Job Description:

The Title Office Manager for the Department of Transportation (the Department) provides professional services in managing and providing substantive legal support for Title Office functions involving the acquisition of property by the Department through its condemnation process under Maine’s eminent domain laws or by agreement for the construction and rehabilitation of the Department’s transportation infrastructure for all modes of transportation.

The Title Office Manager helps to ensure the efficiency and integrity of the Department’s condemnation process by ordering title work, overseeing title examinations and title reports, reviewing for accuracy and completeness right of way mapping plans, preparing Notices of Layout and Taking describing the property rights to be acquired through eminent domain, determining the correct payees on just compensation awards, recording the condemnation documents in the appropriate registries of deeds, and preparing documents in connection with any voluntary acquisitions and real estate closings. The Title Office Manager collaborates with the Department’s in-house counsel in developing title standards and policies that guide title examinations performed for Department projects and transactions and in researching questions of real estate law, and also works closely with the Department’s Property Office Manager, Chief Appraiser, and Chief Surveyor and their staffs.

This position also manages the program to prepare title work for other State agencies through the use of outside counsel, and provides similar services to other bureaus and offices in the Department that have projects requiring the acquisition of property rights.

The Title Office Manager is expected to field numerous project assignments, to delegate responsibilities to Title Office staff as appropriate, to contract with and manage outside title consultants as Department needs dictate, and to work effectively with the Department’s project teams by managing expectations and setting achievable goals for the Title Office in light of the Department’s production goals.

To be minimally qualified for this position candidates must provide evidence of the following experience:

The person serving as Title Office Manager must have extensive knowledge of and experience in abstracting and reviewing land titles and the ability to review and write title reports and review condemnation documents and real estate conveyance documents. The Title Office Manager must also possess effective oral and written communication skills.
