Overview

The Regional Delivery Manager - Talent Acquisition leads the day-to-day recruitment delivery operations, performance, and people management of the People Hub teams supporting the Middle east region. The role is accountable for high-quality recruitment delivery, with a strong focus on service excellence, candidate and customer experience and operational discipline.

Working closely with the Senior Director, People Hub / Shared Services, regional Talent Acquisition leadership, and Talent Acquisition Business Partners, you will translate agreed regional hiring priorities and demand forecasts into operational plans. You will oversee capacity and workload allocation, service performance, escalations, quality, process compliance, continuous improvement, and appropriate automation across the supported recruitment portfolio.

Your Role

  • Lead and manage day-to-day People Hub recruitment delivery for the Middle east region ensuring consistent service performance.
  • Translate forecast and confirmed hiring demand into capacity plans, workload priorities, coverage arrangements, and risk-mitigation actions; manage capacity utilization and resource allocation across the delivery teams.
  • Embed agreed service-level agreements, operational KPIs, quality standards, and customer-experience measures into delivery. Use dashboards and performance reviews to monitor requisition aging, queue health, productivity, workload balance, process compliance, and delivery risk.
  • Coach, empower, and performance-manage Recruitment Delivery Team Leads and their teams. Build capability through regular performance conversations, quality calibration, skills planning, cross-training, recognition, and succession and coverage planning.
  • Maintain effective controls across all stages of recruitment. Promote consistent use of global standards, approved regional procedures and audit-ready evidence.
  • Act as the primary service escalation point for SLA breaches, capacity constraints, aged requisitions, stakeholder concerns, candidate-experience failures, data-quality issues, and other delivery risks. Establish clear ownership, communication, recovery actions, root-cause analysis, and documented closure.
  • Build strong working relationships with regional Talent Acquisition leaders, Talent Acquisition Business Partners, hiring managers, recruiters, sourcing, TA Operations, HR, Global Mobility, mobilization, onboarding, background verification, analytics, technology, service excellence, risk, and compliance teams.
  • Identify and drive process improvement opportunities to enhance quality, streamline workload, improve operational visibility and reduce rework across recruitment operations.
  • Report regularly to the Senior director, People Hub / Shared Services on volume, capacity, SLA and KPI performance, quality, productivity, customer and candidate experience, compliance, risks, corrective actions, and improvement opportunities.

About You

  • A bachelor's degree in Human Resources, Business Administration, or a related discipline, or equivalent relevant experience.
  • 18 years’ experience in Talent Acquisition, recruitment delivery, recruitment operations in HR shared services space, RPO or a comparable service-delivery environment.
  • Demonstrated people-leadership experience in a large, complex, or multinational organization, including leadership through Team Leads or other frontline leaders.
  • Experience managing multi-country, project-based, high-volume, or peak-cycle recruitment delivery, with strong workforce planning, capacity management, workload allocation, and business-continuity capability.
  • Strong knowledge of the end-to-end recruitment lifecycle and proven experience managing SLAs, KPIs, quality controls, dashboards, escalations and continuous improvement.
  • The ability to interpret operational data and turn insight into practical decisions that improve quality, efficiency, service performance, and customer experience.
  • Strong stakeholder-management, communication, influencing, coaching, problem-solving, and change-leadership skills within a culturally diverse and matrixed environment.
  • Proficiency with recruitment and productivity platforms such as Workday or another ATS/HRIS, ServiceNow or another workflow/service-management platform, Microsoft Office, Power BI, and Microsoft Teams.
  • Working knowledge of the Middle east recruitment delivery with sound judgment on when to involve HR, Legal, Data Privacy, Global Mobility, immigration, mobilization, or other specialist owners.
  • Experience leading process standardization, centralization, service transformation, or recruitment technology and automation initiatives is preferred.
