Education and Experience: Bachelor’s Degree or higher in Computer Science, Information Systems, Business Administration, Chemistry, Biological Sciences, Engineering Sciences, or related field, and three (3) years of progressively responsible experience administering enterprise business systems, laboratory information management systems, quality management systems, laboratory operations support, contract administration, compliance coordination, or closely related operational support functions.


Licenses and Certifications: Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.

Under general supervision, serve as the business administrator and technical coordinator for the Laboratory Information Management System (LIMS) and laboratory contract administration program, overseeing system governance, business process optimization, contract administration, data integrity, regulatory compliance, and continuous improvement initiatives to support efficient, reliable laboratory operations and organizational objectives.

Administer, maintain, and support the Laboratory Information Management System (LIMS) to ensure efficient operations, data integrity, and compliance with quality and regulatory requirements. Involves: Serve as the business owner for LIMS configuration, workflow optimization, and change management. Evaluate new LIMS capabilities and recommend enhancements. Coordinate upgrades, validation activities, and implementation of new functionality. Develop system performance metrics and monitor effectiveness. Configure, maintain, and administer the LIMS, including user access, configuration changes, updates, and validations. Work with laboratory staff to optimize LIMS workflows for sample login, analysis, reporting, and invoicing. Ensure LIMS data accuracy, integrity, and security align with the Quality Management System (QMS) and audit readiness. Support integration of LIMS with laboratory instruments, QA/QC systems, and enterprise software. Provide training and support for LIMS users and create standard operating procedures (SOPs) related to LIMS functionality. Troubleshoot LIMS issues and coordinate with IT or external vendors for resolution. Assist with internal and external audits and provide LIMS data, logs, and traceability.


Coordinate client contracts, agreements, and related documentation to ensure compliance with contractual obligations and organizational requirements. Involves: Monitor contractor performance and compliance with contractual requirements. Coordinate contract amendments and scope modifications. Analyze contract utilization and recommend process improvements. Draft, review, and process client contracts, project agreements, scopes of work (SOW), non-disclosure agreements (NDA), and amendments. Track contract status, expiration dates, deliverables, and renewal deadlines. Coordinate with clients, legal counsel, and project managers to ensure contractual compliance. Maintain accessible records of all executed contracts. Maintain a centralized database of contracts, scopes of work, expirations, renewals, and client compliance requirements. Support business development efforts through responses to requests for proposals (RFPs), requests for qualifications (RFQs), and proposal development.


Serve as a liaison between technical and administrative functions to support operational efficiency, quality assurance, compliance, and continuous improvement initiatives. Involves: Coordinate between technical and administrative teams to ensure the smooth flow of operational data and contractual obligations. Collaborate with Quality Assurance (QA) staff to align LIMS and contract requirements with accreditation standards, including NELAC and ISO 17025. Lead initiatives to improve laboratory business processes, data quality, workflow efficiency, and system utilization through process analysis and continuous improvement methodologies. Evaluate existing business processes and implement sustainable improvements in collaboration with Laboratory, QA, IT, and administrative staff. Generate periodic reports related to LIMS usage, client deliverables, contract status, regulatory submissions, and key performance indicators (KPIs). Implement corrective actions related to LIMS usage or contract non-compliance identified during audits or management reviews.


Supervise assigned staff. Involves: Schedule, assign, and review operational and procedural activities. Prioritize and coordinate multiple crew activities. Instruct, guide, and check work. Appraise employee evaluations. Provide training and development to meet regulatory compliance. Maintain records of operator certification and training. Enforce personnel rules, regulations, and work standards. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
