[What the role is]

In our transformative journey towards precision public health, HPB aims to bring healthy living to more diverse population segments and deepen engagement with those who are already participants of HPB and partners’ programmes through a mix of digital and onground activities. Central to this is the Healthy 365 mobile application - Singapore's national digital healthy lifestyle companion, designed to nudge and support healthy behaviours across multiple domains through a continuous and personalised health journey.

You will be a part of HPB’s Integrated Solutions and Programme Planning Office (ISPPO), responsible to plan, manage, co-design and implement innovative population health projects via smart technological solutions such as wearables, artificial intelligence and machine learning. We collaborate across internal and external stakeholders in a multiple-pronged approach in programme offering to pioneer new technology solutions in transforming preventive health & health promotion initiatives.

[What you will be working on]

The Integrated Programme (IP) Department leverages technology, behavioural insights and data-driven strategies to create shifts from a programme-centric view to a customer-centric view where personalised goals and recommendations will be served on the Healthy 365 mobile app to users. This new shift has emerged in view of HPB’s ambition towards a holistic and personalised digital delivery of lifestyle interventions, and with HealthierSG in supporting residents in following through with their Health Plan recommendations.

The team will have to understand and connect the plans within the Programmes Group, and across Divisions in aligning objectives and outcomes towards goals. Work will cut cross-functionally with domain experts, developers, and marketing teams to design intuitive, engaging, and customer-centric digital experiences. This would involve conducting user research to drive the evolution of our mobile app offerings, ensuring they meet real user needs and deliver business impact.

As a key member the IP Department, you will be responsible to:

  • Support in the design and development of innovative digital programmes that promote healthy lifestyles and user engagement, including executing proof-of-concepts (POCs), proof-of value (POV) initiatives that are aligned with organisation’s priorities
  • Assist in carrying out evaluation and analysis to measure programme outcomes and user impact
  • Analyse quantitative and qualitative data to surface insights and support continuous programme improvements
  • Coordinate and liaise across multiple stakeholders (internal, domain/technical experts, government and external partners) to facilitate smooth programme delivery
  • Maintain accurate documentation and tracking of project-related matters, budget projection and utilisation, and analytics and evaluation activities

[What we are looking for]

Join us if you are a highly self-motivated individual who has at least 3 years of relevant working experience in Digital Product Management, Digital Programme Planning and Evaluation, Digital App UXUI or Project Management, with a strong focus on leveraging technology, data, and behavioural science to design, implement, and assess digital programmes.

You should also possess:

  • Ability to collaborate effectively within cross-functional teams, supporting alignment across diverse stakeholders and contributing to the integration of business, technical, and research workstreams
  • Familiarity with quantitative and qualitative methodologies to assist in evaluating programme effectiveness and surfacing data-driven insights
  • An understanding of how digital initiatives connect to broader strategic goals, with a willingness to develop stronger business acumen over time
  • Good communication and stakeholder engagement skills, with the ability to contribute to presentations, reports, and recommendations for both technical and non-technical audiences
  • Analytical and critical thinking skills to help navigate complex and ambiguous situations with guidance from senior team members
  • Ability to manage assigned tasks and workstreams independently while working well as part of a team, with sound planning and project management capabilities
  • Adaptability and openness to change in an agile, fast-paced environment, with a collaborative and proactive working style

Successful candidates will be offered a 1-year contract
