Is finance your specialty? Especially reviewing, analyzing, and making budget recommendations? The Department of Budget and Fiscal Services (BFS), Budgetary Administration, is looking for an analytical and detail-oriented professional to help shape how the City's resources are allocated to support its departments and programs. This role involves reviewing and analyzing capital improvement and operating budget requests, participating in the development of long-range fiscal programs, and ensuring budget requests align with the City's program goals and objectives. You'll play a crucial role in using the budget effectively to improve our community. 

What You Will Do:
  • Attend budget hearings and present the justification for budget recommendations.
  • Give guidance in the development of work programs and expenditure schedules. 
  • Analyze and make recommendations on supplementary appropriations and transfer of funds between and within activities.
  • Review and analyze departmental organizational structure, allocation of functions, and personnel utilization as they relate to the budgetary program.
  • Conduct studies on departmental functions, work procedures, and practices to identify opportunities for improved efficiency. 
  • Confer with departmental officials to explain and advise on budgetary and management directives and follow up for compliance.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in political science, public or business administration, economics or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. 

For example:
    1. Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.

    2. Four years of general work experience (does not need to be professional level experience) in budget/fiscal/business management may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT:
Three (3) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives, one of which shall have been in a governmental agency.

SUBSTITUTION: A Master's degree in Business Administration or Public Administration from a regionally-accredited college or university will substitute for six months of the required three years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives. There is NO substitution for the one year of experience in a governmental agency.

Applicable Skills Needed
  • Knowledge of municipal government organization, functions, and budget processes.
  • Experience applying budget and management analysis principles, policies, and procedures.
  • Ability to research and analyze operational, statistical, and financial data.
  • Ability to interpret laws, rules, and proposals affecting departmental programs and policies. 
  • Ability to communicating facts and recommendations clearly while maintaining effective working relationships.
