Role description:

Arcadis is seeking a Project Controls and Scheduling Manager to join the Arcadis Construction Services (ACS) team in North Carolina. This role will support multiple water and wastewater treatment design and construction projects. The position is based in Cary, North Carolina, with flexibility in location as future projects may be located across the United States.

The Project Controls and Scheduling Manager will develop, optimize, and maintain robust project schedules for major industrial wastewater, remediation, and other design and construction projects. The role supports successful project delivery by ensuring effective sequencing, resource planning, risk identification, and schedule performance throughout the project lifecycle. The successful candidate will work closely with project managers, engineers, subcontractors, vendors, clients, and other stakeholders in a fast-paced, multidisciplinary environment.

This is a busy, highly collaborative role suited for a Project Controls and Scheduling Manager who can manage multiple complex design, permitting, and construction projects while building strong client relationships.

This position is part of Arcadis’ Global Resilience Business Area, which focuses on protecting natural environments and water resources while supporting sustainable infrastructure for future generations. Role accountabilities:

Project Planning and Scheduling

• Develop, implement, and maintain detailed master schedules for complex, multi-asset capital projects using industry-standard tools such as Primavera P6 and Microsoft Project.
• Create and maintain comprehensive project plans, including work breakdown structures, sequencing, resource allocation, budgets, milestones, and basis-of-schedule documentation.
• Collaborate with project teams to define scope, objectives, deliverables, constraints, risks, and key milestones.
• Provide planning expertise during tendering, execution, and close-out phases.

Integrated Master Schedule Management

• Develop integrated master CPM schedules that incorporate subcontractor and equipment vendor schedules.
• Prepare schedule and project controls specifications for contractors in alignment with overall contract terms.

Progress Monitoring and Reporting

• Establish and maintain baseline schedules that align with contractual requirements and industry best practices.
• Monitor progress against the baseline, identify deviations, and recommend corrective actions.
• Track project milestones, critical path activities, and key deliverables across engineering, procurement, construction, and commissioning phases.
• Prepare and present progress updates, look-ahead schedules, dashboards, and recovery plans for senior management and external stakeholders.

Stakeholder Coordination

• Develop and baseline project schedules in collaboration with clients, subcontractors, vendors, consultants, and other stakeholders.
• Work closely with project managers, engineering teams, suppliers, owners, and contractors to maintain schedule alignment and timely information flow.
• Prepare and present planning documentation, reports, and dashboards to stakeholders and senior management.

Risk and Impact Analysis

• Identify scheduling risks related to permitting, procurement, construction logistics, and commissioning, and recommend practical mitigation strategies to support successful delivery.

Resource and Cost Integration

• Integrate schedules with resource and cost plans to support earned value management and overall project controls.
• Align the WBS, CBS, and code of accounts to enable reliable, consistent performance and progress monitoring.
• Develop, validate, and maintain conceptual, budgetary, and detailed cost estimates using industry-standard cost-estimating tools, historical project data, vendor and subcontractor quotations, and current labor, material, and equipment pricing. Document the basis of estimate, assumptions, exclusions, escalation, contingencies, and accuracy range; reconcile estimates with the WBS and CBS; and update forecasts as scope, design, schedule, market conditions, and project risks evolve.

Change Management: Evaluate and incorporate change orders, design revisions, and scope modifications into the schedule, assessing potential schedule impacts. Support claims and change management processes with accurate planning data and analysis.

Compliance & Best Practices: Ensure adherence to industry standards, regulatory requirements, and company procedures for planning and scheduling.

Continuous Improvement: Lead the adoption of best practices, digital tools, and process improvements for project planning and controls.

Team Leadership: Mentor and support junior project controllers/schedulers, fostering a culture of collaboration and high performance.

Qualifications & Experience:

Required:

• Bachelor’s degree in Engineering, Construction Management, Project Management, or related field.
• 15+ years of industry experience, of which at least 10+ years in planning and scheduling large capital projects. Direct experience with industrial wastewater and remediation system projects is strongly preferred.
• Advanced proficiency with planning/scheduling software (Primavera P6 preferred). Integration experience with other project controls and project management information systems (PMIS) is required.
• Strong knowledge of project controls, critical path method (CPM), and earned value management.
• Experience with permitting, design, procurement, and construction logistics for complex engineering and construction projects.
• Professional certification (PMI-SP, AACE PSP, or similar) is a plus.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $102,400- $153,600. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
