Overview

Your role
The primary general accountabilities of the role include:
- Ensuring adherence and reviewing updates to all Compliance Programs directly related to the Nuclear Laboratories and supporting the Program Authorities for a number of Compliance Programs (eg. Security, Fire Protection, Emergency Preparedness, Waste Management, OSH).
- Management of received and outgoing correspondences to the CNSC (ie. tracking of regulatory due dates).
- Building effective relationships with key stakeholders (ie. CNSC and external customers) and with Program Authorities.
- Preparation and participation in CNSC facilities inspections (ie. Annual Type II Inspections, Physical Inventory Taking Evaluations, Physical Inventory Verifications, etc.).
- Assisting the Licence Management Program Authority in communications with the CNSC for all matters related to the CNSC licence. Duties include: Communicating with CNSC Project Officers, responding to any general requests from the CNSC.
- Preparing formal documents (ie. annual compliance reports, event notification reports, licence amendments requests, etc.).
- Attending Facility Licensing Meetings and Licence Oversight Committee (LOC) Meetings to discuss facility licensing issues, the CNSC licences, the compliance programs, and all items related to the facilities. Duties include: writing MOMs, and responding to actions as a result from the meetings.
- Attending weekly Management Review Meetings (MRM’s) pertaining to outstanding ProActs and TRAK Actions.
- Assisting with the implementation and management of all OSH related policies, programs and procedures, (ie. Safe Work Management, JSAs, Stepback, Safety Interactions, etc).
- Updating and issuing to the CNSC as required, the WNSL Licence Basis Document (LBD) as required for any licence amendment requests.
- Updating the Preliminary Decommissioning Plan document and Financial Guarantee (FG) every five years.
- Writing and submitting yearly Annual Compliance Reports (ACRs) to the CNSC, which cover all ten compliance programs.
- Performing Compliance Verification Checks (of all records).
- Performing Self-Assessments on compliance program related procedures.
- Preparing, updating and ensuring compliance to the SP3 Training Matrix and associated QTS cards.
The position will also require from time to time, support for:
- Preparing and reviewing of operations procedures for SP3.
- Participation in various steps of ProActs related to operations.
- Organizing layouts for space allocation and cost recovery.
- Management of the Licensed Controlled Areas (LCAs) at both SP3 and Montecorte Storage Facility with respect to the Change Control Process.
About you
- Honours Degree in Engineering, Science or Applied Science.
- A minimum 10-15 years of practical experience in operations/facility maintenance/facility licensing and/or other relevant discipline.
- Adequate knowledge of Canadian (and/or other jurisdictions) nuclear regulations and licensing process; CSA and IAEA standards, requirements and best practices.
