POSITION: Part-time Property Manager, Stoney Pine Villas, a HUD 811 PRAC Community and Sunnyvale Senior Housing, three scattered Senior Housing properties (residential shared housing properties).

COMPENSATION: $30.62/hour + 3-bedroom Rent-free Apartment (subject to occupancy and regulatory standards)

SCOPE:

Oversee and maintain Stoney Pine Villas, a 100% HUD PRAC 811 property consisting of 22 special needs units for developmentally disabled adults, as well as nine Senior Housing units located across three residential shared housing sites in Sunnyvale. Responsible for maintaining property occupancy by marketing vacancies, leasing available units, preparing and enforcing leases, and maintaining and securing the properties in accordance with HOME regulations, Santa Clara County Housing Authority requirements, Charities Housing policies and procedures, jurisdictional partner requirements, and HUD program guidelines.

SUPERVISION REQUIRED:

Works under the direct supervision of the Regional Manager and may also receive direction from higher-level positions. Provides general supervision to Maintenance, Janitorial, and emergency contacts and may also provide general supervision to lower-level positions.

PREREQUISITES:

  • Education: High school diploma or equivalent required. BA degree is desirable. COS (Certified Occupancy Specialist) or BOS (Blended Occupancy Specialist) designation desired.
  • Experience: Prior property management experience is required, including no less than two years at a HUD Section 8 or 811 PRAC property. A minimum of three years of experience performing on-site property management and administrative duties as a Property Manager and/or Assistant Property Manager is required, or an equivalent combination of education, training, and experience. HUD experience required.
  • Ability: Must demonstrate the ability to maintain records, solve problems, and work effectively with others.
  • Attitude: Must be self-motivated, cooperative, personable, and empathetic to human needs.
  • Organization: Must be highly organized and able to prioritize sometimes conflicting duties and responsibilities, multi-task, work with people, and perform effectively in a fast-paced office environment.
  • Languages: English/Spanish bilingual a plus.

ESSENTIAL JOB FUNCTIONS:

The duties listed below are typical for this position but are not intended to be all-encompassing. Additional duties may be required and assigned.

Operations:

  • Applies appropriate rental rates in accordance with program guidelines and works with the Housing Authority to ensure subsidies reflect market changes.
  • Maintains and administers the waiting list. Shows units to prospective tenants, answers questions regarding the tenant selection process, and provides applicants with necessary leasing materials.
  • Administers and reviews criminal and credit background checks for all applicants, ensures the process is handled in accordance with legal requirements, and determines applicant eligibility.
  • Conducts initial and annual recertifications for Stoney Pine Villas and the group of Sunnyvale scattered senior homes.
  • Processes all applications and forwards approved applicants to the Housing Authority for Project Based subsidized units, when applicable.
  • Maintains physical tenant files in compliance with the affordable housing programs applicable to the property.
  • Keeps software systems, specifically Yardi Voyager, current and up to date.
  • Prepares and submits weekly and monthly operational reports to the Regional Manager, corporate staff, and Director of Property Operations as requested or required.
  • Conducts move-in and move-out inspections, coordinates unit turnovers in a timely manner, documents all activity in the tenant file, and communicates with the Housing Authority for PBV units and all other involved parties regarding notices to vacate and unit vacancies.
  • Works with the designated attorney on unlawful detainers, or evictions, when applicable after notifying and receiving approval from the Regional Manager.
  • Investigates and resolves tenant complaints through enforcement of lease agreements and house rules.
  • Documents lease violations and issues appropriate notices to tenants, including but not limited to termination notices, while consistently adhering to Fair Housing standards.
  • Collects operational data, prepares reports for management and City jurisdictions, and meets with in-house auditors and annual city staff auditors as required.
  • Works collaboratively with service providers to support resident retention and enhance the residents' living experience.

Financial:

  • Maintains a timely rent collection process, assesses late fees, and serves proper rent or other legal notices to proceed with eviction when necessary.
  • Posts rents into Yardi in a timely manner.
  • Maintains low to zero bad debt.
  • Keeps tenant ledgers current and accurate.
  • Processes rent changes, when applicable, in a timely manner.
  • Participates in preparation of annual budgets, schedules expenditures, analyzes variances, and initiates corrective action.

Maintenance:

  • Conducts annual unit inspections.
  • Creates work orders in Yardi, schedules required work, and closes work orders in the system once the work has been completed.
  • Ensures work orders are properly prioritized and addressed in a timely manner.
  • Solicits and reviews vendor proposals and contracts for approval by the Regional Manager.
  • Ensures security, fire, and safety devices are properly maintained and kept current.
  • Ensures all common areas of the properties are well-kept and properly maintained.
  • Oversees the preventative maintenance schedule and related work for all sites.

PHYSICAL REQUIREMENTS:

  • Driving or ability to travel between different locations.
  • Extensive computer and telephone use, including sitting at a desk for extended periods of time.
  • Ability to occasionally lift, move, or carry up to and including 25 pounds.

Selected candidate will be required to live onsite.
