Fire Captain

Forsyth County Emergency Services Fire Division is seeking an experienced and dedicated Fire Captain. The Fire Captain position performs difficult public safety and supervisory responsibilities for routine activities in the field of firefighting, rescue, emergency medical, and fire prevention, inclusive of fire origin and cause investigation and fire prevention inspections and manages and directs day to day and incident operations of a fire suppression personnel, while also providing support for all Forsyth County fire and rescue organizations. 

An employee in this class supervises the day to day operation of an assigned shift in the station and on emergency incidents. The employee must direct personnel as a part of the incident command staff in effectively mitigating emergency incidents. The employee must stay abreast of state-of-the-art fire and rescue procedures, techniques, and equipment and requires the employee to incorporate these during emergency incidents and in-service training. Considerable independence, judgment, and ability to make effective decisions under pressure is required in all aspects of work, particularly in directing personnel on emergency incidents. The employee must also be familiar with medical operations at the EMT-Basic level, and implement and direct patient care under the guidelines developed by the county medical director. This employee will perform and supervise
yearly fire prevention inspections, as well as perform and supervise fire origin and cause investigations. The employee must have the ability to observe work of subordinate personnel, and perform regular evaluations on their performance and effectiveness. The employee is expected to work a rotating shift that includes nights, weekends, and holidays. The employee may be called
back for duty as deemed necessary by department administration, and is expected to attend and participate in necessary meetings and processes. Work is performed under the general supervision and standard operating guidelines, and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of fire calls completed.

The employee is expected to work a rotating shift that includes nights, weekends, and holidays. The employee may be called back for duty as deemed necessary by department administration, and is expected to attend and participate in necessary meetings and processes. Work is performed under the general supervision and standard operating guidelines, and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of fire calls completed.The ideal candidate will have the following knowledge, skills and abilities:

Expert knowledge of the operation and maintenance of firefighting equipment used by various fire departments including crash fire rescue operations.
Considerable knowledge of current firefighting methods including combustible liquid and structural firefighting principles, practices, and procedures.
Considerable knowledge of salvage, overhaul, ventilation and fire rescue operations.

Expert knowledge of current technical rescue strategy and tactics dealing with, but not limited to, motor vehicles, high/low angle, confined spaces, swift water, trench, and structural collapse.

Expert knowledge of current strategy, tactics and techniques of fire prevention to include fire codes and investigation procedures.
Expert knowledge of the geographic and street layout of Forsyth County and its various fire districts.
Knowledge and demonstrated abilities in emergency medical treatment following protocols set by NCOEMS and the Forsyth County Medical Director and ability to supervise treatment of patients at the EMT-Basic level.
Expert knowledge of, and ability to establish and implement the incident command system on emergency incidents.

Expert knowledge of, and ability to utilize modern supervisory and leadership principles to effectively lead and inspire supervised personnel.
Ability to wear self-contained breathing apparatus and be comfortable with the resulting increased respiratory effort, decreased Vision, and limited range of motion.
Ability to maintain physical and mental fitness necessary to operate on emergency incidents for extended periods of time.
Ability to effectively and objectively evaluate employee performance based on expectations set forth in job descriptions, standard operating guidelines, and accepted practices.
Ability to instruct firefighters in the most current and accepted principles and techniques of firefighting.
Ability to perform physically demanding work under adverse conditions, atmospheres immediately dangerous to life and health, and at various heights while carrying gear and equipment in excess of 50 pounds.
Ability to effectively communicate both orally and in writing.
Ability to deal tactfully and courteously with the public.
Ability to maintain records and prepare accurate reports and documentation.
Ability to perform quality assurance checks on reports and documentation prepared by subordinate personnel.
Ability to read and interpret technical documents, manuals, and code material.
Ability to maintain effective working relationships with other employees.
Ability to pass a pre-employment and annual medical exam adhering to the standards of NFPA 1580.

OVERALL PHYSICAL DEMANDS:

Physically fit enough to carry fire equipment, walk over rough terrain, climb hills, load and unload vehicles, work outdoors for long periods of time in all types of weather. Ability to safely wear and work in a self-contained breathing apparatus without medical or physical restrictions. Ability to pass a pre-employment and annual NFPA 1580 physical and complete a physical agility evaluation.

Lifting over 100 lbs occasionally, 50-100 lbs. frequently or up to 20-50 lbs. constantly.

Graduation from high school or GED, Two or more years of experience as a fully qualified Fire Engineer or equivalent, NC Firefighter Level II, NC Hazardous Materials Level I (Operations Level), NC EMT-Basic, NIMS ICS-100,200,700,800, NC Standard Fire Inspector Level I or NC Probationary Fire Inspector Level II, NC Technical Rescuer with technical level rope proficiency or equivalent, Additional technical rescue specialty (ex. Swift Water Rescue, Surface Water Rescue, Trench Rescue, Heavy Vehicle Rescue, Passenger Vehicle Rescue, Confined Space, Structural Collapse), NC Emergency Vehicle Driver, NC Fire Officer I, NC Instructor I, Class B Driver’s License or Equivalent.

NC Fire Officer II, NC Instructor II (Preferred qualifications, must obtain within 12-months of hire/promotion)

NIMS ICS-300, ICS-400 (Preferred qualification, must obtain within 12-months of hire/promotion)

Additional technical rescue specialty (Preferred qualification, must obtain within 24-months of hire/promotion (ex. Swift Water Rescue, Surface Water Rescue, Trench Rescue, Heavy Vehicle Rescue, Passenger Vehicle Rescue, Confined Space, Structural Collapse, must have 2+ specialties not inclusive of ropes)

NC Standard Fire Inspector Level II (Preferred qualification, must obtain within 36-months or prior to expiration of NC Probationary Fire Inspector Level II)

NC Fire Investigation Technician (Preferred qualification, must obtain within 36-months of hire/promotion)

IFSAC, ProBoard, National Registry, or equivalent certification may be considered in lieu of North Carolina certification.
 

A higher education level may be considered as a substitution for all or part of the experience requirement.

Leads employees as assigned for a 24-hour shift and supervises the day-to-day operations of their assigned shift in fire stations and on emergency scenes.
Employee works closely with all Forsyth County fire and rescue agency personnel for positive results in all areas of emergency service delivery.
Employee receives, responds and operates at Fire, Rescue, Hazardous Materials and Medical emergency events, and determines, coordinates, and supervises appropriate tactics and resources to quickly and safely mitigate emergency incidents.
Employee assists with securing fire scenes for the purpose of fire investigations and conducts initial scene investigations for cause and determination of origin of fires.
Assists in training activities for internal and external personnel by developing and delivering training programs. Also, actively participates in training classes, drills, and continuing education.
The employee coordinates and supervises maintenance of station apparatus, equipment, and facilities, as well as other assigned duties requiring coordination and supervision of personnel.
Employee supervises and performs company level fire prevention inspections of all county occupancies to enforce the fire code; ensures all violations are accurately recorded; coordinates and conducts follow up inspections as necessary. Ensures quality, accuracy and completeness of supervised personnel’s inspections, and serves as supervised personnel’s technical supervisor
during their probationary certificate period.
Prepares required reports and documentation; ensures quality and completeness of supervised personnel’s reports and documentation.
Maintains all required training, certifications, and licenses; ensures supervised personnel maintain required training, certifications, and licenses.
Evaluates supervised personnel on a regular basis; prepares annual performance evaluations.
Maintains physical and mental fitness required to perform effectively as a Fire Captain.
Assists in the development of departmental policy and procedures and implements departmental and county policies. Performs or recommends disciplinary actions as necessary.
Performs all other assigned tasks of command staff and Fire Division administration.
Maintains a specific license such as a driver's license in good standing, without a lapse or loss of a privilege to drive in compliance with North Carolina law, and in compliance with applicable DOT standards for commercial motor vehicle drivers if required to perform job requirements.
