The budgeted entry pay rate for this position is $114,669-$143,069 per year, based on qualifications and experience.

JOB SUMMARY
The Finance Executive Director is responsible for the overall financial management and fiscal integrity of the City. Provides budget assistance to the City Administrator.

SUPERVISORY RESPONSIBILITIES
Direct and indirect supervisory responsibility for all employees in the Finance Department.

ESSENTIAL FUNCTIONS / DUTIES AND RESPONSIBILITIES

Strategic Financial Leadership
  1. Ensures fiscal sustainability and financial risk management.
  2. Ensures all accounting tasks are accomplished in a timely, efficient and accurate manner.
  3. Keeps an accurate record of the revenues and expenditures of all departments, funds and functions of the City. Keeps and reports an accurate record of the financial condition of the City to various stakeholders.
  4. Prepares periodic financial statements and reports financial condition of City monthly, annually and upon request. Such reports routinely show actual revenues and expenditures for the period and year-to-date as compared to budgeted revenues and expenditures for the period and year-to-date.
  5. Prepares and processes journal entries to accomplish the accurate distribution of financial data.
  6. Functions as custodian of all City funds, signs all checks.
  7. Opens and closes bank accounts as necessary for operations and segregation of funds as required by law.
  8. Ensures timely and accurate deposit and posting of all monies received by the City.
  9. Maintains accurate record of account balances.
  10. Oversees administration of petty cash funds and secures the same.
  11. Ensures timely and accurate reconciliation of bank statements.
  12. Oversees employee travel requests to availability of funds.
  13. Reviews purchase orders in excess of $2,500.00 to ensure that all City/State-purchasing procedures are met and that request is within budget and from appropriate expenditure category.
  14. Ensures applicable tax exemptions are granted and proper discounts are received.
  15. Transfers funds among bank accounts as necessary to cover expenses and to maximize interest earnings as well as to ensure specific funds are used only as intended or specified by law.
  16. Ensures collateralization of all bank account balances and ensures other financial instruments are secured by restricted access as required by state law.
  17. Oversees the creation and maintenance of a fixed asset inventory system.
  18. Oversees vendor pay requests to ensure propriety. Ensures all records of expenditures made are accurate. Pays out all monies due for products and services by overseeing the timely and accurate issuance of computerized vendor checks or by the personal issuance of handwritten checks.
  19. Oversees routine, recurring expenditure documents (insurance bills, tax payments, garnishments, bond payments, contracts, rents) for payment.

Revenue Management
  1. Oversees property tax, utility revenues, fees, grants, and other income sources.
  2. Ensures proper billing, collection, and reporting processes.
  3. Oversees billing and/or miscellaneous receivables, including sewer/sanitation billing.

Financial Reporting and Compliance
  1. Oversees preparation of financial statements (e.g., GAAP-compliant reports, Annual Comprehensive Financial Report/ACFR).
  2. Ensures compliance with state, federal, and local financial regulations.
  3. Coordinates external audits and responds to audit findings.
  4. Maintains internal controls and financial policies.

Risk Management and Internal Controls
  1. Establishes financial control systems.
  2. Oversees insurance, risk mitigation, and financial safeguards.
  3. Prevents fraud and ensures accountability.

Grants and Funding Administration
  1. Monitors grant compliance and reporting.
  2. Oversees reimbursement processes.
  3. Ensures funds are used according to grant agreements.

Department Leadership and Administration
  1. Supervises finance department staff (accounting, payroll, revenue, etc.).
  2. Develops internal policies and procedures.
  3. Provides staff training and professional development.
  4. Manages performance and organizational effectiveness.

Public and Stakeholder Communication
  1. Presents financial reports to elected officials.
  2. Responds to public inquiries regarding municipal finances.
  3. Promotes transparency in financial matters.
  4. Engages with community stakeholders and oversight bodies.
  5. Attends all City Council meetings.

KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of accounting procedures including development of the CAFR.
  2. Ability to understand financial policies and procedures.
  3. Ability to effectively communicate with all internal and external contacts.
  4. Ability to effectively compose routine and specific correspondence, procedures and reports.
  5. Ability to analyze, create, comprehend and produce accurate financial data.

REQUIRED QUALIFICATIONS
  1. Bachelor’s degree in accounting, finance or related field, preparing incumbent for complex financial administration OR equivalent recent relevant full-time work experience (one year of full-time recent relevant work experience for every one year of college).
  2. Seven to ten years of related experience.
  3. Five years of supervisory experience.
  4. Bondable as per legal requirements.
  5. Current and valid Driver’s License.
  6. Work non-standard hours as required.
  7. Travel as necessary to represent the City and obtain additional training.

PREFERRED QUALIFICATIONS
  1. Master’s degree in accounting, finance or a related field.
  2. Five or more years of experience in municipal government accounting.
  3. Grant financial management experience.

While performing the duties of this job, the employee regularly works in indoor conditions and regularly works near video displays. The noise level in the work environment is usually moderate.
