PURPOSE          

As the Director of Housing Maintenance, you are responsible for providing strategic leadership, direction, and oversight of maintenance operations across a portfolio of multifamily residential communities. This position ensures the physical assets are maintained to the highest standards, preventive maintenance programs are effectively executed, capital improvement projects are completed on schedule and within budget, and all communities remain compliant with company, ownership, regulatory, and safety requirements.

In this role, you will partner closely with Operations, Property Management, Compliance, and Capital Projects teams to drive operational excellence, maximize asset preservation, improve resident satisfaction, and support organizational growth.

ESSENTIAL FUNCTIONS

Housing Maintenance Operations Leadership

• Provide leadership and oversight to Regional Maintenance Leads and site maintenance teams.
• Develop, implement, and monitor maintenance policies, procedures, and best practices.
• Ensure timely completion of work orders, unit turns, preventive maintenance, and emergency repairs.
• Establish performance standards and key performance indicators (KPIs) for maintenance operations.
• Monitor portfolio-wide maintenance performance and implement continuous improvement initiatives.
• Develop and oversee a comprehensive onboarding program for all new maintenance hires.

Asset Preservation & Capital Planning

• Assist with the development of annual capital improvement plans.
• Collaborate with Operations and Finance teams to identify and prioritize capital needs.
• Oversee specific capital projects and insurance-related repairs.
• Monitor project budgets, schedules, contractors, and vendor performance.
• Ensure proper contract administration and project documentation.

Compliance & Risk Management

• Ensure all communities comply with applicable federal, state, local, and ownership requirements.
• Lead successful REAC, NSPIRE, and other regulatory inspections and oversee all responses to HUD.
• Develop and oversee safety programs, training, and risk mitigation efforts for maintenance operations and onsite property staff.
• Monitor compliance with OSHA standards and company safety policies.
• Respond to and manage maintenance-related emergencies and disaster recovery efforts.

Budget & Financial Management

• Assist in developing annual operating (maintenance cost) and capital budgets.
• Monitor maintenance expenditures and identify cost-saving opportunities.
• Analyze maintenance trends and asset performance data.
• Ensure efficient use of labor, materials, and contracted services.
• Support procurement strategies and vendor negotiations.

Team Development

• Recruit, develop, coach, and retain maintenance leaders and staff.
• Establish training programs focused on technical skills, compliance, customer service, and safety.
• Foster a culture of accountability, teamwork, and continuous improvement.
• Support succession planning and career development initiatives.

Technology & Reporting

• Oversee maintenance management systems and reporting platforms.
• Utilize data analytics to drive decision-making and operational improvements.
• Develop reports and dashboards to monitor maintenance performance, compliance, and capital project progress.
• Ensure data accuracy and timely reporting.
• Use technology to create reports and presentations that support decision-making.

EXPECTATIONS

• Demonstrates and maintains a positive, professional manner, manages time efficiently and effectively, provides leadership as a role model to promote a team approach, collaborates and participates in policy creation and appropriate problem-solving methods.

• With respect to Resident Rights, ensures all care is provided with respect and dignity for the residents/clients, their families and the staff. Reports all complaints made by residents/clients and/or families to the appropriate supervisors, reports all allegations of abuse, misappropriation of funds/resident property and/or any other corporate compliance, drug free workplace, safe work practices, all federal, state and local regulations and laws.

• Completes all annual education requirements timely, including but not limited to Compliance, Privacy, Security and HIPAA training and exhibits behavior as set forth by the Code of Conduct in the performance of their duties.

• Performs other duties as assigned.

Education:        Bachelor’s Degree in Business Administration, Facilities Management, Construction Management, Engineering, Property Management, or a related field or equivalent relevant experience.

Experience:      

• Minimum 7 years of progressive maintenance leadership experience in multifamily housing, affordable housing, senior housing, or property management.
• Minimum 5 years managing multiple properties or regional maintenance teams.
• Experience with or responsible for capital planning, construction projects, budgeting, and vendor management.

• Knowledge of building systems, HVAC, plumbing, electrical, roofing, and general construction practices.
• Working knowledge of affordable housing programs and related regulatory requirements preferred.
• Proficiency in Yardi and Microsoft Office applications

Licensure:           Must have a valid driver's license and comply with National Church Residences' Motor Vehicle Policy.
