluating records, organizing complex information, and developing clear conclusions from incomplete or varied source materials.
- The candidate must be able to think critically, identify relevant facts, recognize inconsistencies or information gaps, determine logical next steps, and independently pursue additional information when needed.
- Strong written communication skills, careful attention to detail, sound judgment, and the ability to manage multiple records, tasks, and deadlines are essential.
- The candidate must be comfortable reviewing unfamiliar materials, learning new subject matter, handling sensitive or confidential information, and working remotely with minimal supervision.
- Transferable experience may satisfy these requirements where it demonstrates analytical thinking, persistence, organization, and resourcefulness
- Desired qualifications include familiarity with environmental, regulatory, legal, property, historical, corporate, or financial research; experience supporting PRP searches, title searches, liability analyses, CERCLA Section 104(e) letters, EPA-related investigations, or comparable investigative projects; and exposure to public records, corporate filings, real property documents, transactional records, procurement files, invoices, manifests, contracts, or other documentation used to reconstruct historical facts.
- Prior EPA, CERCLA, or environmental enforcement experience is preferred but not required.
- Candidates with other experience may be well suited where they can demonstrate strong research habits, documentation discipline, analytical judgment, and the ability to determine the next appropriate step without extensive direction.
- Experience preparing concise written summaries, tracking findings, organizing evidence, and presenting conclusions to technical, legal, management, or program stakeholders is also desirable
