Senior / Assistant Senior Counsellor

You will be part of our community intervention team, also known as the Community Intervention Team (COMIT), within the Community Mental Health Department under the Mental Health & Counselling Services Group. You will focus on mental health assessment and screening, counselling and psychosocial therapy, case management and individualised care planning for individuals aged 18 and above with mental health conditions or dementia, and provide collaborative support to their caregivers, supporting the Manager / Reporting Officer in the following areas:

Key Responsibilities

Counselling and Case Management

  • Independently manage highly complex or higher-risk cases within COMIT, providing psychosocial therapy, counselling and case management for individuals aged 18 and above with mental health conditions or dementia, and their caregivers
  • Manage information and referrals for casework and counselling services
  • Serve as a clinical resource for cases escalated by Counsellors and Assistant Senior Counsellors, providing a second clinical opinion where needed
  • Conduct case conferences with community partners
  • Represent COMIT in case conferences and care coordination with hospitals, GPs, polyclinics and other community partners for complex or escalated cases
  • Document and evaluate case outcomes, and monitor clinical service quality across the team through outcome indicators
  • Ensure timely and accurate case notes and data reporting across the team

Supervisory and Appraisal

  • Provide clinical supervision and guidance to counselling interns, volunteer counsellors, counsellors, and other professionals-in-training in the delivery of interventions
  • Conduct training needs analysis for supervisees
  • Prepare, review and endorse court reports of Assistant Senior Counsellors / Counsellors / Social Workers
  • Conduct quarterly performance appraisals of Assistant Senior Counsellors / Counsellors under their charge

Training and Advocacy

  • Lead in developing, facilitating and conducting training sessions for the team and service group
  • Champion practice-related development and clinical best practices across the team / department
  • Advocate for the needs of vulnerable and/or marginalised individuals and families in the community
  • Lead in the planning and conducting of networking and advocacy sessions with community partners and stakeholders, and represent Care Corner in external working committees and meetings

Research and Practice

  • Lead research initiatives to build domain-specific knowledge and inform practice development in the local context
  • Oversee data collection strategies, structures and formats to manage qualitative and quantitative data, in accordance with research requirements
  • Drive data and needs analysis, and translate findings into recommendations for community development
  • Oversee the quality of practice and professional standards within the team / department
  • Review and plan the team’s training road map to ensure the continuous development of practitioners

Governance and Operational

  • Support the Service Head / Manager in implementing the centre’s operational and practice protocols, processes and policies, and deputise for the Manager / Reporting Officer as required
  • Ensure the team’s compliance with internal and OA audit, risk and safety guidelines
  • Lead in implementing standards of care, and organisational health policies and procedures
  • Perform other duties as assigned by the Service Head / Manager and/or supervisor to support departmental and organisational objectives

Job Requirements

  • Master’s Degree in Counselling or Counselling Psychology from an accredited institution
  • At least 10 years of community care / healthcare clinical experience, including at least 3 years working with mental health and/or dementia clients
  • At least 4 years of supervisory experience
  • Proficiency in a second language is advantageous
  • Willingness to learn, adapt, and work in an evolving programme environment
  • Positive attitude and collaborative team player
  • Able to work independently as well as in a team
  • Driven by a passion to serve
  • Proven leadership experience
  • Clinical member of SAC
  • Preferably registered Clinical Supervisor of SAC
