Description
Marion County Health & Human Services (MCHHS), Housing and Residential Programs is seeking a collaborative and experienced leader to join our growing team as a Housing Clinical Supervisor.
Our programs assist individuals and families experiencing serious and persistent mental illness, substance use disorders, and/or intellectual and developmental disabilities to find and maintain safe, stable housing.
We are looking for someone who is compassionate, organized, a strong communicator, and comfortable leading in a growing and changing program. This position provides leadership and support to Housing Navigation Specialists and Peer Support Specialists across several short- and long-term housing programs.
The ideal candidate will have a strong clinical background with experience reviewing behavioral health assessments, determining program eligibility, providing clinical guidance, and supporting service planning for individuals with complex needs. Advanced clinical experience is highly valued.
This position is an important part of the Housing leadership team and will help support staff, strengthen partnerships, and continue developing sustainable housing services for the individuals and families we serve.
GENERAL STATEMENT OF DUTIESPosition provides direct clinical supervision in a specific, well-defined health department service area. Responsibilities include supervising staff and may include direct service delivery and include monitoring of financial and operational performance of service area in collaboration with department management.
SUPERVISION RECEIVED
Position works under the general supervision of another health department supervisor or manager.
SUPERVISION EXERCISED
Exercises full supervision over non-supervisory staff, interns and volunteers as assigned.
This Clinical Supervision position is for Housing and Residential Programs. The housing navigation team consists of Qualified Mental Health Associates and Peer Support Specialists.
Provide clinical consultation to staff through case staffing’s and observation of clinical work.
Provides feedback to staff for professional development.
Provides personnel and performance management, including staff recruitment and hiring; new employee orientation and ongoing training.
Provides performance evaluations.
With Program Supervisor/Manager, CS1 is responsible for direct services including monitoring customer service delivery and work processes; monitors staff workload and productivity; develops/implements policies and procedures; addresses quality improvement needs; conducts staff time studies and sets work parameters. Provides input on program development.
Provides administrative support to service area; monitors and approves leave time; initiates personnel actions, purchasing; addresses risk management/employee safety; implements county and department policy. Ensures that any communication from their service area, representing the Health Department, is of a professional nature.
With Program Supervisor/Manager, provide team development, focusing on how team members work together. Facilitates conflict resolution among team members. Demonstrates the ability and willingness to resolve personnel conflicts in an effective and helpful manner. Effectively manages change by acting s as a “lead change agent” with teams. Maintains a positive attitude with firm and decisive leadership that conveys a clear direction of services, involving staff input and inspiring confidence and trust.
Assists in communication and coordinating services with other agencies; acts as Health Department representative on interagency committees; provides liaison with state agencies; develops partnerships; coordinates services across agencies and markets services. Staffs the Care Coordination Committee, which determines appropriate level of care and provides a forum for interagency coordination of care for children.
Responsible for monitoring contracts/grants performance to assure compliance with requirements including developing service reports. Tracks clients service data, including fidelity measures, utilization, family satisfaction, and outcomes. Identifies service gaps.
Driving is an essential function to meet the needs of the position.

- Response Level 1: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training.
- Bachelor's degree in a health field relevant to the position and 4 years of professional experience in that field; OR
- Master's degree in a health field relevant to the position and 2 years of professional experience in that field; AND
- One year of supervisory, leadership, or coordination experience, such as training, scheduling and reviewing work, providing guidance and technical expertise to others, providing input on performance evaluations and making recommendations in the hiring process; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
- Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.

- Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law [ORS Chapter 806] as may be required to utilize personal vehicle.
- This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. - 24-Hour Response. Must be available to perform response duties during an emergency. This classification is essential; a department may designate positions to work during emergencies or business closures to meet operational requirements, ensure health and safety, and protect people and property.

- This is a full-time position which is not eligible for overtime.
- Typical work schedule is Monday through Friday 8:00 am - 5:00 pm, with flexibility depending on the needs of the department and program.

Principles of clinical ethics, confidentiality and privacy; community resources and referral services; techniques in clinical supervision; and service monitoring practices.Skills to apply service and treatment theories related to specific behavioral/mental health fields within various levels of service needs; diagnose, evaluate and implement treatment plans and monitor client progress toward established goals; analyze, evaluate and treat social, psychological, and physical factors affecting clients and their families; negotiate, compromise, facilitate, problem solve and provide conflict resolution; coach, mentor and train individuals and teams; develop and implement policies and procedures; effectively communicate both orally and in writing.Ability to Perform independently in a fast paced, team-based environment; implement and monitor adherence to policies and procedures; support continuous quality improvement efforts; establish and maintain effective working relationships with employees countywide, clients, government agencies, community groups/partners, and the public.
