The Work Unit: 

The Office of STI/HIV /VH is committed to high-quality services, innovative public health practice and community partnerships. We work to ensure culturally responsive and medically accurate STI/HIV /VH related prevention, care, and treatment services for all people in Colorado. Functions include public health surveillance of STI/HIV /VH; follow-up of people newly diagnosed with a STI/HIV /VH to ensure adequate treatment and referrals to care; access to care, partners services, and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use of STI/HIV /VH data to direct prevention and care activities.


The Capacity Building and Training Program Manager leads the Capacity Building and Training Program (CBT) within the Office of STI/HIV/VH. The CBT Program is charged to sustain science-based, culturally appropriate prevention interventions and care practices in Colorado. The CBT includes the training unit and public health detailing. The Training Unit exists to assist internal staff, community partners/contractors, healthcare providers and other stakeholders to deliver high standards of prevention, care and treatment services to the public. The Public Health Detailer provides capacity building to practitioners throughout Colorado. The CBT identifies novel approaches to effectively use resources to make relevant training accessible to contracted community based organizations (CBO), local public health agencies (LPHA) and other stakeholders.


What You Will Do: 

This position oversees the work of the Capacity Building and Training Program ensuring that internal and external capacity building and training needs are met. This includes assessing needs, identifying training opportunities, curriculum development, and delivery. This position exists to manage the Capacity Building and Training Program and supervise program staff, provide leadership and strategic direction to the program, maintain oversight of the program, and ensure that grant deliverables and objectives for the program are met. 


Key Responsibilities:

  • Manages the daily operation of the Capacity Building and Training Program team to inform planning for care    and prevention related to STI/HIV/VH.

  •  Develops long-range comprehensive statewide plans to achieve Capacity Building and Training Program team goals. 

  • Develops and implements program goals, objectives, guidelines, policies, work procedures, staffing patterns, schedule and priorities for achieving program goals and objectives.

  • Serves as the program expert in the area of Capacity Building and Training across the Office, with expert knowledge of public health evidence, including emerging information to help the Program develop and implement. 

  • Tracks program outcomes to achieve maximum public health impact and best protect the health of the public served by the Program.

  • Works with all program areas in the Office to ensure coordinated efforts to provide capacity building and training around STI/HIV/VH Office activities and deliverables. 

  • Ensures related activities are consistent and align with federal guidelines, published effectiveness research, and state regulations.

  • Provides leadership and strategic direction for Capacity Building and Training Program goals and guidelines.

  • Provides expert input to the Office about capacity building and training. This includes but is not limited to curriculum development, facilitation of training, and on-demand learning.  

  • Oversees the development and maintenance of collaborative and cooperative partnerships with internal groups and external agencies by soliciting input from stakeholders on their needs relative to the Capacity Building and Training Program. 

  • Provides technical assistance and guidance to agencies who are in need of capacity building and training. 

  • Responsible for securing program resources through competitive grant writing, developing work plans and strategic plans, identifying and developing necessary guidelines, monitoring and reporting.

  • Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications:

NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Nine (9) years of relevant experience program management in STI/HIV prevention interventions, public health environment, or closely related experience. 


OR

Education and Experience:

A combination of related education in Public Health or Public Administration,Social Work, Instructional Design, Adult Education, or closely related, and/or relevant experience in program management in STI/HIV prevention interventions, public health environment, or closely related experience equal to nine (9) years

PREFERRED QUALIFICATIONS:

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:  

  • Relevant experience with the State of Colorado. 

  • Prior supervisory experience. 

  • Knowledge of STI/HIV/VH Care, Treatment, and Prevention.

  • Training and/or Capacity Building Experience

  • Experience in instructional design and curriculum development.

  • Experience in adult education
