Our Human Resources team plays an important role in recruiting and welcoming new employees, supporting staff and managers, maintaining compliance, and strengthening HR processes across the agency.
Position Summary:
Are you an organized and detail-oriented Human Resources professional who enjoys supporting employees, coordinating hiring and onboarding, and keeping complex processes moving?
Join our team as a Talent Management Specialist and play an important role in supporting recruitment, onboarding, employee documentation, and day-to-day HR operations. In this position, you will coordinate recruitment and hiring processes, facilitate new employee onboarding and orientation, maintain personnel records and employment documentation, and serve as a resource for employees and managers. You will also support HR systems, compliance activities and audits, and help identify opportunities to improve HR processes and communication across the agency.
Compensation & Schedule:
This is a regular full-time, benefited position budgeted for 40 hours per week, Monday-Friday. The wage for this non-exempt position is 24.00-26.00 per hour, depending on qualifications.
Required Education
AA degree in Human Resources, Office Management, or a directly related field with coursework in Human Resources. Bachelor's degree in human resources management preferred.
Substitution: a minimum of four additional years of recent experience working in Human Resources, plus a minimum of one year of post-high school coursework in a related field, may be substituted for the degree requirement.
Required Experience
Four years of experience with increasing responsibilities working directly in human resources, preferably including recruitment or talent acquisition.
Knowledge of
Human Resources practices related to recruitment, hiring, onboarding, employee documentation, and personnel records.
Employment documentation and recordkeeping requirements, including Form I-9 and confidential personnel records.
Recruitment practices include job postings, applicant screening, interview coordination, reference checks, offers, and pre-employment requirements.
Employee onboarding and orientation practices that support a positive and organized new-hire experience.
HR compliance, documentation, records retention, and audit preparation.
Microsoft Office applications and electronic systems used for applicant tracking, document management, workflow management, and personnel records.
Professional practices for handling confidential and sensitive employee information.
Ability to
Coordinate recruitment processes from job posting through hire, including applicant review, interview scheduling, candidate communication, references, offers, and pre-employment requirements.
Coordinate new employee onboarding and facilitate orientation, including employment paperwork, required documentation, system access, training information, and communication with employees and managers.
Maintain accurate, confidential, and organized personnel records and monitor required employment documentation for completeness, expiration, and compliance.
Conduct HR documentation reviews and audits, identify missing or inaccurate information, communicate required follow-up, and maintain audit-ready records.
Manage multiple recruitments, new hires, deadlines, employee requests, and HR projects simultaneously while maintaining accuracy and timely follow-through.
Use applicant tracking, document management, ticketing, and other HR systems to maintain records, monitor workflows, and support efficient HR operations.
Communicate clearly and professionally with applicants, employees, managers, leadership, and external partners while appropriately handling confidential or sensitive information.
Interpret and consistently apply agency policies, established procedures, and employment requirements to day-to-day HR activities.
