The Colorado Department of Military & Veterans Affairs (DMVA) has three major operational divisions:  Army and Air National Guard, Civil Air Patrol, and Veterans Affairs.  These divisions utilize state and federal resources to provide our communities, state, and nation with a ready military force for national defense and state emergency response as well as providing assistance to our Colorado Veterans.

This position provides programming, design, and construction management oversight of both new facilities and existing facilities across the entire state in support of the Colorado Army National Guard.  Specific duties include, but not limited to:

  • development of Planning and Program documents for Sustainment/Restoration/ Modernization (SRM) and Military Construction (MILCON) projects and all related activities including project scopes, justification, cost estimates, submissions, and working collaboratively with team members to meet organizational requirements;
  • oversight of all aspects associated with Request for Qualifications (RFQ) process to include preparation of packet, coordination of pre-submittal conference with firms, assembling selection committee, review/score/interview firms, making recommendations, developing Scope of Work (SOW), fee negotiations, and coordinate contract development;
  • manage all day-to-day responsibilities of the design process for RM projects up to $2 million and MILCON projects up to $15 million, oversight of architectural/engineering drawings, specifications, and comprehensive construction cost estimates, review meetings with stakeholders at milestones to ensure compliance, etc.
  • work with State Contracting offices for proposal and bid process management to include coordinating pre-bid meetings, negotiations, and contract execution;
  • management of construction phase to ensure project completion to specifications and codes to include site visits, weekly progress meetings, technical reviews of shop drawings, monitoring budget, make recommendations on change order requests, review of monthly contractor payment requests, working with local municipalities and utility providers, project close-out, punch lists, substantial completion, and occupancy and final acceptance;
  • oversight of Architect/Engineer Construction Administration (Type C) Services involving ensuring compliance with contractual obligations throughout each project, strategic management of construction site visits, providing technical advice with Request for Information, verifying construction deficiencies and their correction, and facilitating the close-out process; and
  • timely and frequent engagement of administrative functions involving management of project electronic and paper documents, setting up project files in accordance with department standards, entering and updating projects into a Shared Drive database, create and update project spreadsheets weekly, organizes files in a consistent manner where others are able to identify and locate documentation, scans documents into a SharePoint website.
  • Other duties as required.
Education and Experience: 
High school diploma or General Education Diploma, (GED).
Six years of professional experience in construction project management of which included
  • two years reviewing drawings, schematics, and blueprints;
  • two years serving as management presence on construction sites that included site structures, building foundations, site paving, storm water detention, sanitary sewer, water distribution, erosion control, site layout, parking, and security; and
  • one year overseeing all phases of construction management.

Substitutions:
Job-related education will substitute for the required experience on a year-for-year basis.

Conditions of Employment:
