Position Title: DME and Communications Specialist for EpiC project

Contract type: Fixed Term, Dec 30, 2026

Report to: Project Manager

The Meeting Targets and Maintaining Epidemic Control (EpiC) Project strengthens Risk Communication and Community Engagement (RCCE) capacity and promotes a multisectoral One Health approach to improve preparedness and response to zoonotic and infectious disease threats. The DME and Communications Specialist provides integrated support across DME (50%) and Communications (50%), ensuring high-quality data, evidence, learning and reporting while strengthening project visibility, stakeholder engagement, documentation of results, and compliance with donor and World Vision requirements.

Design, Monitoring and Evaluation (DME) 65%

• Lead implementation and refinement of the project M&E framework, indicators, GHS data, PULSE system, trackers, and reporting tools in alignment with donor requirements.
• Coordinate data collection, entry, verification, validation, analysis, and consolidation with project staff, consultants, ensuring completeness, consistency, and data quality.
• Maintain accurate and up-to-date project M&E databases and supporting evidence for key deliverables and results.
• Monitor progress against targets and the approved workplan; identify data or implementation gaps and provide practical recommendations to the Project Manager and team.
• Prepare and quality-assure M&E inputs for monthly, quarterly, annual, final, and other donor reports, ensuring consistency between narrative reports, indicator data, participant records, and supporting documents.
• Support the development of monthly project reports and prepare success stories, key achievements, lessons learned, and recommendations for inclusion in monthly management reports.
• Support use of donor-required monitoring and reporting systems, including timely PULSE data entry and updates
• Facilitate reflection, learning reviews, and documentation of lessons learned, good practices, sustainability, institutionalization, and system-level changes.
• Ensure and follow up on the timely completion of key project deliverables in accordance with the approved deliverables checklist, and maintain complete and well-organized documentation of all key deliverables in both soft and hard copies, in English and Mongolian.

Communication and Visibility 25%

·        Develop and implement project communications and visibility activities in line with the approved workplan and project priorities.

·        Produce high-quality written, visual, digital, and multimedia content, including media news, success stories, case studies, briefs, fact sheets, presentations, infographics, social media content, and other communication products.

·        Identify, collect, and document project achievements, results, lessons learned, good practices, and human-interest or success stories in coordination with technical and DME colleagues.

·        Translate technical information on RCCE, One Health, zoonotic and infectious disease preparedness into clear, accurate, audience-appropriate communication products.

·        Coordinate photography, videography, graphic design, and other creative content production, ensuring appropriate consent and ethical use of images and stories.

·        Maintain an organized library of approved project photos, videos, stories, media coverage, and communication materials.

·        Support communications for project trainings, meetings, workshops, simulations, campaigns, and stakeholder engagement activities, including media coordination when appropriate.

·        Provide communications and editorial support to project and donor reports and ensure communication materials reflect verified project data and results.

·        Ensure compliance with donor and World Vision branding, acknowledgement, logo, consent, visibility, safeguarding, and reputation requirements; revise materials in response to donor feedback as needed.

·        Coordinate closely with the contracted media company and project consultants to ensure that all donor feedback and technical recommendations are accurately and fully incorporated into media and communication materials.

·        Coordinate project-related digital content with the WVM Communications and Public Engagement team and monitor reach and engagement where applicable.

 

Coordination and Capacity Strengthening 10%

• Provide DME and communications technical support and capacity strengthening to the EpiC project team and relevant partners.
• Coordinate closely with WVM MEAL and Communications and Public Engagement teams to ensure quality and consistency across data, reporting, learning, and communication outputs.
• Work collaboratively with government partners, FHI 360, World Vision colleagues, consultants, and other stakeholders.
• Participate in project planning, review, coordination, and close-out meetings as required.
• Perform other duties relevant to the role as assigned by the Project Manager.

Required Education, training, license, registration, and/or Certification

• University degree in Monitoring and Evaluation, Development Studies, Social Sciences, Statistics, Public Policy, Communications, Journalism, Marketing, Public Health, or a related field.
• Academic or professional background related to public health, One Health, zoonotic diseases, or infectious disease programming is an advantage.

• Minimum 5 years of relevant professional experience in monitoring, evaluation, learning, communications, knowledge management, or related functions in donor-funded development or humanitarian projects.
• Demonstrated experience in M&E data collection, verification, analysis, data quality assurance, results reporting, and use of digital reporting systems.
• Demonstrated experience developing professional communication products, success stories, digital content, presentations, and visibility materials.
• Experience supporting U.S. Government-funded projects (preferably U.S. Department of State, or similar) is an advantage.
• Proven ability to work effectively with government agencies, international partners, technical specialists, and multidisciplinary teams.
• Experience documenting learning, good practices, and evidence for donor reporting and stakeholder engagement.

• Fluency in written and spoken Mongolian.
• Strong written and verbal communication skills in English, including the ability to prepare professional reports and communication materials.

The position requires the ability and willingness to travel domestically up to 25% of working time, as required by project activities.
