Purpose of the position:
The Design, Monitoring, Evaluation, Accountability and Learning (DMEAL) Lead is responsible for all Programme Design, Monitoring Evaluation Accountability and Learning, and technical leadership and guidance for successful alignment with OP Phase III Child Results and Future Ready Sponsorship (FRS) requirements. The role holder will be responsible for leading end-to-end program monitoring and AIM/AIM+ to generate credible evidence of impact and support the FO leadership with data driven decision-making. Alignment of the office work with industry standards of programme and data quality, as well as data integrity and validity, including successful transition to iMPAQ, will be among top priorities. Generating FO specific evidence of impact to support external engagement and impact driven resource acquisition will also remain among key deliverables.
Major Responsibilities:
- Strategic Alignment & Contribution to OP Phase III and Child Results
- Ensure full alignment of WV Eswatini’s Integrated Program Framework (IPF) and ADP level Results Framework (RF) with OP Phase III priorities
- Monitor and ensure evidence-driven program adaptation for consistent contribution to Child Results across all funding streams and program types in close collaboration with Operations/Programs team
- Successfully integrate Child Results priority indicators mandated for scaled adoptions under Sponsorship, while maintaining donor-driven flexibility & context relevance
- Technical support to grant funded program development and alignment with Child Results
Build and maintain strategic partnerships with government, academic and research institutions, donors, technical agencies, implementing partners and other relevant stakeholders to strengthen evidence generation, learning and programme quality

Provide regular analysis of RC and ADP monitoring data in close consultation with Operations and technical teams to support quality program implementation

- Refine and/or roll out data quality benchmarks for each stage of programming (e.g., design, monitoring, etc.) to ensure data integrity and validity across all funding streams
- Technical guidance and capacity building of WV Eswatini staff across different units around minimum standards of data quality assurance per industry standards and donor requirements.
- Lead consistent, quality and timely reach and impact measurement in collaboration with Ops/sectors across all funding streams and program types in WVE, to deliver on key donor and WV data requirements: AIM/AIM+, SAR quarterly reporting, semi-annual reporting, META data reporting, donor reporting etc.
- Facilitate timely and consistent data interpretation in close collaboration with sector/technical leads to generate sectoral and/or programmatic recommendations to pursue excellence across all funding streams and program types
- Lead the systematic use of programme, monitoring and evaluation data to generate actionable evidence, insights and learning for programme adaptation, strategic decision-making, accountability and resource acquisition.
- Promote the use of data and evidence across sectors and programmes through dashboards, analytical products, evidence briefs, learning products and other decision-support mechanisms.

- In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
- Facilitate capacity building of staff on technical modules, through training, workshops, On the Job Training and technical backstopping etc.
Provide effective leadership to staff within the unit ensuring that professional development activities, including appraisals, monitoring and needed training and mentoring activities are successfully carried out.

Qualifications: Education/Knowledge/Technical Skills and Experience
- Bachelor’s degree or equivalent degree in Social Sciences, Economics, Development Studies, Public Health, Humanitarian Assistance or any related field. A master’s degree qualification in any of these fields will be an added advantage.

- A minimum of five years of experience working in the field around reach and impact measurement and reporting.
- A minimum of three years of experience working in primarily grant-funded programmes and/or fragile contexts.
- High proficiency in statistical analysis.
- High proficiency in various statistical software of data science (e.g., STATA, R etc.).
- Recent field experience tracking impact across different funding streams and programme types (development, humanitarian aid, advocacy) with the application of various quantitative and mixed methods.
- Proven experience of application of digital tools of data collection and reporting. \
- Proven experience of standard and non-standard data analysis.
- Proven experience of building collaborative relationships across different functions and units.
- Proven ability to work successfully in a cross-cultural context.

Working Environment / Conditions:
- Work environment: 60% Office-based with travel to the field
