Senior Traffic Service Assistant (Department Promotional)

The City of Oxnard’s Police Department is seeking a Senior Traffic Service Assistant to provide leadership, oversight, and coordination for a team of Traffic Service Assistants and Crossing Guards. The Senior TSA provides general community assistance in response to service calls and may supervise lower-level staff in providing traffic control and enforcement assistance to law enforcement personnel.

The ideal candidate will demonstrate strong leadership, communication, organizational, technical, and customer service skills, with the ability to provide direction, guidance, and support to staff in the performance of their assigned duties. This position serves as a lead resource coordinating daily activities, assisting with training and development, and ensuring work is performed accurately, efficiently, and in accordance with established policies, procedures, laws, rules, and regulations.

The successful candidate will exercise sound judgment, demonstrate professionalism, and effectively communicate with staff, members of the public, and law enforcement personnel while promoting a high standard of service and accountability.

WHAT YOU'LL DO: 

• Support the Patrol Division
• Assist with the supervision of Traffic Service Assistants and Crossing Guards
• Investigate traffic crashes  
• Direct and control traffic 
• Serve as a  School Crossing Guard when necessary 
• Assist with the planning and coordination of special events  

PAYROLL/CLASSIFICATION TITLE: 

Public Safety Field Technician, Senior 

DISTINGUISHING CHARACTERISTICS: 

This classification is distinguished from the Public Safety Field Technician in that it provides general community assistance for service calls or supervises lower-level staff in providing traffic control and enforcement assistance to law enforcement. 

SUPERVISION EXERCISED / SUPERVISION RECEIVED: 

Receives close supervision and specific direction regarding assignments and deadlines. As assigned, may supervise Public Safety Field Assistants and Public Safety Field Technicians in the enforcement of traffic laws, parking, and accident investigation assistance to law enforcement. 

WORK SCHEDULE: 

The normal work week is Monday through Thursday 7:00am to 5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours, including nights, weekends, and holidays.  In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

• Provides assistance and law enforcement support to sworn officers in the performance of service duties related to traffic control and enforcement and non-law enforcement work such as vehicle maintenance/inventory, responding to low priority service calls and tracking data.
• Adheres to and ensures compliance with applicable regulations, policies, procedures and work methods associated with assigned duties.
• Prepares, issues, processes and/or maintains files, records, logs, correspondence and documentation.
• Uses and maintains assigned communication devices and equipment in clean and safe working condition.
• Responds to information requests, inquiries and complaints; refers complex requests to appropriate resource.
• Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to traffic may be responsible for:

• Supervising school crossing guards and non-sworn staff assigned to assist with traffic enforcement;

• Directing, controlling and routing vehicle traffic using traffic signal/barrier equipment;

• Enforcing parking regulations and assessing need for towing of vehicles;

• Responding to traffic collision calls for service and Investigating collisions:

• Assisting with traffic checkpoints;

• Preparing and issuing citations, warnings and collision scene diagrams.

The following are the minimum qualifications necessary for entry into the classification: 

EDUCATION AND EXPERIENCE:

• High School Diploma or GED and up to one (1) year of additional training through college coursework 
  OR

• High School Diploma/GED and up to one (1) year of additional training through college coursework or Oxnard Police Department experience and two (2) years of related experience

LICENSING/CERTIFICATIONS:

• Valid California Class C Driver’s License with a satisfactory driving record.

OTHER REQUIREMENTS: 

•  Must be a current City of Oxnard employee in the Police Department 

• Must be able to effectively communicate in English, both orally and in writing

• Bilingual in Spanish highly preferred

• Successful completion of a police background investigation may be required, with requirements determined by the City of Oxnard.

UNION MEMBERSHIP: Positions in this classification are represented by the Service Employees International Union (SEIU). 

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. 

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. 

This position requires a 12-month probationary period. Internal applicant probationary periods will be governed by the applicable MOU.

Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities

as may be assigned to them.
