The Compliance Officer assists in the effective implementation, maintenance and administration of the compliance and risk monitoring program for Capital Markets (Canada). This position coordinates and performs risk assessment, monitoring and surveillance activities to ensure that the Compliance Program remains current and is aligned with the Enterprise-wide Compliance Program and Risk Appetite.
The Compliance Officer works to ensure regulatory, corporate and fiduciary obligations are met. To effectively achieve compliance goals, the Compliance Officer maintains current knowledge of regulatory requirements and developments, monitors risk and identifies and corrects possible gaps and weaknesses.
The Compliance Officer develops and maintains compliance information for analysis and reporting.
Key Accountabilities:
Perform compliance reviews in accordance with applicable securities and banking rules and monitor for appropriate remedial action where required.
Coordinate and perform ongoing risk assessments to ensure compliance policies and risk controls are operating appropriately. Identify and analyze factors which may affect risk mitigation and compliance with applicable regulatory requirements.
Anticipate potential consequences of unaddressed risk factors or shortfalls in compliance and recommend appropriate controls.
Elevate high profile or high-risk cases to management to ensure visibility and prompt resolution.
Perform ongoing monitoring and execute appropriate testing to ensure Capital Markets programs are maintained at a level commensurate with regulatory expectations.
Support root cause analysis in response to material control failures in line(s) of business.
Prepare complete, accurate documentation of compliance monitoring and surveillance activities. Report findings to management and provide timely follow-up on outstanding issues.
Validate that issues identified through compliance monitoring and review processes are promptly addressed. Ensure that management remediation plans are adequate.
Engage in project related work necessary for regulatory reviews, remediation, or inquiries.

Provides advice and guidance to assigned business groups on the implementation of solutions aligned with regulatory risk appetite, based on an understanding of business operations and stakeholder needs.
Consults on new products, services, and automated systems to ensure compliance requirements are incorporated into business initiatives.
Influences the design and implementation of effective regulatory compliance controls that support business objectives.
Identifies and advises on emerging regulatory issues, risks, and trends to support informed decision-making.
Helps determine business priorities and supports the effective execution of business strategies.
Builds and maintains strong professional relationships with business partners, internal and external stakeholders, and regulators.
Analyzes and reports on compliance and related data to provide insights on regulatory risk and support management decision-making.
Oversees the development and maintenance of compliance guidelines and procedures and provides advice and rulings as required.
Participates in the design, implementation, and management of core business processes.
Conducts and/or challenges risk assessments, monitoring, and testing activities to ensure regulatory compliance controls remain effective and aligned with applicable requirements.
Supports root cause analysis and oversees the identification, assessment, remediation, and validation of compliance issues, including escalation of high-profile or high-risk matters to management as appropriate.
Develops and maintains expertise in applicable regulations, directives, and regulatory guidance affecting the supported business groups.
Advises first-line management and employees on compliance matters and regulatory interpretations.
Identifies compliance training needs and supports the development of training programs based on monitoring and testing results.
Recommends enhancements to compliance tools, processes, policies, and procedures and assists with communicating and implementing regulatory changes.
Represents Compliance during internal, external, and regulatory audits and examinations.
Provides regulatory guidance on business group sales and marketing materials.
Anticipates, identifies, and assesses regulatory risks and compliance gaps, recommending appropriate mitigating controls.
Operates effectively in a fast-paced environment with changing regulatory expectations and heightened audit scrutiny.
Accesses, monitors, and reports on sensitive customer, transactional, employee, and business information in accordance with regulatory requirements.
Promotes understanding of the Three Lines of Defence framework and supports proactive regulatory risk management.
Provides specialized compliance consulting, analytical support, and technical expertise while exercising sound judgment in resolving non-routine issues.
Works independently and undertakes additional responsibilities as assigned.
Broader work or accountabilities may be assigned as needed.
Qualifications:
Typically, minimum of 6 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
Knowledge of sales, trading or back-office processes and systems in a broker dealer environment including front-office and back-office applications (Bloomberg, Fidessa, Broadridge ADP, etc.).
Knowledge of financial services industry and regulations (i.e., CIRO/CSA/MX Rules) related to securities and other financial instruments trading activities.
Experience in equities trading, either from buy or sell side, is an asset.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
