The Opportunity:
CACI is seeking an experienced Senior Engagement Strategist for the United States Secret Service (USSS) contract, supporting the Department of Homeland Security. This role offers a unique opportunity to enhance national security by leading strategic engagement efforts that drive awareness, understanding, and adoption of critical OCIO transformation initiatives within the USSS.
You will serve as a key architect of stakeholder engagement, designing and executing comprehensive multi-channel campaigns that connect the CIO's vision with frontline mission operators, field technology staff, supervisors, and executive leadership. Working alongside experienced change management and communications professionals, you will shape how transformation is experienced across the enterprise—building trust, transparency, and shared ownership of OCIO's evolving capabilities. Responsibilities:
- Lead the development and execution of a comprehensive OCIO Engagement Strategy & Campaign Plan that aligns transformation initiatives with stakeholder needs, mission priorities, and organizational objectives
- Design and coordinate multi-channel engagement campaigns utilizing email, newsletters, videos, town halls, knowledge articles, digital content, and other platforms to maximize reach and impact
- Ensure engagement messaging is consistent, timely, and coordinated across all OCIO divisions, aligning with organizational priorities and CIO communications
- Facilitate structured stakeholder engagement through outreach programs, listening sessions, feedback loops, and role-based touchpoints tailored to diverse user groups (mission operators, field staff, supervisors, leadership)
- Maintain clear communication pathways between the CIO, division chiefs, and mission stakeholders to support transparency and build trust throughout the transformation journey
- Identify key influencers and champions across divisions to amplify engagement efforts and foster peer-to-peer advocacy
- Establish and manage feedback mechanisms to assess stakeholder sentiment, comprehension, and barriers to adoption
- Analyze engagement data and feedback to identify gaps, trends, and opportunities for refinement
- Adjust communication and outreach approaches based on insights to maximize clarity, relevance, and organizational impact
- Produce regular Feedback & Sentiment Analysis Reports for leadership review
- Develop and maintain a Monthly Engagement Metrics Dashboard tracking reach, utilization, comprehension, sentiment, and other key performance indicators
- Monitor and report engagement effectiveness to leadership, demonstrating ROI and informing future strategies
- Establish benchmarks and continuously optimize engagement tactics based on data-driven insights
- Help embed a culture of awareness, collaboration, and shared ownership across the OCIO through intentional and sustained engagement
- Partner with change management and training teams to ensure alignment between engagement campaigns and adoption activities
- Support organizational learning by reinforcing transformation messaging through multiple touchpoints and formats
Qualifications:
Required:
- Bachelor's degree + 10 years of relevant experience in stakeholder engagement, strategic communications, change management, or related fields; equivalencies considered (16 years of experience with no degree, AA + 12 years' experience, MA + 7 years' experience)
- Ability to obtain a Public Trust clearance
- Proven track record designing and executing enterprise-level engagement strategies in complex, matrixed organizations
- Strong understanding of multi-channel communications planning and campaign management
- Experience facilitating stakeholder sessions, gathering feedback, and translating insights into actionable strategies
- Excellent analytical skills with ability to interpret engagement metrics and sentiment data
- Outstanding written and verbal communication skills with ability to influence diverse audiences
Desired:
- Experience supporting federal government transformation initiatives, particularly within DHS or law enforcement agencies
- Background in organizational change management methodologies (Prosci, ADKAR, or similar)
- Familiarity with IT/technology transformation programs and OCIO operations
- Experience with enterprise communications platforms, collaboration tools, and digital engagement technologies
- Certifications in Change Management, Strategic Communications, or related disciplines
- Project Management Professional (PMP) or similar certification
- Proven ability to manage multiple concurrent engagement campaigns and priorities
- Experience creating executive-level communications and briefings
- Strong facilitation and presentation skills

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
