Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview
Indonesia has the second-highest TB burden globally, with over 1 million new TB cases and more than 100,000 TB deaths recorded in 2024. For the first time in more than 100 years, new TB vaccines are on the horizon, with several candidates in late-stage clinical development. Indonesia is a clinical trial location for a leading TB vaccine candidate, and the Government of Indonesia has demonstrated strong political commitment to TB elimination, including through timely and large-scale introduction of novel TB vaccines when they become available.
As clinical development progresses, parallel efforts are needed to ensure that Indonesia is prepared for timely and effective introduction of novel TB vaccines. Building on its longstanding partnership with the Indonesia Ministry of Health, CHAI aims to support the Government of Indonesia over the next three years to advance implementation of key readiness objectives. CHAI’s support will combine technical assistance and project management across key government priorities, including governance and coordination, demand forecasting, financing and development of a national TB vaccine investment case, health system readiness, and introduction planning. Through this work, CHAI aims to help ensure that Indonesia is positioned to introduce and scale novel TB vaccines effectively and sustainably once they become available.
Position Overview
CHAI is seeking a Program Officer to support delivery of its work on TB vaccine readiness in Indonesia. Working under the direction of the Senior Program Manager, Vaccines, the Program Officer will execute defined workstreams and activities within the TB vaccine readiness project and contribute to the larger, more complex components led by the Senior Program Manager. This is a hands-on delivery role: the Program Officer will conduct quantitative and qualitative analyses with high-quality outputs, gather, review and validate the underlying data, produce well-structured written materials, and keep day-to-day coordination with government and other stakeholders on track.
The role suits someone early in their program career who is highly organized, comfortable with quantitative work, and eager to build technical depth in vaccine introduction readiness. The Program Officer works independently on routine tasks and seeks guidance on non-routine or technically complex work. The Program Officer will report to the Senior Program Manager, Vaccines, CHAI Indonesia.
Responsibilities
- Conduct quantitative and qualitative analytical tasks across key areas of TB vaccine readiness – demand forecasting, financing, health system and delivery readiness, and introduction planning – producing high-quality outputs with limited errors and translating findings into draft recommendations and deliverables for review.
- Gather, review, and validate data and information from government systems, technical partners, published sources, and consultants, and quality assure datasets and analytical inputs before they are used or shared.
- Execute assigned workstreams and activities independently, and contribute to the larger and more complex components led by the Senior Program Manager, seeking guidance on non-routine or technically complex work.
- Apply project management concepts across planning, execution, monitoring, communication, and closure of assigned activities in support of implementation of the National TB Vaccine Readiness Roadmap, including work planning, meeting preparation and follow-up, milestone and action tracking, and maintenance of project documentation.
- Develop well-structured presentations, briefs, meeting materials, and analyses for government, donor, and partner engagements with limited edits and oversight, and proactively communicate the status of assigned workstreams so that deadlines are met.
- Establish credibility with CHAI colleagues at all levels and serve as the day-to-day point of contact for routine coordination with technical counterparts across the National TB Program, EPI, BKPK, the Ministry of Finance, BPOM, Bio Farma, and Bappenas, as well as academic, civil society, and other technical partners, supporting the Senior Program Manager in senior engagements.
- Identify systemic data and process issues and recommend remedial solutions, escalating non-routine issues promptly with the relevant background and options for resolution, and with an understanding of the wider implications for project timelines, budgets, and government relationships.
- Identify opportunities to improve processes and create work efficiencies within the project, and share knowledge, tools, and lessons learned from Indonesia internally with CHAI colleagues and the global vaccines team.
- Support financial management of assigned activities, including preparing activity budgets with reasonable cost assumptions for review, tracking expenditure against approved budgets, and preparing supporting documentation in line with CHAI and donor requirements.
- Support internal program management, including monitoring progress against key outputs, maintaining the project repository, and contributing inputs to periodic program and donor reporting.
- Undertake other responsibilities as requested by the Senior Program Manager or CHAI Indonesia leadership.
Qualifications
- Bachelor’s degree in public health, health economics, health policy, economics, finance, or a related field; a Master’s degree is an advantage.
- Minimum of 2–3 years of relevant professional experience, ideally in strategy consulting, global health, health economics, health financing, or other analytical and results-oriented environments.
- Strong analytical and problem-solving skills, with demonstrated ability to conduct quantitative and/or qualitative analyses accurately, synthesize information, and translate findings into clear recommendations.
- Strong organizational skills and attention to detail, with demonstrated ability to multitask across a wide range of quantitative and qualitative tasks and small workstreams, work independently on routine tasks, and deliver to the deadline.
- Demonstrated ability to develop well-structured written outputs – presentations, briefs, and reports – with limited edits and oversight.
- Ability to remain effective in high-pressure situations and to adapt to fast-paced and changing environments, while seeking guidance appropriately on non-routine work.
- Experience working with government counterparts in Indonesia, particularly the Ministry of Health or its agencies, is strongly preferred.
- Strong interpersonal skills and demonstrated ability to build working relationships with government, technical, and other external stakeholders.
- Excellent written and verbal communication skills in Bahasa Indonesia and English, including the ability to develop high-quality presentations and communicate complex information clearly and concisely.
- High level of proficiency in Microsoft Excel, PowerPoint, and Word.
- High degree of initiative and ownership, with the ability to work effectively both independently and as part of a multicultural and matrixed team.
- Ability and willingness to travel domestically and internationally as required.
