General Summary:
Qualcomm Technologies, Inc. is seeking a highly skilled and detail-oriented Senior Payroll Analyst to join our Payroll Operations team. In this role, you will serve as a subject matter expert in payroll tax compliance, with a specialized focus on quarterly and year-end tax activities, expatriate payroll program support, equity compensation taxation, complex garnishment administration, and tax authority relationship management. You will collaborate cross-functionally with ADP, Stock Administration, Global Mobility, Tax, Finance, HR, and external vendors to ensure the accurate and compliant processing, reporting, and reconciliation of payroll-related tax obligations for Qualcomm employees.
JOB RESPONSIBILITIES
## Quarter-End Reconciliations & Filings
- Lead quarter-end payroll tax reconciliations, ensuring accurate alignment between ADP tax filings, general ledger entries, and ADP GlobalView payroll data.
- Review and validate quarterly federal, state, and local tax filings (941, SUI, etc.) submitted via ADP SmartCompliance.
- Identify and resolve tax discrepancies before filing deadlines; maintain supporting documentation for audit purposes.
- Support SOX compliance requirements associated with payroll tax processes.
## Year-End & W-2 Activities
- Manage year-end payroll tax close activities, including W-2 preparation, review, and distribution, coordinating with ADP and internal stakeholders.
- Validate W-2 data accuracy across all compensation elements, including regular wages, bonuses, equity income, benefits, and imputed income; prepare and file W-2c corrections as needed.
- Maintain a year-end compliance calendar and ensure adherence to IRS and state agency deadlines.
## Payroll Tax Compliance & Tax Authority Communications
- Manage payroll tax compliance activities related to federal, state, and local payroll tax filings, notices, reconciliations, registrations, and issue resolutions to support accurate and timely reporting.
- Manage all inbound tax authority correspondence received via mail and email; track, prioritize, and respond to notices within required timeframes.
- Liaise directly with federal, state, and local tax authorities as needed to resolve notices, penalties, or inquiries related to payroll tax filings.
- Coordinate with ADP and legal/tax counsel when escalation of tax authority matters is warranted.
- Maintain a log of tax authority communications and resolutions to ensure audit readiness and process transparency.
## Equity Compensation Tax and Filing Coordination
- Coordinate quarterly estimated tax payments related to equity compensation, including RSUs, PSUs, ESPP, and stock options, in partnership with ADP, Stock Administration, and the payroll team.
- Ensure accurate supplemental wage withholding on equity-related payroll events and reconcile equity tax activity across payroll cycles.
- Partner with Stock Administration and the Payroll team to validate tax withholding setups in ADP and Workday for all equity transaction types.
- Manage the global equity regulatory filing calendar.
- Working with Stock Administration and Payroll teams, oversee the completion of monthly, quarterly, and annual global regulatory reports or filings as it relates to equity compensation.
- Prepare tax and securities compliance filings.
- Provide support for financial audits and regulatory filings related to equity compensation.
## Expatriate Payroll Program Management
- Manage U.S. and international expatriate programs, partnering with Global Mobility, Tax, HR, and external vendors to ensure accurate payroll processing, tax reporting, and compliance for employee assignments.
- Monitor expatriate payroll inputs, assignment-related compensation elements, shadow payroll considerations, and cross-border tax reporting requirements to support accurate and timely payroll tax outcomes.
## Garnishment Program Management
- Manage complex employee garnishment programs, including child support, tax levies, creditor garnishments, and bankruptcy orders, ensuring timely processing, regulatory compliance, issue resolution, and vendor oversight.
- Partner with payroll vendors, agencies, HR, and Legal as needed to resolve garnishment escalations, validate order setup, and maintain accurate records for audit and compliance purposes.
## Mergers and Acquisitions
- Coordinate with third-party vendors to ensure appropriate actions are taken in assessing target company payroll tax account status, including the timely registration of new tax accounts, transfer of existing accounts, and closure of accounts no longer required following acquisition or divestiture.
- Support payroll due diligence activities by reviewing target company payroll tax compliance history, identifying outstanding liabilities, and flagging risks to the Payroll Manager and Tax/Legal stakeholders.
## Training, Knowledge Transfer & Operational Support
- Provide formal and informal training to team members on key payroll tax processes, compliance requirements, and system tools.
- Document standard operating procedures (SOPs) for all key tax processes to ensure business continuity.
Minimum Qualifications:
- Bachelor's degree.
- 5+ years of Finance, Accounting, or related work experience.
*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
PREFERRED QUALIFICATIONS
- 7+ years of progressive payroll experience, including demonstrated experience in payroll tax compliance, payroll tax reconciliations, tax filings, and issue resolution in a large, complex organization.
- Prior experience working with large-scale payroll systems, including ADP Workforce Now, ADP SmartCompliance, and Workday, required.
- Experience coordinating with third-party payroll and tax service providers, such as ADP, E&Y, and Deloitte.
- Experience managing U.S. and international expatriate payroll programs, including coordination with Global Mobility, Tax, HR, and external vendors.
- Experience administering complex employee garnishment programs, including child support, tax levies, creditor garnishments, bankruptcy orders, vendor oversight, and agency issue resolution.
- Spanish language skills and experience with Mexico payroll would be a bonus.
- CPP (Certified Payroll Professional) or FPC (Fundamental Payroll Certification) designation preferred.
- Familiarity with IRS Accountable Plan rules (Treas. Reg. §1.62-2) and multi-state payroll tax compliance.
- Experience supporting equity-related W-2 reporting, including Boxes 12 and 14 coding and supplemental withholding methods.
- Experience with expatriate payroll tax reporting, assignment-related compensation, and cross-border payroll compliance considerations preferred.
- Strong proficiency in Microsoft Excel, including pivot tables, VLOOKUP/XLOOKUP, and data reconciliation.
- Experience in a public company environment with SOX-compliant payroll processes.
- Excellent analytical, organizational, and communication skills.
- Ability to work independently and manage multiple tasks simultaneously.

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
