North Som Strategic Lead (School Organisation - Capital)
- Support staff with the directorate consultation
- Business Plans for the service area
- Look at admissions changes and school organisation updates as a result of the White Paper
- Meet with developers to negotiate s106 agreements as a result of the development schemes in the Local Plan – there are a lot of these
- Plan SEND places for 2027 intakes – capital and with existing schools/settings (including having an outcome in place for the use of the space at St Martin’s where the interim arrangements end in July 2026 and a new offer needs to be identified for September 2026 (this is very late in starting and should have been in place by January)
- Oversee the capital schemes to be included in the Phase 3 School Based Nursery Programme as the schemes are mostly to be delivered by LAs. This will include looking at the Local Plan and projections to assess areas of demand, working with local schools to ascertain interest in having a SBN, working with Property colleagues to procure an architect and QS to plan and cost the works, obtain all necessary approvals and submit the bid in September 2026 – see the email above and comment below
- New Supplementary Planning Document for SEND schemes to be used by planners
- Prioirty School Buildings Bid – mostly in place as I have worked with Georgia and Steve on this
- Writing the new School Place Planning Strategy (SPPS) 2027 – 2030 with Georgia, ready for consultations to start with DLT/Scrutiny in the early autumn in 2026 and with the public/schools n early 2027 ready for approval by June 2027 and implementation by September 2027
- Planning the approval for and delivery of the Capital Programme 2026/27 once the April capital fudning annoucements are made
- Overseeing the VLC Oldmixon project delivery
- Ensuring that the Gordano/Nailsea/Clevedon and HPA RBs are delivered
- Ensuring the Clevedon and Lime Hills DfE schemes are delivered
- Overseeing the Airfield Primary School delivery, ensuring the final scheme matches the s106 requirements, working with the DfE on the Fudning Agreements for the new school, managing admissions (this September) and signing off the buildings by October 2026
- Put together a capital programme, funding and all approvals to replace the demountable buildings at Ravenswood and Westhaven that are at end of life
- Oversee the small capital schemes such as the Ravenswood Car Park, school-led SEND schemes etc
- Oversee and sign off 2026 delivery schemes at VLC Milton and HPA and ensure ongoing progress
- Ensure that the new Resource Base and Nurture spaces identified in the SPPS 2024 – 2027 are in delivery (they aren’t currently as we were awaiting the White Paper that has now been announced). This involves liasing with schools/ Trusts/ Parent Carers etc and having a new programme ready to deliver (this is late in starting due to the delay of the White Paper)
- Overseeing general design and financiual sign offs and progress of all CSs capital schemes
- Attendance at Corporate Board meetings to represent CSs
- Briefings to Cllrs etc about the work of the service
- HOS meetings and oversights etc
- Overseeing the Children’s Centre capital programme - scoping/costs/approvals/consualtions etc alongside CC staff. Please note that some of the s106 funds for this may be at risk of being clawed back if action isn’t taken soon for the Campus
- Academy Transfers (if required)
- Other general buildings/site/governance requests on an ad hoc basis
